PERFORMANCE WORK STATEMENT (PWS)

Emergency Diesel Generators & ATS Maintenance 10/25/2023

1.0 INTRODUCTION:

1.1 Office Name/Designation: Central California Area Office, Folsom CA.

2.0 SCOPE: CCAO will like to set up a service contract with manufacturer to properly maintain, repair/troubleshoot issues, parts of the equipment located at the Folsom power plant and New Melones Power Plant. Contractor is to provide annual maintenance of these equipment’s. Also, contractor is to provide repair/troubleshoot service, parts etc on as needed bases. The issues with these equipment’s can be of any nature such as Mechanical, electrical, controls etc. Details of the equipment: Two Diesel generators located at Folsom Power Plant, see attached nameplated. One diesel generator located at New Melones Power Plant. One automatic transfer switch located at New Melones Power Plant.

3.0 PERSONNEL QUALIFICATIONS: Service provider should be able to provide troubleshooting, repair, maintenance and/or parts for these three generators and one automatic transfer switch (ATS). Services with the units can be any such as mechanical, electrical and/or controls. For technical specification of the units, please refer to attachments of name plates of generators and ATS.

4.0 GOVERNMENT-FURNISHED EQUIPMENT (GFE) AND MATERIALS:

4.1 GFE: NA

4.2 Government Furnished Materials: NA

5.0 REGULATIONS/POLICIES: site-specific safety training such as Special work permit & HECP

6.0 TRAVEL: The Contractor shall use the appropriate government rates as posted on www.gsa.gov. See attached quote.

7.0 GOVERNMENT VEHICLES: Contract employees required to utilize any Government vehicle (cars, trucks, heavy equipment, etc.) either as a driver or passenger shall be required to sign a “Hold Harmless” release. This includes Government-procured rental vehicles. The Contractor shall use or rent their own vehicles whenever possible and practical. Signed releases are due to the CO 1 day before use of a government vehicle. See attached form. Government vehicles are for official use only.

8.0 SECURITY: Contractor is to contact CCAO POC for all the details.

8.1 The Project Manager or Contracting Officer’s Technical Representative (COTR) listed in paragraph 13.0 will assist with the Contractor’s entry into secure areas and inform the Contractor of security procedures. The Contractor shall comply with all security procedures.

8.2 Reclamation has identified specific security sensitivity designations for information related to Government facilities.

8.3 All contractor produced, and Government furnished information related to this contract is designated Public Information (Non Official-Use-Only), except for the Government furnished work products which are designated Official Use Only – SENSITIVE (FOUO/SENSITIVE).

8.4 The Contractor shall be required to supply Reclamation with the legal names and other personal information of employees who will be working under this contract.

8.5 Reclamation reserves the right to perform security checks on Contractor employees.

9.0 TRAINING: The Contractor is responsible for all training for its employees except when training can only be provided by Reclamation. Requests for training by exception must be provided to and approved by the CO prior to the Government conducting training. The Contractor shall sign a Hold Harmless Release for any training provided by the Government. See attached.

10.0 DELIVERABLES:

Contractor is to provide report to CCAO after each visit to CCAO facility. The visits can relate to the regular maintenance, repair/troubleshooting, parts replacement etc. Report can include test results, discovered issues/problems with the equipment and/or recommended repairs or replacements.

10.1 Deliverable #1 (Test/Check Results report): Report at the end of all the testing describing the successful/unsuccessful test results and describe if equipment is ready for the commercial service or not.

11.0 QUALITY:

11.1 Contractor’s Performance Assessment Reporting System (CPARS). The attached Contractor Performance Report is provided for your information. This report will be completed by the Contracting Officer’s Technical Representative (COTR) at the end of the performance period. This information will be input into the Contractor’s Performance Assessment Reporting System (CPARS) when the system becomes available.

12.0 Identification of Contractor Employees: All contract personnel are required to identify themselves as contractors. Whether attending meetings, answering Government telephones, or working in other situations where their contractor status is not obvious to third parties, they must make their status known to avoid creating an impression that they are Government employees.
