PERFORMANCE WORK STATEMENT
MASS NOTIFICATION SYSTEM SUPPORT
5 March 2020
1. DESCRIPTION OF SERVICES. The Mass Notification System (MNS) at Robins AFB provides real time mass notification and instructions to personnel on Robins AFB, Georgia in accordance with UFC 4-10-01, UFC 4-021-01 and Base Facility Standards. The MNS consists of a primary console in building 214, which includes a base station computer, mobile LMR and SS2000 Plus encoder, and three alternate consoles in building 906, 2078 and Warrior Air Base (WAB) which also includes an mobile LMR and SS2000 encoder, seventeen outdoor warning sirens, and 202 indoor notification systems. The contractor shall provide scheduled, unscheduled maintenance and preventive maintenance to all current parts of the MNS system to include any additional sites added during the duration of the contract. The contractor shall provide all labor, equipment, tools, material, and transportation required to fulfill this requirement.
1.1. Routine Maintenance. The contractor shall provide maintenance service of the MNS to ensure the system is operating at peak operational capacity. The contractor shall provide all items required to keep the MNS at peak operational capacity except as noted in paragraph 1.3 Spare Parts. The contractor shall provide 24/7 support to respond to service calls for routine or emergency outages/repairs. The contractor shall provide a point of contact (name, phone number, and email address) for service calls. The contractor shall ensure that all work is only performed by technicians with current certifications with Federal Signal.
1.1.1. The contractor shall respond within 4 hours after notification for emergency outages/repairs, and 24 hours after notification for non-emergency outages/repairs. The contractor shall complete emergency service calls within 72 hours after notification, and complete non-emergency service calls within 96 hours after notification. The contractor shall provide maintenance support to ensure that the MNS is operating at a 98% uptime/availability rate.
1.2. Preventive Maintenance Inspections. The contractor shall survey, inspect, and perform an operational check of the MNS to ensure the system is fully operational. The contractor shall perform an annual Preventive Maintenance Inspection (PMI) on all MNS equipment on RAFB. Ensure the latest SFCD Federal Commander® Digital System Server software is installed on the primary base station. Ensure that any additional base station has the latest addition of the SFCD Federal Commander® Digital System client software installed. The contractor shall complete all service repairs identified during the inspection, and ensure that the system is properly grounded at all sites. The first annual inspection will commence on a date specified by the COR.
1.3. Diagnostic Testing. The contractor shall perform diagnostic testing at each siren location which includes performing a quiet test, and inspecting the conditions of each siren pole and antenna. The contractor shall perform diagnostic tests for all base station computers and SS2000 encoders. The contractor shall obtain approval from the 78 ABW/SCOV PWCS office prior to testing the warning sirens. The test and inspection report should document site information, including GPS coordinate, equipment information and serial numbers, items inspected and diagnostic results. The contractor shall provide test results within 15 business days after completion of all PMIs. [CDRL A004 – PMI Diagnostic Test Reports,DI-NDTI-80809A]
1.4. Spare Parts. The contractor shall provide spare parts for operational and maintenance support of the system. Items not covered under the service agreement shall include batteries, computers, monitors, radios and custom items that are not a part of the standard configuration used at Robins AFB outlined in section 1.4. Once items are ordered and installed in the system they become part of the standard configuration. Items not covered under the service agreement will be ordered as needed. A separate cost line item will be established for procurement of these items with an annual amount not-to-exceed ceiling for each contract line item.
1.5. Software and Upgrades. The contractor shall maintain all software to the latest release. The contractor will also ensure all controllers are maintained within two versions of the latest release.
1.5.1 The contractor will also provide two universal programmers to PWCS office.
1.6 Expansion of System INSTALLATION. The contractor shall install MNS systems, aid in resolving unique local problems with the equipment or system coverage, or other problems that may arise; ensuring that full audio coverage is available throughout the specified buildings with no more than 1 rework per building.
1.6.1 The contractor shall ensure all installations of MNS equipment are in accordance with UFC 4-021-0, UFC 4-010-01, AFI 10-2501(Dated 10 March 2020) and Base Facility Standards.
1.6.2. The contractor shall coordinate with Contracting Officer’s Representative (COR) the location of the Remote Transmitting Unit (RTU). RTU should be located beside the fire alarm panel when possible.
1.6.3 The contractor shall ensure that all new antennas are installed above the roof line and no closer than twenty feet from any existing antennas.
1.6.4 The contractor is responsible with coordinating with the base Civil Engineering for all connections to building infrastructures.
1.6.5. Building occupants must be able to hear with good audio fidelity MNS messages broadcast throughout the facilities. Audio fidelity requirements are listed in UFC 4-21-0.
1.6.6. Scheduling of buildings for MNS installation will be coordinated with the facility manager of the building and the COR. Facility Manager List will be provided post award.
1.7 System Acceptance Test shall include:
1.7.1. Operational testing of the features and functions currently in use at Robins AFB.
System alarming, monitoring, and fault management as it pertains to the ability to diagnose, monitor, and maintain the MNS system. [CDRL A005-System Acceptance Test Reports, DI- NDTI-8080B]
1.7.2. All equipment installed by the prime contractor or its sub-contractors.
1.8 MANAGEMENT. The contractor shall provide an on-site manager or alternate who shall be responsible for the performance of the work during installation. The contract manager or alternate shall have full authority to supervise and direct contractor personnel assigned.
1.8.1 Contractor shall provide telephone access for the COR.
1.8.2 The contract manager/alternate shall be available during normal duty hours within 4 hours to meet on RAFB with government personnel to discuss problem areas. Outside normal duty hours, the manager/alternate shall be available within 24 hours
1.8.3 The contract manager/alternate shall work with the COR on specific installation criteria, project timelines and any issues that arise during the contract.

GOVERNMENT FURNISHED EQUIPMENT AND SERVICES.
The government will not be providing government furnished property for this effort.
4.0 GENERAL INFORMATION.
4.1 Access to Government Facilities
4.1.1 The contractor shall ensure contractor personnel who require access to Robins AFB or other government facilities comply with the security procedures of the facility.
4.1.2 If contractor personnel require repeated access to Robins AFB or another government facility over the life of the contract/order, the contractor shall ensure they complete, as applicable, a DD Form 1172-2 (Application for Department of Defense Common Access Card – DEERS Enrollment) to obtain a Common Access Card (CAC), an Air Force Materiel Command (AFMC) Form 496 (Application for AFMC Identification Card) to obtain an AFMC Identification Card, or an AFMC Form 387 (Contractor ID Card/Badge) to obtain a Contractor Identification (ID) Card/Badge.
4.1.3 All visitation requests will be submitted through the Joint Personnel Adjunction System (JPAS) to the contract security manager Security Management Office (SMO) code RX1MFN826. Visitations will be made available for review by the Group Security Manager (GSM) of the area where the task will be performed.
4.2 Place of Performance: Services shall be performed in multiple buildings across the base.

4.3 Schedule: Contractor personnel shall adhere to government holiday and family day schedules. The contractor shall provide a detailed working schedule and provide a weekly project status report. Daily schedule reviews may be implemented by the project manager to discuss site access or operational system requirements. Some work may be required during non-peak usage periods after normal business hours or on weekends. Access to some locations will require government escort which must be pre-arranged to ensure support. Advance notification for site access will be identified during schedule reviews. Changes must be coordinated as soon as requirements are identified and are subject to validation of escort availability or release of the system by the functional user. 4.4 STANDARDS OF WORK. All site preparation/development and equipment installation will be conducted in accordance with industry standards, and local, state, and federal codes. Work sites will be neat and maintained daily to prevent unsafe or hazardous conditions from developing. Components that are no longer needed, or superseded, due to system upgrades will be removed and relocated to an on-site storage facility as determined by the Project Manager. The contractor shall remove all packing and work debris from the worksite daily before departing from the work area.
4.4.1 Equipment Installation. Equipment installation shall adhere to industry standards and guidelines for communications sites, such as internal and external grounding, surge protection, lightning protection, and electromagnetic interference. The contractor shall provide “as built” drawings, cable labeling, and floor plan layouts, and document any changes to the planned system installation and any issues that occur, along with their resolution. The contractor shall update any drawings, diagrams, and floor plans of provided GFE that is altered due to equipment installation. Contractor shall also provide coverage maps. 4.5 Quality Control: The contractor shall submit a Quality Control Plan (QCP) within 30 days of contract start date. Contracting Officer’s Representative will inspect contractor performance in accordance with the Quality Assurance Surveillance Plan (QASP). [CDRL A003 – Quality Control Plan, DI-QCIC_81794]
4.5.1 The contractor will maintain an internal Self-Assessment Program (SAP) to evaluate the effectiveness of existing procedures and internal controls, to determine organizational compliance with regulatory requirements and to complement external inspections and assessments. Additionally, the contractor shall provide support, as required, for contingencies, exercises, and surge operations. The FC/FD will notify the contractor as soon as notification of upcoming event becomes known. (WR-ALC OI 90-201)
4.6 Green Procurement Program (GPP). The contractor shall comply with the Green Procurement Program in accordance with Under Secretary of Defense (USD) Memorandum, Establishment of the DoD Green Procurement Program, dated August 27 2004, establish the requirement for a GPP. The GPP is a mandatory federal acquisition program that focuses on the purchase and use of environmentally-preferable products and services. In accordance with FAR 23.404, Agency Affirmative Procurement Programs, the GPP requires 100% of purchases of Environmental Protection Agency (EPA)-designated products, included in the Comprehensive Procurement Guidelines (CPG) list, contain recovered materials unless the item cannot be acquired competitively within a reasonable timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price. In accordance with FAR 23.101, Sustainable Acquisition Policy/ Definition, the GPP requirement applies to all acquisitions, including services, using U.S. Government appropriated funds. The GPP includes these mandatory components:

4.7 Environmental Management System (EMS): Any contractor employee working on Robins Air Force Base will require EMS training. The prime contractor is responsible for ensuring that all subcontractors comply with this requirement. Computer-based training is provided by the Base Civil Engineering Group Environmental Management Office. https://geobase.robins.af.mil/emstraining/EMSTrainingOptions.aspx. 4.8 Contractor Environmental, Safety, and Occupational Health Compliance. The Contractor shall comply with Government Safety and Health regulations including, but not limited to, Public Law 91-596, Occupational Safety and Health Act (OSHA), and DoD Directive 4715.1E, Environmental, Safety, and Occupational Health (ESOH). The Contractor shall require all subcontractors to comply with required safety, health and fire standards.
4.8.1 Contractor Safety & Health Program/Plan (SHP). The Contractor shall establish and maintain a safety and health program detailed in a written Contractor’s Safety and Health Plan (SHP) in accordance with OSHA and ESOH and tailored to this contract. The SHP shall address the requirements established in the Appendix C (Industrial Safety and Health Requirements) to this contract. The Contractor shall submit the SHP to the MFT member identified on the CDRL [CDRL A001, Environmental Health and Safety Plan, DI-ENVR-81375].
4.8.2 The cognizant Government Safety Office will review the SHP to determine if safety requirements are correctly addressed. The Contractor shall notify the cognizant Government safety office of any revisions made to its SHP after contract award. All changes to the SHP must also be submitted in writing and approved by the cognizant Government safety office [CDRL A002, Contractor’s Standard Operating Procedures – Company Safety Plan, DI- MGMT-81580/T].
4.8.3 Mishap Notification/Investigation. In accordance with AFI 91-204, Safety Investigations and Reports, the Contractor shall report mishaps involving damage or injury to USAF assets/interests. The Contractor shall ensure the USAF is notified of mishaps. The Contractor shall contact the Contracting Officer’s Representative (COR), if available, or another MFT member by telephone within 2 hours. The Contractor shall immediately secure the mishap scene (and damaged property) and impound pertinent maintenance and training records until released by the Government’s Safety Office (78 ABW/SE). Such release shall be accomplished through the Contracting Officer. The Contractor shall cooperate and assist Government personnel in the investigation of the mishap and submit an Accident/Incident Report within 24 hours of the mishap [CDRL A009-Accident/Incident Report, DI-SAFT-81563].
4.8.4 Voluntary Protection Programs (VPP). Contractor personnel performing work on a USAF installation shall participate in the local VPP.
4.8.4.1 VPP Description. In 1982, OSHA created the Voluntary Protection Programs (VPP) to recognize and partner with worksites that implement exemplary systems to manage worker’s safety and health. These sites implement comprehensive Safety and Health Management Systems that exceed basic compliance with OSHA standards. VPP applies to all personnel at Robins AFB - civil servants (both bargaining and non-bargaining), active duty (officer and enlisted), reservists and contractor employees. The Contractor shall ensure its employees and managers have a comprehensive understanding of VPP as well as full compliance with OSHA requirements. The Contractor, whether regularly involved in routine site operations or engaged in temporary projects such as construction or repair, shall follow the safety and health rules of the installation or VPP site. Detailed information on VPP is available on the OSHA website at http://www.osha.gov/dcsp/vpp/index.html. The Contractor shall access the site to ensure their understanding of VPP and how their performance is linked to the Air Force installation’s pursuit of VPP recognition.
4.8.5 Department of Labor (DoL) Inspection of Contractor Operations. The Contractor is subject to DoL inspections and enforcement by OSHA health and safety officials while performing work on a Government installation. OSHA health and safety officials may access workplaces on Government installations at any time, scheduled or unscheduled, during regular work hours. OSHA health and safety officials must meet security requirements to enter restricted or classified areas. The Contractor shall immediately notify the COR and the contracting unit’s Safety Office upon notification of a visit.
4.9 Essential Services During Crisis. The Functional Commander/Director (FC/FD) has determined, by placing in writing their decision, that this requirement is not Mission Essential (M-E) in accordance with DFARS 237.76, Continuation of Essential Contractor Services. The contractor shall submit a listing of contractor employees regarding their roles and responsibilities. [CDRL A006- Mission Essential Services-Personnel List, DI-MGMT-80227]
4.9.1 Mission Essential Functions: The government has identified a portion of the contractor services performed under the contract as essential contractor services in support of mission essential functions. The contractor-provided services that have been determined to be essential contractor services in support of mission essential functions are paragraphs 1.0 through 1.1.1 of the PWS. 4.10 Contractor Manpower Reporting Requirements: Per reference SAF/AQ Memo, 13 Nov 12, “The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the USAF via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil (select Dept. of the Air Force option if you you’re working an AF requirement). Reporting inputs will be for the labor executed during the period of performance for each government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk.”
4.11.1 Reporting Period: Contractors are required to input data by 31 October of each year.
4.11.1 Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
4.11.2 User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the CMRA link at http://www.ecmra.mil (select Dept. of the Air Force option if you you’re working an AF requirement).
4.12 Contractor Identification Badges: The contractor shall complete all necessary documents for all contractor personnel requiring access to Robins AFB. Additional instructions for applications will be sent to the e-mail address provided for the application. Prior to application approval, each individual will be reviewed for eligibility in the JPAS system and checked against the WR-ALC barment roster.
4.12.1 During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site. Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure all base identification passes issued to employees and subcontractor employees are returned to the issuing office.
