About this file
This is a Question and Answer document for Request for Proposals SRC0000033467 issued by the Alabama State Military Department seeking state-licensed armed security guard services for Installation Entry Control, Visitor Control Center, and Commercial Vehicle Inspection operations at National Guard facilities throughout Alabama. The procurement encompasses nine primary posting locations with potential for up to six additional alternate locations, requiring fully trained, Alabama-licensed, and certified armed security personnel equipped with state concealed weapons permits. The RFP includes mandatory staffing requirements for a Senior Security Guard Manager at GS-11 Step 3 with a $10,000 annual travel allowance and an Anti-Terrorism Program Coordinator at GS-11 Step 5 with a $5,000 annual travel allowance. The mandatory pre-bid conference and site visit was scheduled for April 24, 2026, at 10:00 a.m. at the State Military Department in Montgomery, Alabama, with questions due by April 28, 2026, at 5:00 p.m. CST and sealed proposals due May 8, 2026, at 4:30 p.m. CST. The initial contract term is one year with four optional one-year renewals for a maximum five-year period, contingent upon performance evaluation, fund availability, and mutual written agreement.
The document clarifies that no subcontracting is allowed for armed security services, meaning the prime contractor must directly perform all armed security work with properly licensed Alabama personnel. The current incumbent was awarded the contract on February 1, 2021, and has been performing services since April 1, 2006, without any subcontractors or significant modifications from the previous contract. The estimated annual hours and additional wage requirements, including prevailing wage and living wage ordinances, are detailed in the RFP at specified pages and annexes. Proposal submission requires only one electronic copy on a USB drive with no printed hardcopy binders. The evaluation criteria weight experience and performance at DoD/Military/National Guard installations at 55 percent, resources and capability at 20 percent, budgetary information at 20 percent, and references at 5 percent. Specific historical spending amounts, current bill rates by position, and contract values are not disclosed in the Q&A document and must be obtained through open records requests.
