R15PS00155, Wapatox Canal Improvement Project, Yakima Project, Washington – Amendment 2 – Questions and Answers.

Question 1: Given that the wire is deteriorating and the gabion walls are falling down will you make their repair part of the scope? Or are these considered incidental to the reshaping of the canal?

Answer 1: The gabions are no longer needed and will be covered with new material and rip rap. The only reason we are leaving them is so we do not further disturb the canal slope.

Question 2: Regarding sluicing of the caved out areas, what is the result desired? Please define.

Answer 2: The goal of the sluicing is to fill the voided areas within the existing gabions with material. We have used this method on other projects with good results.

Question 3: Plan sheet 33-100-6212 shows a rectangle with accompanying note “Construct new concrete pad (8)” but there are no details for the slab anywhere in the plans. This work is not listed under 01 11 00 “Components of the work.” Can this note be removed from the plans or details of the slab provided?

Answer 3: See the revised drawing attached in this amendment.

Question 4: There is a large section of gabion wall that is falling into the canal as shown in the below photo. Repair details shown on plan sheet 33-100-6214 are not sufficient to solve the problem and stabilize it. Will this be change order work once the extent of the problem is exposed during excavation work?

Answer 4: The gabions will remain as is and not require any repair. The material used to reshape the canal will be placed against the existing gabions.

Question 5: 31 03 10 “Diversion and Care of Stream” and 31 03 33 “Removal of Water From Excavation” address ponding and ground water. When and for how long will the Government shut off water flows through the canal for construction work?

Answer 5: See revised specification section 01 14 00, transmitted by this amendment.

Question 6: Please provide copies of permits the Government has obtained for this project, referenced in 01 57 30 – 1.06A, for contractor compliance review.

Answer 6: It is the responsibility of the contractor to determine what additional permits will be required to complete this work.

Question 7: 31 03 33 – 1.05A requires the Contractor to obtain Federal, State and local permits for water discharge and other activities associated with removal and control of water. Please tell us any required permits the Government has not obtained.

Answer 7: It is the responsibility of the contractor to determine what additional permits will be required to complete this work.

Question 8: It appears that the canal has been recently cleaned. Given that, is the condition of the bottom (top of canal floor) representative of what end result is desired after shoulders installed? Or to say another way, is the existing grade at approximately desired finish grade after improvements?

Answer 8: The existing grade is approximately the desired finished grade.

Question 9: As the excess material is to be exported, what is the yearly sediment in cubic yards cleaned from canal?

Answer 9: The work will be performed while the canal is out of service. No additional sediment will accumulate as a result of canal water flow during construction.

Question 10: Please confirm that the existing sediment stockpiles are to remain in place and not used for compacted fill or to be exported.

Answer 10: Existing stock pile removal and/or use is not part of this project.

Question 11: Also regarding the collapsing gabion walls- Are they to be straightened or can they be left in current position?

Answer 11: Existing gabions are to be left in current state.

Question 12: On page 33-100-6214 detail 2. This detail appears to be in conflict with the spec section 33-23-11-2 which says compacted fill is to be 3 in minus. Also it appears that spec 33-37-00- 3 defines the bedding and is in conflict with above note also. Which definition is desired?

Answer 12: Drawing 33-100-6214 detail two shows compacted backfill, bedding material, and rip rap. Material for compacted backfill is described in Section 31 23 11, 2.03, A. Bedding material is described in Section 31 37 00, 2.02. Bedding material is to be placed on top of compacted backfill prior to placement of riprap as shown on the drawings.

Question 13: The floor of canal is apparently wire baskets also and there is a good chance that the wire is gone by now. So what determines the new floor elevation or potential over excavation?

Answer 13: The existing grade is approximately the desired finished grade for the bottom of the canal.

b. Submit revised drawings of changes in use of Government land made during design and erection stages or after use of Government land is in operation.

1.04 PROJECT CONDITIONS

A. Government land as shown on drawings may be used for required construction facilities.

B. When private land is used for construction facilities, or other construction purposes, make necessary arrangements associated with use of private land.

C. Location, construction, operation, maintenance, and removal of construction facilities on Government land will be subject to approval of the COR.

D. Do not interfere with work of other contractors or the Government in vicinity, or with reservations made by the Government for use of such land.

E. Housing for construction personnel will not be permitted on Government land, except housing for guards or watchmen as may be approved by the COR.

1.05 CANAL OPERATIONS

A Work shall be performed while the canal water flow is shut down for planned operations and maintenance. The canal check structure sluice gates will be closed during the following dates:

1. November 2, 2015 to March 14, 2016.

B. Water removal required as a result of seepage and/or leakage into the canal shall be the responsibility of the contractor.

PART 3 EXECUTION

3.01 CLEANING

A. Construction equipment: Before bringing on site, clean construction equipment to remove dirt, vegetation, and other organic material to prevent introduction of noxious weeds, and invasive plant and animal species.

B. Contractor cleaning procedures shall result in equipment being cleaned as well or better than the procedures described in USBR Cleaning Manual.

C. The COR will inspect construction equipment following procedures described in USBR Cleaning Manual before allowing the equipment onsite.

3.02 RESTORATION

A. Restore temporary construction roads to original contours and make impassable to vehicular traffic when no longer required.

B. After completion of work, scarify and regrade Government land used for construction purposes and not required for completed installation so that surfaces blend with natural terrain and are in a condition that will provide proper drainage, and prevent erosion.

DRAWINGS

PART 1 GENERAL

1.01 DISCREPANCIES, ERRORS, OR OMISSIONS

A. Inform the CO of discrepancies discovered on drawings.

B. Statement of work takes precedence over drawings unless otherwise specified.

1.02 PROJECT CONDITIONS

A. Where there are minor differences as determined by the CO between details and dimensions shown on drawings and details and dimensions of existing features at jobsite, use details and dimensions of existing features at jobsite. Contractor is responsible for verifying site dimensions.

1.03 EXISTING INSTALLATION DRAWINGS (INFORMATIONAL DRAWINGS)

A. All drawings provided are for informational use only. Many drawings are outdated and require on-site investigations by the Contractor to determine current installation.

B. If there are differences as determined by the CO between details and dimensions shown on these drawings and those of existing features at jobsite, use details and dimensions of existing features at jobsite.

1.04 COPIES OF DRAWINGS

A. One set of listed drawings will be furnished to the Contractor for construction purposes.
