3.0 Scope of Services:

The Contractor shall provide all professional services necessary for the accomplishment of each project and such required services shall be in accordance with requirements as described herein.

A. The Contractor shall provide services for the following tasks marked “X”:

[X] Provide a cost proposal and a technical proposal to complete the project as per project requirements.

[X] The contractor shall furnish all the skilled labor, materials, equipment, tools, transportation, and supervision necessary to remove the group of trees specified in images. There are sprinklers in the ground around the trees and if they get damaged the contractor will repair them.

[X] There are 5 different sites in total and each of them will require separate bids for each group with the first site (#1) being the main bid and the rest will be separate. It is suggested that a site visit is recommended.

4.0 Technical Project Requirements:

The Contractor will work with site personnel to ensure that each task is accomplished in a timely manner within 15 working days from the start date of the project.

A. The Contractor’s work shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with applicable federal, state, and local code requirements as well as current industry standards (i.e.: EPA, ASTM, GSA, AASHTO, etc.). All construction shall comply with health and safety codes in effect at the time of contract award.

B. All work shall meet all pertinent Unified Facilities Guide Specifications (UFGS) and ARS 242.1M standards. UFGS available at http://www.wbdg.org/ffc/dod/unified-facilities-guide-specifications-ufgs.

5.0 Background & Site Description:

A. Existing trees must be cut down without harming any of the surrounding structures and any grounds and sprinklers that are damaged must be repaired by the contractor. There is a parking lot and driveway around the trees that needs to be protected against damage and if damaged it will be the responsibility of the contractor to repair. The tree in Group One is located in between two buildings so extreme caution must be used so as not to damage the buildings.

B. All trees and debris must be hulled off the grounds for disposal.

C. The tree stumps must be ground down to underground level and then filled in so that something else may be planted in those spots.

D. They are close to buildings so a site visit is recommended.

E. There will be 5 different sites for tree and stump removal with each of them requiring a different bid for each alternate.

F. Each tree that is to be removed is associated with a blue star.

G. The main trees that need to be removed are located south of Building 1 and north of Building 4. The four trees that need to be removed from there are old poplar trees.

H. The Alternate 2 is located to the east of Building 1 and north of Building 1a there are 3 trees located in this grouping. They are also old poplar trees.

I. The Alternate 3 is located south of Building 3 and is very close to the buildings. There are two trees in total in this area.

J. The Alternate 4 is located to the south of Building 15. There is 5 total trees in this location they are old spruce trees.

K. The Alternate 5 is located north of Building 15 and south of Building 13 There are three trees in total here one is a spruce, one is a maple , the other one is a ash tree.

6.0 Technical Cost Proposal: The contractor shall provide a Cost for the removal of the trees and grinding the stumps and filling of the holes from the grinding and hulling of the trees.

7.0 Each of the Alternate will need a separate bid.

8.0 Specific Requirements

1. The contractor shall remove and dispose of all the trees safely and with no damage to surrounding structures.

2. The contractor will make sure that all electrical overhead or buried is not damaged in the removal of the tree. Also, responsible for doing a locate for under ground utilities.

3. The contractor will make sure that the stumps are ground down to under the ground level and fill the stump hole with material so that we may use it for grass or planting another tree.

4. The contractor is responsible for protecting the parking lots and driveway against damage if they are damaged the contractor is responsible for the repairs.

5. The contractor will be responsible for making sure that the sprinkler system is protected, if it is damaged the contractor will be responsible for the repairs.

6. The contractor shall clean-up site from all materials and debris and dispose of off-site to the satisfaction of the Location.

9.0 Performance Schedules:

A. Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Design Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of construction permits, licenses, inspections, etc., are the obligation of the future Construction Contractor.

B. Schedules shall be updated and furnished with each submittal.

C. Submittals shall be made as scheduled in the Special Requirements section. Each submittal shall be distributed electronically in Adobe for review, to the Location Monitor at the facility, Engineering Project Manager, and Contracting Officer. Each submittal shall contain the previous submittal's Excel comment sheet with responses, notes of meetings held with ARS personnel, design notes, calculations, and construction progress bi-weekly meetings during construction.

D. Changes in the scope of work or the task order that affect the level of effort of the Contractor must be pre-approved by the CO.

E. Disputes or questions that arise after the task order has been negotiated will be resolved by the CO.
