PWS – SOP Development Service 1 | Page Performance Work Statement Grand Coulee Power Office Standard Operating Procedure Development Service Solicitation R15PS00611
1.0 Introduction
The Grand Coulee Power Office (GCPO) has identified the need to contract for assistance in updating and creating new Standing Operating Procedures (SOPs) and associated documents for the Third Powerhouse/500 kV Switchyard Relaying and update other additional existing GCPO references affected by the new SOP.
2.0 Background
The existing Chapter V Standing Operating Procedures (SOP) documents for GCPO cover all powerhouse facilities. The documents are available in hard-copy sets and fully searchable electronic PDF sets. Accurate, up-to-date SOPs are required for the safe and reliable operation of the powerhouses and all related equipment at the Grand Coulee Power Office and are mandated under FAC 02 01 of the Reclamation Manual.
3.0 Scope
The scope of work for this effort is for a contractor to supply the staff and technical services necessary to research and update the SOPs and associated Annunciators, Powerboard Directories, and OD Prints for the Third Powerhouse/500 kV Switchyard Relaying and update other additional existing GCPO references affected by the new SOP, in accordance with current GCPO SOP standards; to coordinate the review and verification process with the designated Reclamation staff; and to provide GCPO with the final updated electronic documents (as stipulated below) and a single color hard copy master. The GCPO uses Adobe and Microsoft office products that include Word, Excel, PowerPoint, and Visio; the contractor must have the capability to work with these programs.
4.0 Government Furnished Property
4.1 Applicable Documents
All drawings and technical support information will be available for the Contractor’s use. GCPO will ensure access to the existing document source files, electrical, mechanical, and civil drawings of the facilities, existing documentation (e.g. Designer’s Operating Criteria, equipment manuals, existing Operating Orders), and any material that Reclamation believes necessary to update the requested documents.
5.0 Technical Capabilities
5.1 Each member of the Contractor’s team performing the SOP development, verification and testing must be have extensive experience with the operation and maintenance practices of a Hydro-Electric Power Plant, be very knowledge of the standards and regulations used by federal hydroelectric facilities, and have the ability to use Bureau of Reclamation drawings, Designer’s Operating Criteria (DOC) and other resource data to complete the document even though some or all of the information may not be up to date.
5.2 Qualifications of Personnel
The contractor’s team members will have had extensive and proven experience in Hydroelectric Power Generation, Dam, and Reservoir operations as proven by a verifiable resume.
5.3 Key Personnel Requirements Bureau of Reclamation, Pacific Northwest Region Certain skilled experience professional and/or technical personnel are essential for successful Contractor accomplishment of the work. These are defined as “Key Personnel” and are those persons who meet the certification and technical requirements.
The Contractor agrees that such personnel shall not be removed from the contract work or replaced without compliance with the following paragraphs:
A. The Contractor shall obtain the Contracting Officer’s written approval to substitute for any key personnel should they become unavailable for performance of the contract for any continuous period in excess of 14 calendar days. The Contractor shall consult with the Contracting Officer if any of the key personnel, in any way, plans or anticipates less effort to be contributed to the work than specified in the technical proposal incorporated herein. If Reclamation determines that the reduction of effort would be so substantial as to impair the successful prosecution of work, it may request a change in personnel, termination of the effort, or other appropriate modification of the contract.
B. In addition to the above, the Contractor shall consult with the Contracting Officer if changes are to be made in key personnel previously committed to perform work in accordance with his proposal. No changes of key personnel shall be permitted without prior approval of the Contracting Officer.
C. All requests for approval of substitutions must contain a complete resume for the proposed substitution, and any other information requested by the Contracting Officer or needed by him to approve or disapprove the proposed substitution. The Contracting Officer will evaluate such requests and notify the Contractor of approval or disapproval thereof in writing.
6.0 Tasks
The SOPs to be developed will be primarily used by GCPO operators to understand the function of the new equipment and to understand how the equipment is used in the system in which they are installed. The instructions in the SOP must accurately describe the safe operation of the equipment and describe each alarm point. The use of diagrams, schematics, single line drawings and photographs will be used in the documents to give clear indication of the new equipment operation. The contractor will be responsible for developing SOPs for the following tasks:
6.1 Task Number 1 - Develop New SOP Section L-40, TPH – 500 kV SWITCHYARD, G19--G24, EHV CABLE AND OVERHEAD LINE RELAYING, AND ASSOCIATED CONTROL CIRCUITS. The oil filled cables that delivered the TPP generation to the 500 kV Switch yard have been replaced by overhead cables. New relaying equipment was installed to protect the overhead lines. The new SOPs must reflect the new relaying and control circuitry and to indicate correct operation of system components.
6.2 Task Number 2 - Revise SOP Section L-12, POWER TRANSFORMER RELAYING, K19A, K20A, K21A. New relaying equipment has been installed on transformers associated with G-19, G-20 and G-21. This requires that the SOPs be revised to incorporate the equipment changes for the new relays and to indicate correct operation of system components.
6.3 Task Number 3 - Revise SOP Section L-13, POWER TRANSFORMER RELAYING, K22A, K23A, K24A. New relaying equipment has been installed on transformers associated with G-22, G-23 and G-24. This requires that the SOPs be revised to incorporate the equipment changes for the new relays and to indicate correct operation of system components.
6.4 Task Number 4 - Revise SOP Section L-23, TPH, GENERATOR RELAYING, G-19-20-21. The SOPs for G-19, 20 and 21 must be revised to incorporate the new relaying changes and to indicate correct operation of system components.
6.5 Task Number 5 - Revise SOP Section L-24, TPH, GENERATOR RELAYING, G-22-23-24. The SOPs for G-22, 23 and 24 must be revised to incorporate the new relaying changes and to indicate correct operation of system components.
6.6 Task Number 6 - Develop New SOP Section L-35, CSY NO. 1 LINE AND KX26A TRANSFORMER RELAYING (230 kV - 500 kV TIE). New relaying equipment has been installed on the transformer that connects the 230 kV switchyard to the 500 kV switchyard. The SOPs must be developed to reflect the new equipment and explain the correct operation.
6.7 Task Number 7 - Develop New SOP Section L-41, 500 kV SWITCHYARD, 230 kV SWITCHYARD (CSY) TIE LINE RELAYING. New relaying has been installed to protect the lines between the 230 kV Switchyard and the 500 kV Switchyard. A new SOP must be developed to reflect the new equipment installed and explain the correct operation.
6.8 Task Number 8 - Develop New SOP Section L-42, 500 kV SWITCHYARD, HANFORD LINE RELAYING. New relaying equipment is installed on the Hanford line. A new SOP must be developed to identify the new equipment and explain the correct operation.
6.9 Task Number 9 - Develop New SOP Section L-43, 500 kV SWITCHYARD, SHULTZ NO. 1 LINE RELAYING. New relaying equipment is installed on the Shultz Number One line. A new SOP must be developed to identify the new equipment and explain the correct operation.
6.10 Task Number 10 - Develop New SOP Section L-44, 500 kV SWITCHYARD, SHULTZ NO. 2 RELAYING. New relaying equipment is installed on the Shultz Number Two line. A new SOP must be developed to identify the new equipment and explain the correct operation.
6.11 Task Number 11 - Develop New SOP Section L-45, 500 kV SWITCHYARD, CHIEF JOSEPH NO. 3 RELAYING. New relaying equipment is installed on the Chief Joseph Number three line. A new SOP must be developed to identify the new equipment and explain the correct operation.
6.12 Task Number 12 - Develop New SOP Section L-46, 500 kV SWITCHYARD, REMEDIAL ACTION SCHEME (RAS). New equipment and circuitry has been installed on the Remedial Action Scheme (RAS). A new SOP must be developed to reflect the equipment and the new scheme details and explain the correct operation.
6.13 Task Number 13 - Develop New SOP Section L-47, 500 kV SWITCHYARD, BELL NO. 6 RELAYING. New relaying equipment is installed on the Bell number six transmission line. A new SOP must be developed to identify the new equipment and explain the correct operation.
6.14 Task Number 14 - Develop New SOP Section L-48, 500 kV SWITCHYARD, MAIN BUS RELAYING. New relaying equipment is installed on the main bus. A new SOP must be developed to identify the new equipment and explain the correct operation.
6.15 Task Number 15 - Develop New SOP Section L-49, 500 kV SWITCHYARD, BELL NO. 6 REACTORS KU8A and KU18AN. New reactor equipment is installed on the Bell number six transmission line. A new SOP must be developed to identify the new equipment and explain the correct operation.
6.16 Task Number 16 - Develop New SOP Section L-50, TPH - 500 kV SWITCHYARD, TRANSFER TRIP EQUIPMENT. New transfer trip equipment is installed on the lines between the Third Power Plant and the 500 kV Switch yard. A new SOP must be developed to identify the new equipment and explain the correct operation.
6.17 Task Number 17 - Revise SOP Section J-15, 500 kV SWITCHYARD, ASEA BROWN BOVERI SF6 PCBs. New SF6 breakers are installed in the 500 kV Switch yard. The SOPs must be revised to incorporate the changes due to the new equipment and explain the correct operation.
6.18 Task Number 18 - Revise Annunciator Book for the 500 kV Switchyard. The new equipment described above is connected to the existing annunciation system. The 500 kV Switch yard annunciator book must be revised to incorporate the new equipment changes and to indicate correct operation actions.
6.19 Task Number 19 - Revise Powerboard Directory for the 500 kV Switchyard The powerboard directory for the 500 kV Switch yard must be revised to incorporate the equipment changes indicated above.
7.0 Period of Performance
May 1st, 2015 to April 30th, 2016
8.0 Place of Performance
8.1 Work will be performed at Grand Coulee Power Office, Grand Coulee, WA. The Contractor will be provided an area in the facility in which to accomplish the task at hand. GCPO standard work hours are Monday through Friday from 0600 to 1800; contractor will need permission from the Contracting Officer to perform work on GCPO facilities outside of these hours. The Contractor will provide his own computer equipment and software capable of reading all electronic files provided by GCPO. The contractor’s computer will not be given access to the GCPO network. The Contractor’s equipment will as well, be capable of providing either a paper or a readable electronic document back to GCPO and the facility personnel for the review of on-going work. The contractor will be responsible for providing their own office equipment and supplies.
8.2 Primary work areas
All areas where work is required under this contract are designated as primary work areas. Unless specifically authorized, contractor personnel shall be restricted to these areas. It shall be the Contractor’s responsibility to insure, by appropriate and effective means, that personnel remain in these areas while on the jobsite.
8.3 Restricted areas
Contractor personnel shall not be permitted to enter established or designated restricted areas unless so authorized by the appropriate Reclamation representative. Such entry shall be in accordance with, and subject to, the security regulations established for the area. It shall be the Contractor’s responsibility to insure, by appropriate and effective means, that his personnel shall not enter these areas unless authorized as set forth above.
Where access is designated through gates or doors which are normally locked, the gates or doors shall be kept locked, except when personnel are passing through or when a guard is present during the period when such gates or doors are unlocked.
9.0 Security
The Bureau of Reclamation has determined that documents issued to contractor as GFP and the documents created by contractor for use in SOPs are For Official Use Only (FOUO) and contain information considered to be sensitive and necessary to be appropriately safeguarded. They are intended for the contractors use only. These documents are not to be distributed to any other entities, without prior consent and approval by the Bureau of Reclamation. Documents are to be retained in a secure location or locked up when not being used. Contractor personnel may be required to submit to a background investigation.
The operation of Grand Coulee Dam and associated facilities requires continuous and effective security measures. The security regulations provide for controlled access to certain restricted areas, including the reservoir, dam, switchyards, powerplant, and other critical areas. These restricted areas are designated and may be modified or changed by Reclamation. The contractor shall be responsible for initiating any necessary measures to insure that their employees comply with all established security rules and regulations, including but not restricted to the following:
10.0 Performance Issues
When the COR or the GCPO guard supervisor observes unacceptable services, either incomplete or not performed, for any of the above performance objectives, the COR shall verbally notify the Contractor’s Project Manager of any non-performance issue. The Contractor’s Project Manager will be given a timeframe to correct the unacceptable performance. The verbal notification shall be followed up with written notification to be sent by email. The COR shall copy the Contracting Officer on any non-performance notification sent to the Contractor’s Project Manager. If the Contractor’s Project Manager disagrees with the complaint after investigation of the issue and challenges the validity of the complaint, the Contractor’s Project Manager shall notify the COR, in writing. The COR will conduct an investigation to determine the validity of the issue. If the COR determines the issue is invalid, he/she will document the written complaint of the findings and notify the Contractor’s Project Manager and the Contracting Officer. The COR will retain the annotated copy of the written complaint for his/her files. If after investigation the COR determines the complaint is valid, the COR will notify the Contractor’s Project Manager and the Project Manager will be given a new timeframe to correct the issue. The COR shall send a copy of the notification to the Contracting Officer. The Contractor’s Project Manager shall notify the COR when corrective actions have been taken. The COR shall provide a copy of the notification to the Contracting Officer and will keep a copy of the complaint in his/her files.
