CLE ELUM RADIAL GATE MODIFICATION

YAKIMA PROJECT, WASHINGTON

FOREWORD

The work required for Cle Elum Radial Gate Modifications includes: Removal of corrosion prevention coating on portions of the radial gates, handling and disposing of the removed coating, removal of steel expanded metal and angle supports at top of radial gates 1 through 5, removal of the ports installed in radial gate 1, surface preparation of portions of the gates, prior to welding, furnishing and installing fabricated metal components on five radial gates, in order to increase the gate height as shown on the drawings, furnishing and installing fabricated metal components to fill temporary ports in radial gate 1, furnishing and installing aluminum skin plate on downstream side of five radial gates, replacing rubber side seals on five radial gates, replacing timber bottom seals on five radial gates, spot repair coatings on five radial gates, coating new metalwork on the radial gates, overcoating existing metal handrails and hoist mounts. Work is located at Cle Elum Dam, approximately 8 miles northwest of Cle Elum, Washington, in Kittitas County.

A pre-offer site visit will be conducted in accordance with the Clause in Section L entitled “Site Visit - Construction.” Offerors are strongly urged to participate in the site visit.

Failure by offerors to inspect the site will not relieve them of the responsibility of properly estimating the difficulty or cost of successfully performing the work in accordance with the specifications and within the allowed time. Attendees are to provide and wear safety boots, hard hats, and safety vests.

SUMMARY OF WORK

PART 1 GENERAL

1.01 LOCATION

A. Work is located at Cle Elum Dam, approximately 8 miles northwest of Cle Elum, Washington, in Kittitas County.

1.02 PRINCIPAL COMPONENTS OF WORK

A. The work required for Cle Elum Radial Gate Modifications includes:

1. Removal of corrosion prevention coating on portions of the radial gates

2. Handling and disposing of the removed coating

3. Removal of steel expanded metal and angle supports at top of radial gates 1 through 5

4. Removal of the ports installed in radial gate 1

5. Surface preparation of portions of the gates, prior to welding.

6. Furnishing and installing fabricated metal components on five radial gates, in order to increase the gate height as shown on the drawings

7. Furnishing and installing fabricated metal components to fill temporary ports in radial gate 1

8. Furnishing and installing aluminum skin plate on downstream side of five radial gates

9. Replacing rubber side seals on five radial gates

10. Replacing timber bottom seals on five radial gates

11. Spot repair coatings on five radial gates

12. Coating new metalwork on the radial gates

13. Overcoating existing metal handrails and hoist mounts.

Gates are numbered from left to right facing downstream. There are five radial gates total.

1.01 COST

1.03 SUBMITTALS

A. Submit the following in accordance with Section 01 33 00 - Submittals:

1. RSN 01 14 10-1, Land Use and Landscape Rehabilitation Plan:

a. For each Contractor use site on Government land.

1) Show use location and extent of impact. Uses include but are not limited to the following:

a) Buildings and service areas including offices, shops, warehouses, storage areas, fuel and oil storage areas, and fabrication yards.

b) Parking areas, temporary roads, and haul routes.

c) Utilities including air, power, and water lines; fire hydrants;

and compressor station.

d) First-aid and medical facilities.

e) Areas for processing, storing, and disposing of waste materials from construction operations.

f) Temporary fences.

4) Describe methods for removing temporary structures and facilities, cleanup, and rehabilitating site after completion of construction activities.

b. Submit revised drawings of changes in use of Government land made during design and erection stages or after use of Government land is in operation.

1.04 PROJECT CONDITIONS

A. Government land as shown on drawings may be used for required construction facilities.

1. Staging: Spillway apron, downstream spillway floor, and dam crest, as approved by COR.

B. When private land is used for construction facilities, or other construction purposes, make necessary arrangements associated with use of private land.

C. Location, construction, operation, maintenance, and removal of construction facilities on Government land will be subject to approval of the COR.

D. Do not interfere with work of other contractors or the Government in vicinity, or with reservations made by the Government for use of such land.

E. Housing for construction personnel will not be permitted on Government land, except housing for guards or watchmen as may be approved by the COR.

1.05 RESERVOIR WATER SURFACE ELEVATIONS

A. Prospective offerors and the Contractor are alerted and cautioned that construction of the required features may not interfere with the normal operations of Cle Elum Reservoir.

The reservoir serves primarily as storage for irrigation.

B. It is anticipated that the construction season coincides with the storage delivery season of the reservoir. Releases from Cle Elum Reservoir are directed by the Bureau of Reclamation and depend on downstream water demand.

C. Figure 1, located in Section 51 10 20- Historic Water Elevations, provides information on historic water surface elevations for Cle Elum Reservoir for the calendar years 1994 to 2014 and is included to illustrate the historic fluctuations of Cle Elum Reservoir. The Government assumes no responsibility for any deductions, conclusions, or interpretation that may be made from them.

1.06 FACILITIES OPERATION

A. Dam and Reservoir operation: The Government will operate Cle Elum Dam and Reservoir facilities during the construction period to comply with water rights and contract obligations to deliver stored water. Reservoir operations will not be materially altered to accommodate construction.

B. Large and maximum floods for this facility have large snowmelt components. In event of flooding, Reclamation would strive to notify the Contractor of the impending flood and expected operation as soon as possible.

C. Spillway: The spillway at Cle Elum Dam is 201-feet wide and is located at the right abutment adjacent to the outlet works. The spillway consist of a concrete-lined, open channel section controlled by five 37-foot by 17-foot tall radial gates. The spillway crest is at elevation 2223’. There is a 19-foot by 201-foot (5 span) combination bridge operating deck across the gate structure. Water released for irrigation and downstream flows is typically delivered via the outlet works and not through the spillway.

3.01 CLEANING

A. Construction equipment: Before bringing on site, clean construction equipment to remove dirt, vegetation, and other organic material to prevent introduction of noxious weeds, and invasive plant and animal species.

B. Contractor cleaning procedures shall result in equipment being cleaned as well or better than the procedures described in USBR Cleaning Manual.

C. The COR will inspect construction equipment following procedures described in USBR Cleaning Manual before allowing the equipment onsite.

3.02 RESTORATION

A. Restore temporary construction roads to original contours and make impassable to vehicular traffic when no longer required.

B. After completion of work, scarify and regrade Government land used for construction purposes and not required for completed installation so that surfaces blend with natural terrain and are in a condition that will facilitate natural revegetation, provide proper drainage, and prevent erosion.

1.04 LIMITATIONS ON CONTRACTOR’S OPERATIONS

A. Prospective offerors and the Contractor are alerted and cautioned that construction of the required features may not be performed when the reservoir elevation is above the spillway floor at elevation 2223’.

B. The typical construction period will be from August to April, as reservoir elevations and weather conditions allow.

C. The wet operational tests must be performed with the full reservoir elevation on the gates.

D. The wet operational tests may produce rapid changes in river elevation; therefore, testing shall be performed when it will have the least impact downstream. Contractor shall coordinate dates for the wet operational tests with the Contracting Officer.

1.05 FLOOD CONSIDERATIONS

A. Floods in the Cle Elum Reservoir drainage basin have large snowmelt components; and may occur with little warning time.

B. Given notice of an impending flood, the Contractor shall be responsible for protecting construction equipment and features under construction to the maximum reasonable level possible and will not be compensated for flood damages which could have reasonable been avoided.

A. No more than two radial gates shall be non-operational at any time.

1.02 SCHEDULE OF VALUES

A. Prepare a separate Schedule of Values for each schedule of the Work under the Contract.

B. Upon request of COR, provide documentation to support the accuracy of the Schedule of values.

C. Lump Sum Work:

1. Reflect specified allowances and alternates, as applicable.

2. List bonds and insurance premiums, mobilization, demobilization, preliminary and detailed progress schedule preparation, equipment testing, facility startup, and contract closeout separately.

D. An unbalanced or front-end loaded schedule will not be acceptable.

1.03 PAYMENT
