Questions and Answers: Replace Water Storage Tanks for Fire suppression System 28 JUNE
1. Are the existing tanks required to remain in service until the new tank is installed?
Answer: Yes. The contractor shall refer to SOO 4.03 and SOO 6.01.
2. Is the concrete pad to be removed along with the tanks?
Answer: No. The contractor shall refer to SOO 4.05.
The concrete pad is not listed to be removed in SOO 4.05.
3. Are there any control devices, floats, or gauges that will be required on the new tank?
Answer: Yes. The contractor shall refer to SOO 2.01 which describes to the designer of record to follow Unified Facility Criteria: UFC (3-600-01; 08AUG2016) for Fire Protection and UFC (3-230-01; 01SEP2018) for Water Storage and Distribution.
4. Section 5.01 of the Statement of Objectives states 60 working days as the period of performance. Is this referring to 60 working days of ground disturbance after the design is approved?
Answer: The period of performance is changed to 180 working days. The contractor shall refer to SOO 5.01.
5. This project is expected to take a minimum of 6 months to complete with design, shop fabrication, and construction. Will the government include FAR Clause 52.216-4 with this project?
Answer: No.
6. The solicitation states that this is a design/build project. Does the government want a complete design with the new tank, site plan, grading & drainage plans, demolition plans, piping and valves or is it just the design for the new tank?
Answer: Yes. The contractor shall refer to SOO 2.01 and 4.03.
The contractor shall provide a new fire water storage tank, with a site plan, grading, drainage, hydraulic and demolition plans along with the piping and valving to replace the present fire water storage tank system.
7. Are there any diameter restrictions on the new tank?
Answer: No. The contractor shall refer to SOO 4.04.02 which references the height restriction due to the unit operation (the unit operates unmanned aerial vehicles).
8. Will the government require any new valves between the new tank and the existing pipe network?
Answer: Yes. The contractor shall refer to SOO revised 4.03.
9. Does the government want a potable or non-potable liner inside the tank?
Answer: Potable liner inside tank. The contractor shall refer to SOO revised 4.04.
10. Does the government want the exterior of the tank painted?
Answer: Yes. The contractor shall refer to SOO revised 4.04.02.02.
11. Does the worksite need to be fenced off from the surrounding area? If so, is snow fence acceptable?
Answer: Yes. A fence is required. The contractor shall refer to SOO 16.01.
12. This project will likely disturb less than 1 acre and will not require a NOI to be filed with
ADEQ for coverage under the AZPDES. Will the government require an environmental protection and erosion control plan?
Answer: The contractor shall provide an erosion control plan as part of the new tank installation. The contractor shall refer to SOO 4.03.
13. Will the government require a specifications package?
Answer: Yes. The contractor shall refer to SOO 19.01, 19.02.
14. Are there any special warranty requests with this project?
Answer: Yes. The contractor shall refer to SOO 18.0 which specifies the contractor shall obtain any available extended warrantees on individual items.
15. There are no Liquidated Damages referenced in the solicitation; are there any LDs associated with this project? And if so, in what amount?
16. SOO para. 4.01 states: “The following list is not detailed in scope; the contractor shall provide a more specific scope of work, contractor shall use DoD 4525.6M”. DoD
4525.6-M appears to refer to Department of Defense Postal Manual. Is this a typographical error?
Answer: Yes. The reference has been removed from the SOO. A new SOO is provided.
17. SOO 5.01 states: “The project shall be 100% complete and ready for final inspection no later than 60 working days after the NTP.” 60 working days may not be sufficient time to accomplish design and build of this project. Will the Government accept a realistic proposal that exceeds 60 working days?
Answer: Yes. The 60 working days has been changed to 180 working days.
18. SOO 4.02 states: “All work and materials will be based on NFPA 22 Standard requirement for the design, construction, installation, and maintenance of tanks and accessory equipment that supply water for fire protection.” NFPA 22 does not appear to require a water level indicator. A water level indicator was discussed at the field site visit as the user’s preference. Is a water level indicator required on the new storage tank?
Answer: Yes. The contractor shall refer to SOO 4.02 which added the Unified Facility Criteria (UFC) which includes additional requirements not listed in NFPA 22. The contractor will refer to SOO 4.04.03.
19. SOO 4.02 states: “All work and materials will be based on NFPA 22 Standard requirement for the design, construction, installation, and maintenance of tanks and accessory equipment that supply water for fire protection.” NFPA 22 appears to relate directly to the tank construction, installation, and maintenance and not the fill piping.
Will Plumbing code be required to be adhered to for the fill piping, and is a backflow preventer required on the new fill piping?
Answer: The contractor shall refer to SOO 4.02 which adds the UFC requirements. The designer of record shall ensure that all codes and standards are followed.
20. SOO 2.01 states: “This is a design/build contract.” DPW stated at the site visit that the contractor may extend the existing 2” fill piping beyond the existing 2” valve to the new tank location and install a new, independent valve for the new tank fill pipe. Will this be allowable in the new design of tank and fill piping? If so, will the new and existing water line be required to be insulated and jacketed above ground?
Answer: The existing tanks will remain in service until the new system is operational, so new piping and valve shall be installed. The contractor shall refer to SOO 4.03 and 4.04.03
21. SOO 4.04.02 states: “Contractor shall install one (1), new 40,000 gallon (minimum) steel water storage tank…”. Is this specification intended to mean 40,000 gallons of usable water?
Answer: Yes. The contractor shall refer to SOO 4.04.02.
22. SOO 4.04.02.01 states: “Tank will include fire hose connection per NFPA 22 standards.”
Please provide a specification for the appropriate fire hose connection in accordance with the Authority of Jurisdiction requirement.
Answer: The new tank shall include these connections (with appropriate valving):
2- 2-1/2” NH- (national standard thread) for pumpers. 1-4” Stortz connection.
The contractor shall refer to SOO 4.04.02.01.
23. SOO Section 4.05.02: Can we pump the water that is in the existing tanks into the new tank when complete?
Answer: Yes, provided the existing water is tested and is potable.
24. SOO Section 4.04.01: Does the government have a geo-technical report on the native soil where the new tank location is?
25. Should the determination of responsibility be included in the technical proposal (counting against the 15 page maximum), or in the cost proposal?
Answer: Yes. The contractor shall provide their determination of responsibility in their technical proposal.
Where is requirement for this item located?
Answer: The contractor shall refer to SOO 4.02.
26. Will there be safeguards built into the contract for the current market volatility in labor and materials costs? If so, how will that look?
