PERFORMANCE WORK STATEMENT
TRINITY INTAKE ROV INSPECTION
July 2014
INTRODUCTION:
Bureau of Reclamation (Reclamation): Reclamation is a water management agency with 600 dams in the 17 western states. We are known best for construction of dams, power plants, and canals, including Hoover Dam on the Colorado River, Grand Coulee Dam on the Columbia River, and Folsom Dam on the American River. Reclamation is the largest wholesaler of water in the country and second largest producer of hydroelectric power in the western US. Reclamation is organized into five regions (Mid-Pacific [MP], Great Plains [GP], Lower Colorado [LC], Upper Colorado [UC], and Pacific Northwest [PN]) The Materials Engineering and Research Laboratory Group (MERL) are experts in the various materials Reclamation uses to build and maintain its structures. MERL is divided into six disciplines: Concrete, Concrete Repair, Structural Testing, Paint and Protective Coatings, Corrosion, and Geosynthetics.
The Bureau of Reclamation is interested in performing underwater inspections of some of its underwater structures as an alternative to dewatered inspections. A pilot study is to be performed at a concrete intake structure for a hydropower facility. The structural components include a vertical section of the intake and a horizontal section of the intake totaling almost 2,000 linear feet at depths between 0 and about 300 feet.
This project is located at Trinity Dam near Lewiston, CA.
SCOPE:
Perform underwater inspection of the interior of the intake structure from the top of the intake structure to the fixed wheel gate (FWG) utilizing a Remote Operated Vehicle (ROV) in accordance with this Performance Work Statement and the attached specifications and drawings. Inspection will include high definition video (1080p) of the entire interior of the intake structure and sonar imaging capabilities to capture dimensions of critical areas of the intake structure. The objective of this work is to completely and thoroughly document the condition of the trash rack structure, the face of hemispherical intake bulkhead, the condition of the interior concrete in the conduit and areas of any damage, the condition and dimensions of the hemispherical bulkhead seat surface, and the condition of the upstream face of the FWG. The inspection will include detailed documentation of any observed damage or other abnormalities detected during the inspection. Footage from the video inspection will be used by Reclamation to generate a photogrammetric 3D model of the tunnel interior.
The tasks associated with this PWS will require the Contractor to perform a comprehensive inspection of the exterior and interior of the intake structure from the top of the intake cover to the elbow (vertical) and from the elbow to the fixed wheel gate. The inspection will also include sonar or laser 3D imaging to capture dimensions of critical areas of the intake structure. The Contractor will also be required to provide access to the interior of the structure by jacking the trash racks sufficiently to create access.
Task 1- Inspection Plan:
Prepare exterior vertical, interior vertical and interior horizontal ROV inspection plan including how trash rack will be raised to create ROV access into the conduit. Plan to include trash rack coating repair material for approval. Plan to include schedule for all work, plan to install trash rack access gate, methods to deploy equipment and type of equipment, video recording devices, and sonar capabilities with examples of recent work. Submit plans for approval. Inspections cannot proceed until plans and schedules are approved by Reclamation.
The trash rack access plan must include at a minimum:
1. Drawings showing any needed additional stiffeners, size and locations of stiffeners, method of attachment and size and location of jacks.
2. All engineering calculations used to size and locate stiffeners.
3. Jacking plan.
4. Temporary support plans while inspection is occurring.
5. Plan to remove temporary supports and lower trash rakes back to original location, including restoring the trash racks to the original condition.
6. Drawings will be stamped by a licensed professional engineer.
ROV inspection schedule must include plans for notification of the Trinity Power Plant 10 days prior to inspection to arrange a shutdown of the facilities. The shutdown request must include the length of time required for shutdown to complete the inspection.
Task 2 – Mobilization and Demobilization:
Mobilize equipment and personnel on site. Ensure that the lake level allows for sufficient access on the intake structure. The ROV will need to be inserted below the stored hemispherical bulkhead but above the water from the boat deck. Coordinate with Reclamation to gain access to the intake structure at a time when the lake levels are optimal and the power plant can be taken offline. The ROV will be deployed through the opening either between the second and third trash racks or the third and fourth trash racks. Refer to Drawings 416-D-349, 416-D-230, and 416-D-4013 for intake structure details. Trash rack details are shown on Drawing 416-D-357.
Visibility in the water is typically favorable for underwater photography and videography. Normal turbidity levels rarely exceed 1.0 NTU. Maximum recorded turbidity levels have not exceeded 6.0 NTU. Historic turbidity data near the structure indicates that high winds or heavy runoff due to rain may affect the turbidity at or near the water surface or outside the intake structure but are not expected to affect the interior conditions of the tunnel structure. However, in the event that the turbidity inside the intake structure reduces visibility to less than 20 feet, ROV inspection may not occur.
The water levels are anticipated to drop or rise between 9 inches per day during the inspection period. Perform inspection procedures in a timely manner to ensure retrieval of the ROV upon completion of work. ROV inspections may not occur while the power plant is operational. The Bureau of Reclamation requires a 10-day notice to discontinue power plant operations. The notice must also include the length of time needed to complete the inspection.
There is no lake access from the dam facility. Equipment storage will be available at the facility on the dam crest road. The facility is equipped with a locked gate and security cameras.
Contractor is responsible for all lake access fees and costs Task 3 – Calibrate Camera for Photogrammetry:
The ROV video camera is to be calibrated for government photogrammetry of the intake tunnel prior to each video inspection. Government will provide a calibration panel as Government Furnished Equipment (GFE) for calibrating the video camera. The contractor will perform the camera calibration at two depths to determine temperature effects, if any: one at a depth between 10 and 20 feet of the surface, and the other at a depth between 10 to 20 feet of either the bottom or deepest part of each dive. Record the temperature at each depth.
At each depth, record a total of 12 videos of the calibration panel, completely filling the video frame of the HD video inspection camera with the width and depth of the calibration panel. With the camera oriented approximately 45 degrees from the plane of the calibration panel, record three videos per each of the four sides of the calibration panel: one video with the camera in landscape orientation, one with the camera in portrait orientation, and one with the camera in inverted portrait orientation.
The minimum length of each video is to be 5 seconds. The video resolution shall be the same as the video inspections. Secure the calibration panel sufficiently stable to allow for proper calibration. This may require constructing a fixture to hold the panel. Verify the camera is in focus and that each video is sharp and free from motion blur.
Task 4 – Lift Trash Racks for Access:
Jack between trashracks and shoring to lift the trashracks the required height for ROV access to the intake structure through the gap between the trashracks. The trash rack is anticipated to be exposed during the low water level of the lake. The top of the intake structure is shown on Drawing 416-D-4013. The height of the trash racks is shown on Drawing 416-D-357. Dimensions and weights of the trash racks are shown on Drawing 416-D-357. The elevation of the intake structure is shown on Drawings 416-D-230 and 416-D-4013. Current Bureau of Reclamation lake projections indicate that the lake level will drop to approximately 2200 feet by October 31, 2014. The low level is expected to be reached by January 31, 2015 at approximately 2190 feet and rise back up to approximately 2207 feet by February 28, 2015.
ROV inspection must begin immediately after jacking the trash racks. Trash racks cannot be opened greater than 4 feet. The opening must be secured against unauthorized entry when the opening is not being accessed. When the inspection is completed, remove the ROV and reset the trash racks in their original configuration. Patch any damaged coatings with approved repair material.Task 5 – Vertical Video Inspection:
Perform HD video inspection of the exterior and interior of the intake structure. Access the intake structure through the gap between the trash racks and perform HD video inspection of the interior of the vertical conduit (El. 2210.0, just under the hemispherical intake bulkhead to El. 1982.0, Station 14+40, which is the downstream end of the conduit elbow), including examination of the trash rack structure, bottom of hemispherical intake bulkhead, and hemispherical bulkhead seat. Perform other close-up HD video inspection as directed by the government representative.
Perform the HD video interior inspection using photogrammetric techniques. Record video in straight runs with each run overlapping the last by between 40 and 60%. The vertical section will require vertical runs. The ROV/camera distance from the wall will depend on the lighting. Onboard lighting should be adequate enough to completely illuminate the boundaries of the video frame without shadows during the photogrammetric inspection.
Task 6 – Horizontal Video Inspection:
Perform HD video inspection of horizontal conduit from Station 14+40 to the fixed wheel gate (FWG) at about Station 29+13. This inspection includes the transition to the steel lined penstock from the 28 ft.-diameter conduit at Station 28+79 to the FWG gate (20 ft.-diameter). Perform HD video inspection of the upstream face of the fixed wheel gate and seals. Perform other close-up HD video inspection as directed by government representative.
