PERFORMANCE WORK STATEMENT

Furniture Placement Planning and Project Management

September 07, 2022

1.0 INTRODUCTION

1.1 MISSION AND ORGANIZATION

The Defense Contract Audit Agency (DCAA), while serving the public interest as its primary customer, shall perform all necessary contract audits for the Department of Defense (DoD) and provide accounting and financial advisory services regarding contracts and subcontracts to all DoD Components responsible for procurement and contract administration. These services shall be provided in connection with negotiation, administration, and settlement of contracts and subcontracts to ensure taxpayer dollars are spent on fair and reasonable contract prices. DCAA shall provide contract audit services to other Federal agencies, as appropriate.

DCAA is a DoD agency with approximately 5,000 employees. The major organizational components of DCAA are: Headquarters, located at Ft. Belvoir, VA; three regional offices located in Smyrna, GA; Irving, TX; and La Palma, CA; a field detachment and four Corporate Audit Directorate’s (CAD) located at major contractor sites. The regional offices, field detachment, and the CAD’s manage more than 300 field audit offices (FAOs) and sub-offices located throughout the United States and overseas.

1.2 BACKGROUND

DCAA has a requirement for Furniture Placement Planning and Project Management for six (6) locations throughout the United States. The projects will start after General Services Administration (GSA) has awarded a new lease. Each location will have a different start times ranging between June 2022 and September 2022.

1.3 OBJECTIVES

After GSA has awarded a new lease, DCAA’s objective is to have Furniture Placement Planning, Project Management and Construction Drawing Reviews for six (6) locations. The contractor shall be responsible for attending all construction meetings, reviewing drawings and providing their expert knowledge until 100% construction drawings.

2.0 SCOPE, TASKS, AND DELIVERABLES

2.1 SCOPE

INTERIOR DESIGN SERVICES (Furniture Placement Planning & Project Management)

Contractor must provide all personnel, equipment, transportation, tools, materials, supervision, supplies, other items, and services necessary to provide Interior Design Services and other ancillary services related to DCAA Outfitting and Transition Projects within the scope of this contract as detailed in the individual delivery orders. For facilities leased by the General Services Administration (GSA), Army Corps of Engineers (COE), and the Washington Headquarters Services (WHS), the contractor must work to provide interior design services to include submission of Computer-Aided Design (CAD) drawings (paper and electronic), 2-D and 3-D design documents, and final furniture layout in 24” x 36” printed copy. Axonometric views and other supporting documentation to be provided as deemed necessary by DCAA.

2.2. TASKS

2.2.1 - The contractor must:

• Provide interior design services including all labor, materials, equipment, supplies, transportation, and supervision necessary to accomplish the work.

• Be capable of providing services at various geographic locations as specified in the delivery order.

• Be capable of handling multiple delivery orders simultaneously.

2.2.2 - Services include, but are not limited to:

• Space design and planning

• Technical drawings and architectural design studies

• CAD drawing

• 2-D and 3-D design documentation

• Space modeling

• Axonometric drawings and design views

• Project management

• DCAA specific signage and logos

• Art work

• On-site field verification

• Attend Design Intent Drawing (DID) Workshops after GSA Lease Award. The contractor shall provide advice to DCAA during the DID workshop and help ensure the General Contractor provides the correct paths for low voltage, security, furniture requirements, and all electrical requirements for products.

• After DID workshop, contractor should attend all construction meetings until 100% of the construction drawings are submitted. Review and provide input on all construction drawings and meetings with Lessor, Architect, DCAA, and GSA, not to exceed 10 hours after DID completion

2.2.3 - Contractor shall attend and participate in the Design Intent Workshops (DID) with DCAA, GSA, and the new lessor. The workshop will be between one to three days, depending on location and lease requirements. The finished product to DCAA will be a Bill of Materials for our Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The contractor will have the following schedule, which will be revised as needed:

Prior to Start DCAA to deliver base building AutoCAD files and DCAA’s complete program of requirements to the contractor

10 Business Days Prior to DID Workshop

Contractor works with DCAA Project Manager and office in developing preliminary block plan for review. After DCAA approval, Contractor to provide block plan and CAD to GSA through the DCAA PM. (unlimited revisions)

Step 1:

1-3 Work Days

Participate in the DID Workshop and verify field measurements. Contractor to provide revised block plan to DCAA PM for approval agreed during the DID Process, revisions as needed.

Step 2:

5-10 Work Days

Upon final signed block plan, contractor will develop the Access Plan to include-electrical feeds, copier and file cabinet placement, coring locations. DCAA will sign and provide to

GSA

Step 3:

10-15 Work Days

After DCAA approval of the Access Plan, Contractor will develop draft Furniture Plan for DCAA to review and comment.

Step 4 5 Work days

DCAA will have five days to review the furniture plan and consultation with the contractor for second revision, if required.

Step 5:

20-30 Work Days

DCAA’s signs the Furniture Plan, Contractor will develop a complete Bill of Materials (BOM) and project order documents to include signage package.

2.3 DELIVERABLES

Contractor shall provide DCAA copy of a final package to include:

1. Signed Furniture Block Plan

2. Signed Access Plan

3. Signed Furniture Plan

4. Pricing Summary

5. Furniture Bill of Materials

6. Signage Bill of Materials

7. Signage Package

8. Final CAD File

9. Contractor shall participate in construction meetings until 100% construction documents. Contractor will provide advice to GSA, Lessor, Architect, and DCAA as related to the approved project furniture plans. The review of the construction documents does not include local Code and/or ADA issues. Services are to be performed up to 4 months from the date of the DID workshop.

3.0 PERIOD OF PERFORMANCE

Planning dates are estimated and to be completed for each individual location in accordance of a signed lease with GSA and the time table guidelines listed below per project. Start date September 30, 2022 and completion date September 29, 2023 for all locations.
