Responses to RFIs Received for Request for SF330s

(Qualifications)

VA Office of Construction and Facilities Management (CFM) ‐ Central Region is issuing this public announcement for Request for SF330s (RFI: CFM‐24‐000010). This is not a request for a fee proposal.

The request is for Architect/Engineer (A/E) services for a Facility Condition Assessment (FCA) for VISN 5.

A Facility Condition Assessment (FCA) is a tool used to obtain essential data. An FCA is a visual inspection of the technical and physical conditions of a VA Medical Center facility. The firm submits a report detailing identified corrective actions. FCAs are in place for all VAMCs locations and updated every three years.

Question One:

Reference Evaluation Factor 3 – Schedule and Capacity, paragraph c, “details of current work

(public/private)”: (1) is c details on the current projects in the firm’s office bidding this work?

(2) If an offeror is a SB mentor‐protégé joint venture, the mentor firm is typically a large global business with a diverse portfolio of projects covering the NAICS Code 541330 from FCAs

(relevant scope) to large design and construction management projects and could have as many as 10,000 current projects globally. Please clarify that the list of current projects is limited to directly relevant scope, i.e., facility condition assessments being completed by the JV partners’ offices bidding the work.

Answer: the offerors can describe/list their current FCA or similar work of the JV partner offices. If more conducive, the offeror can group their projects into broad categories.

The main intent of this evaluation factor is for the offeror to describe it’s ability to accomplish the work on schedule given its other workload commitments.

Question Two: Reference Evaluation Factor 3 – Schedule and Capacity, paragraph b, “providing timely construction support, if applicable”: Please clarify if this is applicable to this program.

Answer: Timely construction support would not be applicable for this FCA requirement.

Question Three: Reference: Submission Requirements: Please consider giving a two‐week extension (December 15, 2023) to the due date to enable offerors time to develop all the required data that must be presented in the 35‐page limit.

Answer: the due date is being extended to December 8, 2023 at 3:00 PM Local Time

(CST). Please note that the 35‐page limitation does not include a cover page, any past performance supporting documentation such as CPARS or an organizational chart.
