Whiskeytown Lake - Spring Creek Temperature Control Curtain Questions

Solicitation Number R16PS00869

18. We have received the attached response from our supplier in regards to the galvanized chain. We are concerned that the specification may have an issue regarding possibly using an old requirement that may not be possible based on current rating standards. Can you advise if this is a concern?

“When you hot dip galvanize a heat treated chain, you are changing the chemical makeup and reducing the strength of the chain. We are able to get a 14,000# WLL for a 5/8" long link chain after the galvanizing process. At a 4:1 Safety Factor, that would ultimately lead to a 57,000 lb ultimate break strength. This is the highest break strength we were able to get from any of our manufacturers after a hot dipped galvanizing process. By looking at the specs. sheets, we believe these are copies of the original specs. Because of safety concerns and new industry standards, manufacturers have reduced their ultimate break strengths for heat treated chains. This leads to a lowered rating from the standards that applied when the original project was completed. We doubt that anyone will be able to comply with the 70,000# break strength requirements.”

All hot dipped galvanized chains are to have a working load limit of 15,000 lb in accordance with FF RR-C-271D, Type 1, Class 1 or equivalent. All dimensional requirements of the chain links are released.

The chains must accommodate the specified 7/8-in. anchor shackle either directly or with hardware that does not reduce the working load below 15,000 lb. For the purpose of preparing price proposals, offerors are hereby informed that drawing 416-214-5376 supersedes 416-214-5381, as some discrepancies were noted in drawing 416-214-5381 and will be rectified upon award.

19. Since the Subcontracting percentage attachment has been removed, are there still limitations on subcontracting this out? If so are they IAW the FAR 52.219-14 and the Prime must perform at least 25% of the non-material purchase costs? If there still are subcontracting limits, how is it accounted for now in order to ensure offerors are completing their obligations? Lastly, how are the offerors verified as SDVOSB? It is using the Dynamic Small Business Search?

Please see 52.219-27. By submitting a proposal, offerors are agreeing to the limits identified in 52.219-

27. Additional verification is not a requirement prior to award. If we have concerns during performance, we will address it accordingly. SDVOSB is verified via representations provided by the offerors (and via SAM.gov).

19. Per FAR reference above (52.219-27) Is this solicitation for general construction or special trade?

General Construction

20. What is the anticipated notice to proceed?

Anticipated Notice to Proceed is late September to early October 2016, however onsite construction work will not be allowed until certain submittals are approved as listed in the Specifications.

R16PS00689
