Performance Work Statement (PWS)
FOR
VAN RENTAL
Bandar Seri Begawan, Brunei
SECTION 1
DESCRIPTION
1.1. Scope of Work. The contractor shall provide safe, operational, rental vans with licensed drivers of the following:

Services shall begin in BANDAR SERI BEGAWAN and end in BANDAR
SERI BEGAWAN.
Vans shall arrive 15 minutes prior to pick-up location upon request.
Service shall include unlimited mileage.
1.2. Points of Contact. Contractor will provide points of contact within their company to interface with the Contracting Officer, Logistician, and designated representatives for matters related to the rental services. Names, business address, phone numbers, and hours of operation are the minimum information requirements. Contractor shall provide a name and telephone number for contact after hours.
1.3. Definitions
1.3.1 Acceptance Inspection- an inspection to be performed on the vehicle and equipment prior to placing it in service, discrepancies must be corrected prior to placing the vehicle in service.
1.3.2 Government- the U.S. Government.
1.3.3 Wear-and-tear- the deterioration of items attributed to normal usage.
1.4. Vehicle Requirements. Contractor shall provide safe and serviceable vehicles. Vehicle will be in working physical condition and mechanically sound. Vehicles will be registered, licensed, and insured IAW Brunei law.
1.4.1. Condition. Both exterior and interior of vehicle must be free of soil, rust, smoke.
The Contracting Officer, Logistician, or designated representative will determine acceptable condition following acceptance inspection.
1.4.2. Safety items. Each vehicle must meet all safety and inspection requirements IAW Brunei law and have, as a minimum, the following safety features: passenger and driver’s side air bags, head lights, turn signals, emergency flashers (visible on four
(4) sides of the vehicle), seat belts, rear view mirrors, windshield wipers, parking brake, and horn.
1.4.3. Heating and Air Conditioning. Heating and Air Conditioning are required in all vehicles.
1.5. Services. The contractor shall provide the following services:
1.5.1. Maintenance and Repairs. The contractor shall be responsible for all scheduled and unscheduled maintenance to repair the vehicle.
1.5.1.1. Repairs necessary to due to defect, malfunction, or normal wear-and-tear will be performed at no cost to the Government.
1.5.1.2. Should repair or maintenance render a vehicle out-of-service to the Government, the contractor shall provide a replacement vehicle of the same passenger and operational capacity within a reasonable amount of time.
1.5.1.3. The Government will be responsible for the cost of all repairs required due to negligence or misuse of the vehicle by the Government.
1.5.2. Towing. Towing services shall be made available to the Government if needed for all vehicles and their respective operational times at no additional cost to the Government.
1.5.3. Fuel. The contractor is responsible for providing all fuel for use of the vehicle.
1.5.4 Insurance. Insurance as required by Brunei and other applicable law is the responsibility of the contractor.
Section 2
GENERAL INFORMATION
2.1. Performance. Performance shall begin on 5 Sep 23, 7 Sep 23, and 8 Sep 23, respectively. Performance will be accomplished during the dates and times stated in Table
1. Any proposals to change dates and time must be approved by the Contracting Officer.
2.2. Records. Contractor shall maintain records of transactions with the U.S. Government and, upon request, make such records available to the Contracting Officer, Logistician, or designated representative within 24 hours.
3.3. Brunei Road Laws. The contractor shall comply with Brunei Road Laws.
