About this file
This statement of work outlines replacement parts required for thermal analysis equipment. The Naval Surface Warfare Center Indian Head Division seeks multiple replacement parts for differential scanning calorimeters, thermomechanical analyzers, and simultaneous differential scanning calorimetry/thermogravimetric analyzers from TA Instruments. The parts include replacement cells, power control units, gas delivery modules, dual beam thermocouple kits, and meter movement components. Acceptance testing will be conducted by the contractor prior to delivery within three months of contract acceptance. Documentation including certificates of inspection and calibration must be provided with deliverables to the specified address.
The related federal contract opportunity is a solicitation from the Department of the Navy Naval Sea Systems Command seeking the thermal analysis major parts identified in the statement of work.

THERMAL ANALYSIS REPAIR PARTS STATEMENT OF WORK
1.0 General
1.1 Introduction
The Naval Surface Warfare Center, Indian Head Division (NSWC IHD) is the Department of Defense (DoD) Energetics Center and serves as the DoD Explosive Ordnance Disposal Technology Program lead.
NSWC IHD provides research, development, engineering, manufacturing, test, evaluation and in-service support of energetics and energetic materials (chemicals, propellants and explosives) for ordnance, warheads, propulsion systems, pyrotechnic devices, Cartridge Actuated Devices and Propellant Actuated Devices (CAD/PADs), gun systems and special weapons for Navy, Joint Forces, and the Nation.
The NSWC IHD Applied Analytical Laboratory provides evaluates critical safety data via thermal analytical instrumentation for these energetics programs. In 2022, TA Instruments, Inc., the largest supplier of thermal analytical instrumentation in the United Sates, notified its customers that existing product lines of instrumentation will no longer have guaranteed support after December 2023. While new instrument procurement is sought, the Applied Analytical lab requested and received funding to purchase replacement parts to assure continuity of being able to fully support Navy mission.
1.2 Scope of Work: General Specifications
NSWC IHD has need for multiple replacement parts for Differential Scanning Calorimeters (DSC), Thermomechanical Analyzers (TMA) and Simultaneous Differential Scanning Calorimetry/Thermogravimetric Analyzers (SDT). The contractor shall be responsible for the design, fabrication, and shipment of installation of these parts.
The following parts listed are required. These parts are either pats which have required replacement to operate existing Applied Analytical Lab thermal analysis equipment or are known by the contractor as repair parts frequently requested by end users.
1.2.1 Part #: Q2000 / Q1000 Tzero® Replacement Cell
An advanced research grade DSC cell with patented Tzero® design for high quality performance in heating and cooling experiments. Routine decomposition testing damages the cell over time and the unit has required replacement 3-4 times over the instruments lifetime.
1.2.2 Part #: Q200 / Q20 / Auto Q20 / Q100 / Q10 Replacement Cell This cell also has the patented Tzero® design but without the patented Modulated DSC capability of the Q1000 cell. Currently in need of replacement to get this Q200 operational.
1.2.3 Part #: Power Ctrl Unit LNF (SERV REPLCMNT)
This power control unit is applicable to all Q-series instrumentation. Currently in need of replacement to get a SDT operational.
1.2.4 Part #: Gas Delivery Module ISOL USB
TA Instruments holds patents on their digital mass flow controllers. This one is needed to get a DSC operational.
1.2.5 Part #: Dual Beam Thermocouple Kit for SDT Q600 / 2960
Since the Dual Beam Thermocouples directly hold the energetics being tested, over time they incur damage / require replacement every few years. These parts are redesigned in TA Instruments latest SDT so the ones for the model Q600 are being discontinued. The Applied Analytical Lab has two such instruments.
1.2.6 Part #: Meter Movement REF Side w/out T/C
The meter movement parts for the SDT occasionally are damaged when trying to replace thermocouple assemblies. The Applied analytical lab has lost one in the past.
1.2.7 Part #: Meter Movement Sample Side w/out T/C
The meter movement parts for the SDT occasionally are damaged when trying to replace thermocouple assemblies. The Applied analytical lab has lost one in the past.
1.2.8 Part #: Mass Flow Control Q DSC SWITCHING
TA Instruments holds patents on their digital mass flow controllers. This backup unit one is requested to maintain the critical DSC measuring capability. DSC tests are so frequently requested that the Applied Analytical lab requires multiple DSC instruments.
1.2.9 Part #: Furnace for TMA Q400
At present the Applied Analytical Lab has one model TMA Q400EM. While not has heavily used as the DSC or SDT, the measure of the thermal expansion coefficient is necessary to many propellant applications. Loss of a furnace means loss of the lab being able to provide this measurement.
1.3 Acceptance Testing
The Contractor shall conduct performance tests in accordance with company and industry standards, at their site prior to delivery to the Government.
1.4 Calibration
Where such data exists, the contractor shall provide an Inspection / calibration certificate for each item.
1.5 Shipping
The vendor shall be responsible for shipping container design, and purchase of all packing and packaging materials. The packing shall prevent any damage which may occur during transit. All pieces are to be delivered within 3 months of contract acceptance.
2.0 Deliverable
The Technical Point of Contact and Contracting Officer (KO) for this contract will approve all deliverables as specified herein.
2.1 Documentation
All certificates shall include the signature of the Contractor’s representative authorized to make such certification. The Government reserves the right to reject defective hardware submitted if the hardware or documentation does not successfully pass Government inspection or testing. The Contractor shall in such event promptly replace, correct, or repair the rejected hardware at the Contractor’s expense.
