SECTION 35 22 21

RADIAL GATE STRUCTURAL MODIFICATIONS

PART 1 GENERAL

1.01 GENERAL

A. The concept for the structural modification is that the gates are presently working satisfactorily, and that the global geometry of the gates will be preserved during the modification.

B. The Contractor will design and install a temporary bracing system for each gate to preserve the global geometry during structural modifications.

1.02 PAYMENT

A. Radial Gate Structural Modifications:

1. Payment: Include in lump sum price offered in schedule A for Cle Elum Radial Gate Modification Project, Yakima Project, Washington; includes cost of furnishing materials and performing work required to structurally modify the gates as required by this section except include the costs of Vibratory Stress Relief in the lump sum bid item in schedule B for Vibratory Stress Relief.

3.10 POSTWELD VIBRATION STRESS RELIEF

A. At the completion of all welding and before machining any surfaces, the Contractor shall perform vibratory stress relief (VSR) of the highly welded areas of the new weldments.

3.11 CONTRACTOR FIELD QUALITY TESTING

A. Field welds:

1. Perform inspections and tests in presence of onsite government representative and in accordance with AWS D1.1.

2. All welds: Visually inspect entire length in accordance with AWS D1.1.

3. Fillet welds:

a. Test entire length of welds that fail visual inspection.

b. Magnetic particle or dye penetrant:

1) Magnetic particle testing technique and procedure: ASTM E709

2) Dye penetrant technique and procedure: ASTM E165

4. Ultrasonic testing (UT) shall be performed on 100% of complete joint penetration groove welds in materials 5/16 in. (8mm) thick or greater. Ultrasonic testing in materials less than 5/16 inch thick is not required. Weld discontinuities shall be accepted or rejected on the basis of criteria of AWS D1.1/D1.1M Table 6.2. AWS D1.8/D1.8M requires the complete removal of all weld tab material, leaving only base metal and weld metal at the edge of the joint. At the ends where the weld tabs have been removed, magnetic particle testing shall be performed on the same joints receiving UT.

5. Standards of acceptance: AWS D1.1

6. When welds are found to be defective, repair welds in accordance with AWS D1.1 and reexamine welds to ensure adequacy of repairs.

B. Use of temporary bracing system (TBS):

1. TBS shall be installed before hinge pins are removed.

2. Following structural modifications, and prior to boring new housing for trunnion bearings, release the bracing.

3. Use marked locations to measure deformation and twisting of the structure.

4. Following structural modifications, allowable deformations of the gate shall be the length of any individual bracing member of the TBS divided by 2000.

5. Following structural modifications, each existing hub is to remain parallel to the hinge pin anchor.

6. Following structural modifications, there shall be 1/8” (+/-1/16”) of clearance between the existing hub and the adjacent hinge pin anchor.

2. The precise, current, as-built radial gate and gate bay dimensions are unknown.

3. Before starting fabrication of new parts, the dimensions relevant to the work shall be measured by the Contractor to ensure new parts accurately fit their respective gates and to assess the potential impact on the Contract Specifications and Drawings.

a. Report to the COR, where-ever dimensions of existing gate either conflict or are not in conformance with gate dimensions shown on the drawings.

C. Gate Weight:

1. Existing gate including arms as shown on drawings 32-D-367 and 32-D-368 is approximately 38,000 pounds and does not include the weight of the expanded metal angles on top of the gates shown in photographs 3 and 4.

2. Extended gate including arms and aluminum is approximately 48, 200 pounds.

1.06 CONTRACTOR’S QUALITY PROCEDURES

A. Maintain permanent information records of component parts such as material specifications, mill test reports, welding procedures, welder’s, tacker’s, and inspector’ identification and qualifications, types of inspections, inspector’s test results and records of visual and non-destructive testing.

B. Inspect component parts and welds to determine conformance with drawings, procedures, overall workmanship, weld contour, weld size, and any other pertinent items.

1. Inspect component parts for dimensional compliance.

2. Match mark mating parts.

1.07 DELIVERY, STORAGE, AND HANDLING

A. Transport and handle in a manner that prevents bending or damage.

B. Place shop-fabricated items on timber blocking or in wooden boxes to prevent ground or surface water contact during storage.

PART 2 PRODUCTS

2.01 ROLLERS

A. Furnish and install the rollers using materials as specified on the drawings and below:

1. Roller bracket: ASTM A572, Grade 50

2. Bracket fasteners

a. All bracket fasteners shall be galvanized in accordance with ASTM A 153

b. Bolts: ASTM A 325

c. Washers: ASTM F436

3. Bracket shims: ASTM A 36

7. Bushing shall be made of Orkot TLM Marine, self-lubricating bearing material, as manufactured by Trelleborg Sealing Solutions, 901 Phoenix Lake Blvd., Streamwood, Illinois 60107, tel.: (630)289-1500, url.: Trelleborg.com, or equal, with the following salient characteristics:

a. Recommended by the manufacturer for dry and under water use as a journal bearing for the service loads and conditions shown on the drawings.

b. A non-asbestos composite material made of thermosetting resins and reinforcement fabrics incorporating solid lubricants, with excellent wear resistance and excellent dimensional stability in water.

c. Hardness: 90 Rockwell M

d. Compressive Strength (all direction): 13,000 psi min

e. Tensile strength: 8700 psi

f. Shear strength: 11,600 psi

g. Swell in water (increase in wall thickness after 1 year immersion): < 0.1%

h. Coefficient of friction, dry, at 2180 psi loading: 0.13 to 0.18

8. Roller Coating: 0.002-inch to 0.003-inch thick coating of Tech 23, as manufactured by Bodycote K-Tech Inc., 111-KTech Lane, Hot Springs, AR 71913, or equal, with the following salient characteristics:

a. Non-porous, corrosion resistant, ceramic coating

b. Bond strength to substrate greater than 10,000 psi

c. Hardness: 1000 to 1850 Vickers

d. Surface finish: as shown on the drawings.

e. No damage with greater than 560 hours in hot CaCl2

f. Processed to prevent alteration of the steel yield strength, hardness, or other properties.

PART 3 EXECUTION

3.01 JOBSITE SURVEY

A. Prior to removing rollers, gather sufficient information and measurements necessary to replace existing rollers with new rollers in kind.

B. Tag each location to make rollers individually distinguishable.

3.02 FABRICATION

A. Fabricate new rollers in accordance with the drawings

3.03 COATING

A. Prior to installation, coat the following components in accordance with Section 09 96 20

– Coatings:

1. Roller bracket

2. Bracket shims

B. Prior to installation, coat the following components with the Roller Coating, in accordance with this Section:

1. Roller wheel; except the inside dimension, which is contact the with bearing, PN91.

C. Do not coat the following:

1. Bracket fasteners

2. Roller pin

3. Cotter pin

4. Bushing

3.04 INSTALLATION

A. Dissemble roller assemblies and remove existing shims and mounting hardware.

B. Do not damage the existing gate coating.

C. Inspect areas around and exposed by disassembly of roller assemblies for corrosion and damage.

D. Repair or replace damaged steel surfaces around and exposed by disassembly of rollers.

E. Prior to installing rollers:

1. Perform structural steel modifications in accordance with Section 35 22 21.

2. Coat new portions of the gate and perform spot repair of coatings in accordance with Section 09 96 20.

F. Install rollers to match found clearances and alignments.

3.05 CONTRACTOR FIELD QUALITY TESTING

A. Perform testing in presence of COR. Notify COR at least 5 days in advance of when tests are to be performed.

B. With the gate in the closed position, measure clearances between each roller and side seal plate.

C. Adjust rollers as necessary until each roller matches found clearances and alignments.

D. Operate the gate through the range of travel and check for normal performance of the roller. Replace new rollers found to be defective.

3.06 ACCEPTANCE CRITERIA

A. With the gate in the closed position, each roller shall match the found clearance and alignment.

I-73 (revised) submitted as soon as possible after the contractor determines that an asbestos-free product is not available. Contracting Officer disapproval of a request for an exception shall be final and not subject to the Disputes clause of this contract.

I.58. WBR 1452.223-81 SAFETY AND HEALTH -- BUREAU OF RECLAMATION (JUNE

2015)

(a) The Contractor shall not require any person employed in the performance of this contract (including subcontracts) to work under conditions which are unsanitary, hazardous, or dangerous to the employee's health or safety.

(b) Contractor shall comply with the most current version of the Bureau of Reclamation Reclamation Safety and Health Standards (RSHS) and, if applicable, the requirements of the Accident Prevention Clause (FAR 52.236-13).

(1) The RSHS manual as referenced in subparagraph (b) above shall be obtained at http://www.usbr.gov/ssle/safety/RSHS/rshs.html

(c) Comply with the standards issued by the Secretary of Labor at 29 CFR Part 1926 and 29 CFR Part 1910 from the Occupational Safety and Health Administration, U.S. Department of Labor, www.osha.gov

(d) In the event there is a conflict between the requirements contained in paragraphs (b) and (c) referenced herein, the more stringent requirement shall prevail

(e) The Contractor shall submit a written proposed safety program as prescribed in the RSHS and the written specifications.

(f) The Contractor shall maintain an accurate record of, and shall report to the Contracting Officer (or authorized representative) in the manner prescribed by the Contracting Officer, all cases of death, occupational diseases, or traumatic injury to employees or the public involved, and property damage in accordance with the RSHS and OSHA guidelines.

(g) The rights and remedies of the Government provided in this clause are in addition to any other rights and remedies provided by law or under this contract.

(h) If the RSHS is updated or amended by Reclamation during the course of this contract, the contractor will be notified in writing. The contractor shall comply with the current RSHS immediately upon written notification. Should the contractor feel that the updated version of RSHS constitutes a substantive change to the contract, affecting price or time (or both), the contractor may request an equitable adjustment in the contract price.

Any such requests shall include a price proposal submitted in compliance with Contract Clause WBR 1452.243- 80, Modification Proposals - Bureau of Reclamation, and in sufficient detail to allow meaningful analysis of labor, equipment and material.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)

and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:

2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:

The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.

3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:
