TOLL PASS SERVICES

1. INTRODUCTION:
a. The Defense Logistics Agency (DLA) is an agency of the Office of the Secretary of Defense within the United States Department of Defense (DoD). The DLA Director reports to the Under-Secretary of Defense for Acquisition, Technology and Logistics through the Deputy Under-Secretary of Defense (Logistics and Materiel Readiness).
DLA provides worldwide logistics support for the missions of the Military Departments and the Unified Combatant Commands under conditions of peace and war. It also provides support to other DoD Components and certain federal agencies, foreign Governments, international organizations, and others authorized.
b. DLA Employs more than 25,500 civilian and military employees and operates in 48 states and 28 countries. DLA operates nearly 2,000 Government Owned Vehicles (GOVs) assigned to both offices and motor pools.
c. Executive Order (EO) 13576, Delivering an Efficient, Effective, and Accountable Government, directs agencies to identify additional reforms necessary to eliminate wasteful, duplicative, or otherwise inefficient programs. OMB Circular No. A-123 Management's Responsibility for Enterprise Risk Management and Internal Control, states “Risk management practices must be forward-looking and designed to help leaders make better decisions, alleviate threats and to identify previously unknown opportunities to improve the efficiency and effectiveness of government operations.”
The Toll Management program will help DLA achieve the intent of both the EO and the OMB A-123 mandates by taking advantage of modern capabilities, removing the complexity of current program, reducing labor hours, standardizing processes, and improving financial reporting. DLA intends to contract for toll management services for the General Service Administration (GSA) leased vehicles in the agency fleet.
DLAs vehicle fleet is located throughout the Continental United States (CONUS) and requires the flexibility to travel on toll roads without interruption by way of automated transponders or other technology with an internet-based reporting and billing system.
d. The period of performance for this contract consists of a one (1) 12-month base period and four (4) 12-month options.
e. The Contractor shall provide a full range of toll management services that support all national toll roads located within the CONUS as well as provide transponder equipment, replacements, and full customer support for toll management services.
The Contractor shall provide an internet-based reporting and centralized billing system with a user interface that promotes account management in addition to support opportunities for cost savings within the DLA Toll Management program. The Contractor shall provide personnel, management, materials, equipment and facility to perform the requirements outlined in this PWS. Place of performance will be at the Contractor’s facility. DLA will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to
DLA.
f. Any reference to Contractor throughout this PWS refers to the Contractor or
Subcontractor should one be utilized. The Contractor is solely responsible for all associated work to be completed In Accordance With (IAW) the PWS.
2. TOLL MANAGEMENT REQUIREMENTS:
The Contractor shall:
a. Provide one (1) DLA master account and nine (9) sub-accounts that can be replenished on a monthly, quarterly, or annual basis, whichever is more advantageous to DLA. Sub-accounts are listed below:
1. DLA Installation Management at Columbus, OH
2. DLA Installation Management for Distribution at New Cumberland, PA
3. DLA Installation Management at Ft Belvoir, VA
4. DLA Installation Management at New Cumberland, PA
5. DLA Installation Management at Philadelphia, PA
6. DLA Installation Management at Richmond, VA
7. DLA Contingency Operations at New Cumberland, PA
8. DLA Strategic Materials at Ft Belvoir, VA
9. DLA Energy at Ft Belvoir, VA
b. Provide toll road transponder equipment and replacements for 500 GSA leased vehicles that will cover national toll roads located throughout the Continental United States for DLAs vehicle fleet. The DLA leased vehicle fleet size is determined by mission requirements and may increase or decrease throughout the period of performance for this contract.
c. Provide customer service support as needed to address issues within 24 hours after receipt, or within 12 hours following any federal holiday listed below in section 3.
The Contractor shall respond to customer queries within 24 hours in a courteous and professional manner.
d. Assist with the development of Toll Management policy, practices, and procedures.
e. Track and certify automated toll and toll violation charges.
f. Facilitate the movement and tracking of vendor provided equipment such as transponders or other technology.
g. Protect DLA information through a secure process on the contractor’s server accessible with authenticated log on at the DLA user level.
h. Monitor, identify, and recover money lost on misreads.
i. Provide notification of no toll activity on inactive transponders within 10 calendar days after month being reported.
j. Provide daily, weekly, and monthly utilization reports within five (5) business days of request.
k. Provide transponder equipment and replacements for each vehicle as required within five (5) business days of request.
l. Provide monthly spending reports by DLA sub-account within 10 calendar days after the month being reported.
m. Provide toll data summarized by vehicle across toll facilities throughout CONUS.
3. FEDERAL HOLIDAYS:
The Contractor is not required to provide services on the 11 federal holidays observed by DLA unless approved by the KO or COR. When one of the holidays falls on a Sunday, the following Monday will be observed as a legal holiday. When the legal holiday falls on a Saturday, the preceding Friday is observed as the holiday. The following holidays are observed:

4. GOVERNMENT FURNISHED INFORMATION (GFI):
DLA will provide GFI to the Contractor as needed to perform the requirements of this PWS, e.g., vehicle registration and license plate information. The Contractor shall have access to any technical information deemed appropriate to facilitate their performance requirements.
5. CONTRACTOR PERSONNEL, PROJECT MANAGEMENT, AND
ADMINISTRATIVE SUPPORT:
The Contractor shall:
a. Provide personnel that are fluent in written and spoken English and capable of obtaining a Public Trust clearance.
b. Maintain security of personnel data for all customers supported by the contract and ensure enforcement of Federal Privacy Act requirements.
c. Contractor’s employees shall be able to be cleared to enter Government facilities if needed.
d. Schedule and hold a kick-off meeting with HQ DLA Installation Management- Fleet
Management Team, the KO, and the COR within five (5) business days of contract award or as agreed upon by the Contractor and the KO, to introduce the DLA team and discuss the Contractor’s overall task order approach within 10 business days following contract award. The Contractor shall produce and distribute meeting minutes identifying the discussion points, agreements, and action items following the kick-off meeting within two (2) business days of the meeting conclusion.
e. Provide toll management and accounting services:
1) Support related to toll management procedures, troubleshooting issues, and provide guidance IAW prevailing federal and state laws, regulations, and directives.
2) Review, prepare, and update required data to populate each state’s toll information systems.
3) Resolve toll disputes and/or questions.
4) Provide notification to the COR when changes occur that might affect the billing or legal status.
5) Analyze and identify vulnerabilities or possible abuses within the DLA toll program and recommend solutions for correction.
6) Represent DLA on various technical issues in the resolution of toll violations or reimbursements.
7) Coordinate, prepare, and track vehicle toll usage and provide required reports.
f. Schedule, facilitate, and document a Program Review each quarter with the DLA Team for the duration of the contract. The Program Review shall be a forum to review task progress, determine additional areas for inclusion, and adjust project resources and milestones based on current progress, new guidance, or policy.
g. Provide a Monthly Status Report (MSR) to the COR via electronic mail to include cost and utilization reports, suspected misuse of toll privileges, lost or damage hardware, schedule status, and program recommendations. This report is due on the tenth business day of the new month.
i. “Suspected misuse of toll privileges” will be interpreted as any event in which a DLA toll transponder was used outside of normal operating hours or with the perception of not being used for Official Government Business.
