Solicitation R15PS00433, Amendment 0002 Questions and Answers Question 1. Please confirm the required code for this project? (ex. ANSI 2010) Answer: ASME A17.1 - 2013 Safety Code for Elevators and Escalators Question 2. Please describe the process and cost to receive a confined space permit. Also, outline its valid duration.

Answer: The Contractor will be required to have its own, Reclamation approved safety program that is at least as stringent as the Reclamation Safety and Health Standards. The Contractor’s safety program will have Hazardous Energy Control Program, (Lockout-Tagout) and a Confined Space Entry Program. We do not consider the elevator pits to be permit-required spaces if the dangers are eliminated. For example, as the moving car and counterweight are dangers, the power supply to the elevator hoists would be locked out. At this point we would consider the elevator pit to be a non permit required confined space. A Job Hazard Analysis (JHA) would be performed with all personnel who would be entering the confined space, and the JHA with signatures of each entrant would be posted near the means of ingress/egress. If, however, the Contractor’s Safety Program mandates that all elevator pits are Permit Required Confined Spaces, the Contractor would take the appropriate steps.

Question 3. Section C, Subsection C.1.1.D.1, specifies to rehabilitate the Gearless DC Motor, replace the motor bearings, drive sheave and brake assembly. This is a relatively uncommon request to provide new drive sheave, motor bearings and brake assembly while retaining the machine. Is a “like new” or new machine option acceptable? (Section C.1.18 as well) Answer: Prepare your proposal in accordance with the specifications as written. Failure to comply with the specification may cause the entire proposal to be deemed nonresponsive. Alternative proposals will be accepted for consideration.

Question 4. Section C, Subsection C.1.3.1 specifies The Government will supply cranes and crane operators to unload equipment, materials, etc, in the power plant. Please confirm if this will be provided for the visitor center and will also include setting of machines, drives, controllers and other essential items.

Answer: Reclamation will open and close hatches, lift materials on and off trucks, assist in moving materials and equipment across the power plant from the loading bay to the elevator tower at West end of power plant, and in moving equipment out of the elevator and under the lifting hatch.

Reclamation will make available the facility’s 30-ton boom truck and operator to lift out of or into the Visitor Center elevator room. In case existing or new equipment has to be disassembled to make a safe load, all work will be done by Contractor.

Reclamation will not disassemble, uncouple or do any other demolition work on existing equipment, including any grout pads, floor bolts, etc. that will be removed. Reclamation will not rig any equipment or material for the lifts. Reclamatiohn will not set or install any equipment or do any foundation or floor preparation.

Question 5. Section C, Subsection C.1.6.B specifies Shop Drawings. The following drawings relate to a new installation or retained items: B 1.1, 1.2, 1.3, 1.4, 1.5, 1.6, 1.7, 1.8, 1.9, 2, 3, 4, 5, 6, 8 (printed circuit boards), 9, 10, 11, C 3, 4, 5, 6, 7, 9, 10, 11, 12, 13 . Please identify the specific items, if any, that will be required to be reviewed as a shop drawing.

Answer: Shop drawings are defined at Section C.6.2.

Question 6. Section C, Subsection C.1.13.A, specifies to provide shunt trip disconnects. During the walk no heat sensors or sprinklers were noticed in the machine rooms requiring shunt trips. Will sprinklers be added to the machine rooms requiring shunt trips?

Answer: No. Shunt trip disconnects will not be required and have been removed from the cited paragraph.

Question 7. Section C, Subsection C.1.14.D, specifies Government-furnished cylinder locks. Will all keyed items utilize locks provided by the Government?

Answer: Yes.

Question 8. Section C, Subsection C.1.22.C.8, specifies to provide a car call on-off key switch control by each car call button to be utilized as a security system. Please confirm that this is required in the COP.

Answer: Yes.

Question 9. Section C, Subsection C.1.22.C.9, specifies to provide space and wiring for Key Pad control security system in the car operating panel. The current cabs contain readers not located in the COP. Please confirm that it is acceptable to maintain the current location of the readers. Coordination of disconnecting and reconnecting the readers to the elevator controller is to be required.

Answer: Card readers are not to be installed in the car operating panels. Subsection C.1.22.C.9 has been removed from the statement of work.

Question 10. Section C, Subsection C.1.23, specifies a Microprocessor Supervisory Control. Please clarify how this item would be applied to this project. Four of six cars are simplex control and the two Visitor center cars will be a duplex control, but no supervisory control system would be utilized.

Answer: The requirement for Supervisory Controls has been removed. Subsection C.1.23 has been removed from the statement of work.

Question 11. Section C, Subsection C.1.25, specifies Emergency Power Operation. During the walk it was discussed that emergency generators are currently not utilized. There is a redundant power supply that can be transferred via a switch from power source 1 to power source 2. All of this would occur be prior to the disconnect supplying power to the elevator equipment; thereby, eliminating a requirement for future emergency power tie-in requirements.

Answer: The requirement for Emergency Power Operation has been removed. Subsection C.1.25 has been removed from the statement of work.

Question 12. Section C, Subsection C.1.26.E.2, specifies Pit Flood Alarm which is described in 2.1, 2.2, 2.3 and 2.4. This operation was not noticed in the walk, is this feature required?

Answer: Yes.

Question 13. Section C, Subsection C.1.26.F specifies Nonvolatile Memory (EPROM). This type of memory is older technology. Please confirm that this is required.

Answer: No. Subsection C.1.26 has been changed to specify commercially available static memory in place of the nonvolatile memory.

Question 14. Section C, Subsection C.1.27 specifies Individual Car Controller. This section references older technology. Please confirm if this is required.

Answer: No. Subsection C.1.27 has been changed to require the individual car controllers based upon current technology for this function. The previously identified minimum requirements have been removed. However, the requirement for one standalone controller per car remains unchanged.

Question 15. Section C, Subsection C.1.31.A.4 and C specify poured resin sockets. Please confirm that wedge shackles can be used.

Answer: No, wedge shackles may not be used. Only poured resin sockets are acceptable on hoist ropes.

Question 16. Section C, Subsection C.1.41.C & G references a No. 4 Bronze finish. All finishes noted during the walk were No. 4 satin stainless. Please confirm that the desired finish for all current No. 4 Satin Stainless will be No. 4 Satin Stainless. (See C.1.41.E) Answer: No.4 Satin Stainless is the required finish. The cited subsections have been changed to identify the correct finish.

Question 17. Section C, Subsection C.1.41.G (next to last sentence)…Provide Marshals Service key switch and jewel with space and wiring for future key pad control for security system in hall button faceplates at all landings. Please confirm that it will be required to provide these items at all hall push button stations.

Answer: Yes, the requirement is as stated in the specifications.

Question 18. Section C, Subsection C.1.47.A specifies provide security system for elevators consisting of an on-off keyed switch located beside each car call button in each car operating panel for Elevator No.1. Please identify Elevator 1.

Answer: The requirement is for all elevators. Subsection C.1.47.A has been changed to remove the reference to Elevator No. 1 and replace it with all elevators. In addition, the requirement for providing RFI card readers has been deleted.

Question 19. Section C, Subsection C.1.47.A.1 specifies to provide a RFI card reader compatible with the existing BOR standard with keypad in each car operating panel. Please confirm that the existing readers and keypads can be retained in their current location.

Answer: The existing Reclamation provided card readers will continue to be used. Subsections C.1.47.A.1 and .2 have been deleted from the statement of work.

Question 20. Section C, Subsection C.1.51 specifies Tests. The testing requirements list are extensive compared to other comparable projects of this type. (i.e. Emergency Operation Test (no emergency power), Insulation Resistance Test (will only be required if the Gearless Machines are retained), Motor Overcurrent Protection Tests, Drop Test (standard drop test will be provided as required by State of Arizona) Answer: The Emergency Operation Test, C.1.51.B.% has been deleted. All other testing requirements remain unchanged.

Question 21. Section C, Subsection C.3.3 specifies badging. Please confirm the time that will be required for each person to complete the badging process.

Answer: Badging is usually accomplished during the time interval between Notice to Proceed and the beginning of onsite work. Not all contractor employees will need to be badged.

Question 22. Under Section C.1.3, Item 2 states that the Government will provide five (5) governors manufactured by Payne Industries for the contractor to install, and the sixth governor is to be provided by the contractor. During the walkthrough it sounded like this was going to be 100% confirmed by the facility. Please confirm that the Government will in fact supply the contractor with (5) governors to install. Also, if this is the case, please confirm which elevator the contractor is to provide the sixth governor for, as the equipment can vary between units.

Answer: Section C.1.3 has been changed to correct the number of governors to by supplied by Reclamation. Under the changes the Contractor is to furnish three governors, one each for the Block 8, Block 17 and Power plant elevators. Reclamation will furnish three governors, two for the Visitor Center elevators and one for a Power plant elevator.

Question 23. During the walkthrough, the question was asked about the type of hoistway conduit that is to be used. Please confirm if “rigid” conduit is required in the hoistways. Also, please verify if existing may be retained, if sufficient.

Answer: Conduit in the hoistways is required to be rigid. Existing conduit may be reused, if adequate; however, we do not know the condition of existing conduit.

Question 24. Please confirm if all hoistway switches that are to be installed new are required to be NEMA 1 or NEMA 4 rated.

Answer: NEMA 1 rating is required.

Question 25. Sections C.1.23 & C.1.49 reference a Remote Monitoring System and Maintenance Management System. First, please confirm if these are referencing the same system. If it is, is the Government requesting a single (1) remote monitoring station in a centralized location showing all 6 units, or is the Government looking for a remote monitoring station in each machine room? Second, to my knowledge, I am not aware of a Maintenance Management System that is specified within Section C.1.49 that operates on a Windows 7 platform. Does the Government have any documentation regarding this specific monitoring system?

Answer: As noted above, Section C1.23 has been removed in its entirety. The requirement is that the controllers be capable of performing self monitoring (see the change at Section C1.19), and the separate remote monitoring system is eliminated.

Question 26. Under Section C.1.44, Item A. states all Hoistway Entrance components to be re-used or replaced with new; however, it does not reference the actual hoistway door panels. Item E within this section states “Provide doors with two point suspension sheave type hangers.” Please confirm if this is requesting all new hoistway doors for all 6 elevators (total of 42 sets of hoistway doors).

Answer: Existing hoistway doors will be retained.

Question 27. Section C.1.45, Item C. requests new door protective devices for all elevators, but it does not specify them to be 2D or 3D. Currently, it appeared in the walkthrough that all units have newer 3D infrared door protective devices. Please confirm if the government still wishes these to be replaced, and if they are to be 3D.

Answer: Yes, they are to be replaced with new 3D device.

Question 28. THE CLIN’s are scheduled to pay out at the completion of final work per each designated elevators (or pair) with no proposed mobilization payment until after final installation and commissioning. Please consider revising the Supplies or Services and Prices/Costs Schedule to include mobilization funds for planning, scheduling, submittal and final review of the design phase for each CLIN. Each elevator will be manufactured specifically for this project and must be designed, specially ordered and installed per our proposed scheduled to insure the Dam remains operational.

Answer: The resulting contract will be classified as construction. Clause FAR 52.232-05, Payments under Fixed Price Construction Contracts is included by reference in Section I. This clause allows contractors to bill on a monthly basis as the work progresses based upon estimates of work accomplished. See the full text of the clause to become familiar with the payment terms.

Question 29. In Section C – 1.1. A, STATEMENT OF WORK it states “Provide all required equipment for these elevators operating in seismic zone 2B.” Please provide clarification of the type of seismic sensor to be utilized.

Answer: A seismic sensor similar to Model CHV-2, manufactured by Seismic Switch, Inc., Petaluma, CA 94952.

Question 30. In Section C.1.11, POWER SUPPLY, are you referring to existing feeders to the elevator equipment or to the distribution?

Answer: This Section makes the Contractor responsible for providing equipment that will work with the electrical power available in the various elevator machine rooms.

Question 31. In Section C.1.13.D, ELECTRIC FEEDERS AND WIRING, it states “Provide couplings and connectors for EMT…”. Is EMT the correct material, as all other conduit is GRC?

Answer: No, the specification for EMT is removed from the cited section.

SPECIAL SYSTEMS:

Question 32: Section C.1.43.A.2 calls for a standalone fire system for the recall. Does this mean one control panel per machine room or one control panel per individual elevator? It also calls for ion detectors to be used in the spec but ion detectors are becoming an obsolete item in the fire industry. Would photoelectric detectors be an acceptable replacement?

Answer: One control panel per machine room. The requirement for ionization type detectors has been changed to photoelectric /heat detectors in the cited section.

Question 33. Is each fire alarm system to be monitored by the building fire alarm system located by the control room or some other entity?

Answer: Incorporating the stand alone fire protection systems into the building alarm system is not a requirement of the Specifications.

Question 34. Are any audio/visual devices required in the elevator lobbies?

Answer: No additional audio/visual devices are required beyond the Code requirements.

Question 35. Is any service or spare parts to be included in the proposal?

Section C.1.9 identifies the maintenance requirement. See also CLIN 50 of Schedule B. The spare parts requirements are included in the various specification sections.

Question 36. Who is responsible for coring holes through the elevator shafts into the elevator lobbies where needed?

Answer: The Contractor.

Question 37. In Section C.1.16.C, MACHINE BEAMS AND OTHER SUPPORT STEEL, it states “Fill and finish all unused holes in machine room, secondary floors and walls, and hoistway to maintain all fire ratings.” Is the contractor responsible for sealing existing penetrations in the elevator shafts, etc.?

Answer: No. The contractor is only responsible for holes which it makes or accidental damage it causes during performance of the contract.

Question 38. Section C.1.22.C.7, identifies “Telephone system tie into the existing phone network.” as a required device in the main car operating panel. Also Section C.1.39 describes additional features of the telephone device. How are the existing brown phones/communication devices in the elevator machine rooms, pit areas and car tops tied onto the existing equipment? Will this same system be retained or replaced, as the scope of work does not mention what is required?

Answer: All telephones are currently connected to the facility telephone system. There is not a separate system for the elevators. The new telephone devices are to be connect to the existing system.

Question 39. Are there any special wiring requirements, spare wires needed for these phones?

Answer: Communication from the cars is through the traveling cables. Spare requirements are in the section that describes the traveling cables.

Question 40: Can you tell me what if any are the liquidated damages on this project?

Answer: There are no liquidated damages specified on this project.
