Questions and Answers from the Pre Solicitation Conference from the TF33 3rd and 4th Stage Turbine Blade Set.
1. Question: In what cases would you use Alternative 1?
Answer: 1. If all bids received are from unproven sources, 2. If a proven source is the lowest offeror.
2 Question: Is this requirement for turbine blades or compressor? (Referencing CLIN structure wording)
Answer: The requirement is for Turbine Blades. The wording in the CLIN has been corrected.
3. Question: Is the requirement for matched sets or individual blades?
Answer: The requirement is for sets.
4. Question: Can the Pre-Award Conference slides be shared?
Answer: Yes, the document has posted the document with the RFP on SAM.gov.
5. Question: When can we expect the solicitation to be issued?
Answer: Within the next couple of weeks. The solicitation will have a due date of 30 days from date of issuance. An email will be sent to all offerors confirming the solicitation has been posted and a link to the posting will be provided.
6. Question: Regarding repair procedures for the #3 turbine blades:
a. The solicitation is for NSN 2840010991805, which is a set that consists of 2 ea. blades with PN 781103.
b. The repair procedures for the 3rd stage turbine blade refer only to PN 395203. This includes special tooling, materials, and measurements.
c. Do the repair procedures that only list PN 395203 also apply to PN 781103?
Answer: The following applies for 3rd stage turbine blades: PN 781103 blades are to be repaired in the same manner as PN 395203 blades to include dimensional requirements and weld filler materials.
Specific information concerning PN 781103 Nickel alloy blades and weld filler materials:
- Use Haynes 188 (Cobalt-Nickel-Chromium-Tungsten alloy) as the filler material for the knife edge seals weld build up repair.
- Use AMS 5789 (Stellite 31 Cobalt alloy) as the filler material for the Z-notch weld repair.
General information:
o PN 781103 (PWA 655 INCONEL 713C Nickel alloy) introduced into TO 2J-TF33-53-7 repairs during 1980s.
o AMS 5789 (Stellite 31 Cobalt alloy) chosen during that repair development time as z-notch hard facing material and is appropriate for use on PN 781103 (PWA 655 INCONEL 713C Nickel alloy).
o AMS 5789 (Stellite 31 Cobalt alloy) has performed adequately since 1980s.
o PWA 694 (Coast Metal 64 Cobalt-Chromium-Tungsten alloy) was introduced into the repair on other stages of nickel blades as hard facing z-notch weld filler wire.
o Stellite 31 and PWA 694 have both been used as hard facing material on z-notch blades.
o PWA 694 has superior wear resistance to Stellite 31.
o Both hard facing materials have performed adequately during normal engine operation on both cobalt and nickel blades.
- Please note that AMS 5382 weld filler material called out in T.O. 2J-TF33-53-7 WP 065 00 Paragraph 17 Table 8 for repair of PN 395203 cobalt alloy blades is not actually weld filler material but the base alloy of the turbine blade itself which is a cobalt alloy (Stellite 31) in the form of investment castings. It is not realistic to have referenced AMS 5382 as the filler material because this material would be in the form of investment castings or technically the actual vanes themselves. The more accurate weld filler material reference is AMS 5789 which pertains to the cobalt alloy (Stellite 31) in the form of welding wire. Use AMS 5789 (Stellite 31) weld wire for repair of PN 395203 blades.
TF33 engineering recommends NOT altering the existing repair technical order information with respect to selection of filler metals for the z-notch hard-facing or knife edge seal build up.
7. Question: The PWS seems to have added a 3rd stage turbine blade NSN, which is not listed in the RFP(PN: 395203 two each make up one set of PN: 410036, NSN: 2840-00-439-9249RV).
Can you tell me if PN: 410036, NSN: 2840-00-439-9249RV will indeed be part of the proposal or just P/N 781777?
Answer: Please reference the Input/Output information on each CLIN, this information was added as an update to the original Draft RFP in response to the above question.
