DETERMINATION TO SOLICIT FROM A SINGLE SOURCE

Solicitation No.: R15PS00221 Project Name: IP PHONE SYSTEMS Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1), for purchases not exceeding the simplified acquisition threshold (SAT). Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

1. Agency and Contracting Activity.

2. Name and Address of Single Source.

This action is to solicit for a brand name sole source Cisco equipment for the Curecanti field office, power plants and warehouses to maintain interoperability and consolidation of services and resources with the SLC regional office main system. Various suppliers may compete for this award therefore no one single source name and address is available.

3. Description of Supplies/Services and Estimated Cost.

Install, configure and test 6 (six) additional Survivable Remote Site Telephony (SRST) locations to the current regional Cisco Unified Communications Manager (CUCM) and Unity Connection Systems (UCS). An integrated solution is desired, if possible, for each site (excluding the Montrose office) to provide a voice gateway router, integrated gigabit network switch and wireless access point. If integrated wireless and/or network switching are not possible for the location, wireless access points and switches will be needed. Gigabit connectivity is required for network switching and the Cisco 3602 Access Point solution is requested. The Bureau of Reclamation, Upper Colorado Region has a managed Cisco Wireless LAN Controller that manages all wireless access for the region. The integration of wireless is not a component of this project. Only compatible wireless hardware is requested.

The contractor will upgrade our current Call Manager system and migrate it to a virtual computing platform so the call manager can run on VMware. The contractor will replace/upgrade/configure routers for the other nine Bureau of Reclamation SRST sites and proceed to upgrade/virtualize the Cisco Unified Communications Manager (version 7.13a)/ Cisco Unity Connection (version 7.1.3)(CUCM/CUC) environments to the latest stable CUCM/CUC releases. Cisco UCS platform has already been acquired by Reclamation for this purpose. The vendor shall also implement active directly integration for user administrator and voice mail accounts.

Description of Circumstances, including why only one source is reasonably available.

The phone equipment and installation will be integrated with the UC Region Cisco Unified Communications Manager system. The phone system is going to be centrally serviced and standardized per regional design. The Bureau will solicit and accept quote from multiple vendors providing the Cisco equipment identified on the provided Statement of Work (SOW).

The Cisco equipment requested in this acquisition must be compatible with Bureau of Reclamation current equipment. Other brands would incur added expense in additional equipment which would include replacing the current system and ancillary equipment in the Salt Lake City regional office, Glen Canyon and Flaming Gorge sites. Similar equipment from other manufacturers would not be compatible with our existing system, forcing the Bureau to abandon the existing equipment. Currently there are nine sites that use Cisco equipment. Due to the large inventory of Cisco equipment presently in use throughout the Upper Colorado region, there is nothing Reclamation can do to remove barriers to brand name competition at this time. However, every time equipment is required, the customer will inventory the existing equipment by number and age of equipment. Then the customer will conduct research to determine if the market has significantly changed in the industry to warrant justifying departure from the present Cisco system and equipment. If a significant change has occurred, then the customer will solicit full and open competition.

4. Determination of Fair and Reasonable Cost.

As noted above, the brand name sole source products will be competed. Competition will determine a fair and reasonable price. Market research has determined adequate competition exists in the market.

5. Description of Market Research.

Market research was conducted by contracting ISCCorp, GTRI, NCSi and Digicomm to determine if other phone system brands would work with the existing system. According to the vendors that were contacted other brands would not be compatible due to the Cisco system telephone protocol that the Bureau is using throughout the entire Upper Colorado region the network, and the proprietary Cisco system that other area office phone systems are using. The IT department researched Cisco items on GSA Advantage and other internet sites such as ISCCorp, GTRI, NCSi and Digicomm to help determine if other systems would be compatible and to compare pricing between potential competing vendors. In conducting the searches it was determined that no other phone systems would be compatible with the current Cisco system in place.
