Scope of Work Bureau of Reclamation, Curecanti Sites
Internet Protocol (IP) Phone System
SUMMARY
Phase I Replace/upgrade/configure routers for the other Bureau of Reclamation SRST sites as listed below under “Current SRST Site Router Information” and proceed to upgrade/virtualize the Cisco Unified Communications Manager (version 7.13a)/ Cisco Unity Connection (version 7.1.3)(CUCM/CUC) environments to the latest stable CUCM/CUC releases. Cisco UCS platform has already been acquired by Reclamation for this purpose. The vendor shall also implement active directly integration for user administrator and voice mail accounts.
The normal business hours of the Bureau of Reclamation are Monday through Friday 7:00 a.m.
to 5:00 p.m.. All testing, troubleshooting and cutovers need to occur during non-business hours.
The contractor and contractor employees must be escorted by Bureau employees at all times throughout the term of the contract.
Phase II The Bureau of Reclamation, Curecanti Field Division is in need of new telephone system, equipment, and end user units for the Montrose, Colorado office and five field sites. The Bureau of Reclamation currently has a regional Cisco Unified Communications Manager (CUCM) and Unity Connection Systems (UCS) located in our Salt Lake City Office. This scope of work is to outline the requirements to install, configure and test 6 (six) additional Survivable Remote Site Telephony (SRST) in the following locations:

An integrated solution is desired, if possible, for each site (excluding the Montrose office) to provide a voice gateway router, integrated gigabit network switch and wireless access point. If integrated wireless and/or network switching is not possible for the location, wireless access points and managed switches shall be installed. Gigabit connectivity is required for network switching and the Cisco AIR-CAP 3602i-A-K9 Access Point solution is required. The Bureau of Reclamation, Upper Colorado Region has a managed Cisco Wireless LAN Controller that manages all wireless access for the region. The integration of wireless is not a component of this project, only wireless hardware is requested.
Site Visit A scheduled site visit will be held for the project on January 14-15, 2015. The site visit will take two days to provide sufficient time for the potential vendors to visit all remotes. Interested vendors are encouraged to attend both days in order to better understand the full scope of the project.
SITES
Below is a table for each location identifying the number of IP phones and analog extensions needed with associated estimated cabling length to each analog device. The Bureau of Reclamation will ensure all network cabling and transports are in place and operational prior to installation. All sites shall have a local analog POTS line for SRST, 911 services and 911 calls.
All other voice traffic shall route through a T1PRI at the Montrose, Colorado office.
The vendor shall supply a new telephone for each IP extension listed. Phone models shall meet the following criteria. Vendor shall also provide 3 sidecars for extensions as indicated in the tables below:
All IP phones shall be ENERGY STAR certified All IP phones with Voicemail (w/VM) as indicated in the tables below shall be color screen backlit phones with 5 lines of display and Sidecar capable All other IP phones shall have a minimum LCD 2-line display All phones shall be headset capable (answer via headset function button or via headset) Conference phones shall be IP conference stations with satellite microphones and daisy chain capable All phones shall be equipped with a speakerphone Vendor shall configure and assign voicemail for each extension as requiring voicemail

Vendor Deliverables for the Project The vendor shall:
Provide all necessary hardware/software/licenses to install phones, sidecars, voice gateways, SRST, and Cisco 3602 Wireless access points.
Configure, install and test all IP and analog extensions on existing phones Configure, install and test all voice gateway equipment Mount all equipment where applicable
Ensure all security configuration is applied – system and phone security (work with Reclamation IT staff)
Configure QoS Configure 911 services Configure PRIs (minimum 2) Test/Validate IP Routing Configure/Test SRST Configure intercom/paging (destinations to be determined before install) Configure dial plan for calls over WAPA phone system (PRI connection between systems) Configure 2 Meet-Me lines (DIDs to be determined before install) Set up line groups (exact extensions in group to be determined before install) shall be configured for each location (multiple extensions ring when one number is called) Pickup groups shall be configured for sites (pickup group defined before install) Provide end user training (suggested day would be during a Thursday Morning all employee safety meeting) and shall provide each employee a handout on the use and function of the new phone system before cut over of new phones for approximately 45 employees
Provide 90 day post-installation support for troubleshooting and solving any unforeseen issues that may arise. The support shall include onsite response by a Cisco Certified Voice Engineer within 1 business day.
Provide 1-year SmartNet maintenance for all hardware/software Provide a project manager to oversee and document the project Perform a knowledge transfer to Reclamation’s system administration staff on the work performed which includes :
Configuration for all phones, analog devices, voicemail accounts, gateways, and all other necessary components to function properly according to the host system design (All router configurations, all Call Manager configurations and all VG appliance configurations for each site. Cross training for any pertinent operations.)

Phone System Test Checklist:
This list needs to be tested at each facility and related device pool. One IP handset of each type per location is sufficient. All analog phones need to be tested to make/answer calls. Tests performed before cutover when possible and all remaining tests performed after cutover and before employees report for duty.

QUOTE REQUIREMENTS
All vendors submitting a quote for the phone systems shall provide the following with their quote. Vendors will be evaluated based on how well the information provided addresses the areas below and meets the requirements of this scope of work.
Past Performance
Submit three (3) references for phone installations completed in the last 5 years similar in type to the phone system proposed. Include the company name, a description of the project showing it is of the similar type and scope as this project, contact name, and phone number.
Technical Approach
Proposed project schedule (total time to complete proposed work to include timelines for each phase and each location)
Detailed design for the complete solution Implementation plan (installation strategy, order of implementation, testing strategy, etc..)
Vendor provided Statement of Work for all site installations (6 Montrose facilities and all affected sites for phase 1) to include line item description and pricing, design strategy for each site, project manager references and contact information and project plan in preferred vendor format.
Vendor Requirements for the Project
To be qualified to receive an award, vendors shall have the following qualifications and shall provide proof of them with their quote:
CCIE Voice certified design/installation engineers Vendor provided senior level Cisco CCIE-Voice certified engineers for design and onsite installation (Minimum or Equivalent: 5 full Call Manager system installations and minimum 3 years Cisco Voice experience at the CCIE level.)
Vendor shall be Master Certified in Cisco Unified Communications Minimum Cisco Gold Partner Vendor provided Cisco Certified Project Manager to direct the installation to meet the requirements outlined in the scope of work (project manager may be remote)
The following qualifications are not required; however, vendors who have these capabilities will receive a higher technical rating.
ISO 9000 Certification Certification as Cisco Powered Managed Services Partner for Unified Communications
Project Submittals and Meetings All submittals shall be provided to Reclamation within 30 days of project acceptance
Provide final installation documentation for all work that is performed Weekly status and coordination meetings from date of award through the completion of the project.
Final as-built documentation of implemented solution Vendor shall provide information regarding the verification tests run on the installed components that are a part of the project, and the results of those tests.
Vendor will provide detailed documentation of all configuration and procedures associated with the installation as outlined under Vendor Deliverables for the Project using system screenshots, device configurations and narratives where appropriate.
Government Provided Equipment/Information The government will provide the following to enable the installation and project to proceed:
All cabling and wiring for this project will be completed by Reclamation.
