PERFORMANCE WORK STATEMENT

FOR MAINTENANCE OF

AIRFIELD LIGHTING CONTROL COMPUTER SYSTEM

March 2021

1. DESCRIPTION OF SERVICES. The Contractor shall provide all management, tools, supplies, equipment, and labor necessary to perform annual inspections, preventative maintenance and system upgrades on the airfield lighting control computer systems listed in Appendix A at Joint Base Andrews, MD.

1.1. MAINTENANCE SERVICES. The contractor shall perform annual maintenance, inspection and certification of all components associated with the Airfield lighting system and all hardware and software in the system. A maintenance schedule shall be provided to the Contracting Officers

Representative (COR) within 14 business days following contract award.

1.1.1. PREVENTIVE MAINTENANCE. The contractor shall perform preventive maintenance during each annual inspection and certification to ensure reliable and continuous safe operation. The maintenance work shall be done in accordance with commercial practices, MIL STD 3007 and UFC 535‐01. All manufacturer's recommendations and shall be intended to maintain the lighting systems in safe and reliable operating condition until the next scheduled maintenance.

1.1.2. SERVICE RECORDS. The contractor shall prepare and submit a written report within ten business days of the completion of the annual and certification inspections. The report shall identify each computer control system, the location, maintenance work performed, repairs needed, date of inspection, name of inspector, and overall condition of the system. This report shall include any repairs, upgrades, changes, removal or demolition done to any equipment associated with the Airfield Lighting

Control System. If the required repair work is considered over‐and‐above routine maintenance work, the contractor shall notify the Contracting Officers Representative (COR), in writing with the work required and proposed cost, for appropriate decision and approval. This complex repair work or system upgrade to meet present code/regulation requirements if approved will be covered under this contract if needed for present or future use.

1.1.3. ANNUAL INSPECTION ‐AIRFIELD LIGHTING VAULT. The contractor shall perform the following work, as a minimum, at the Airfield Lighting Vault (1207 Arnold Ave, Joint Base Andrews, MD

20762) to the Constant Current Regulators and Computer Cabinet and Equipment.

1.1.3.1. Perform current limit inspections on all constant current regulators to ensure they are within operating standards according to Federal Aviation Administration/ Military specification (FAA/MIL SPEC) guidelines for brightness level intensity.

1.1.3.2. Perform Lamp out Calibration on all circuits to ensure accurate monitoring of the lamps on the airfield circuits.

1.1.3.3. Inspect all Advanced Control Equipment (ACE) associated with each constant current regulator

(CRR) including all monitoring equipment associated with each CRR including Current Voltage Module

(CVM) and Insulations Resistance Monitoring System (IRMS) modules.

1.1.3.4. Update boards to the latest firmware for all associated modules including the ACE Control board, lamps out board and IRMS board.

1.1.3.5. Perform standard maintenance on the Hoffman enclosure to include cleaning the filters on the

AC unit as well as the dust filters on the outside of the enclosure.

1.1.3.6. Inspect and clean the computer filters and fans.

1.1.3.7. Perform visual and diagnostic testing on all computer related hardware to include fiber optic drivers, computers and ACE terminal server.

1.1.3.8. Inspect the Vault Uninterrupted Power Supply (UPS) unit. Replace batteries as required.

1.1.3.9. Perform software update of all executables/maintenance programs to the latest

1.1.3.10. Back up the system log files and archival files.

1.1.4. ANNUAL INSPECTIONS ‐ AIR TRAFFIC CONTROL TOWER. The contractor shall perform the following work at the Air Traffic Control Tower (1216 South Dakota Ave, Joint Base Andrews, MD 20762).

1.1.4.1. The contractor shall perform standard maintenance on Hoffman enclosure to include cleaning the filters on the AC unit as well as all dust filters on the outside of the enclosure.

1.1.4.2. Inspect and clean the computer filters and fans.

1.1.4.3. Perform visual and diagnostic testing on all computer related hardware to include fiber optic drivers, computer and Longview Video Extender unit.

1.1.4.4. Inspect the Tower UPS unit. Replace batteries if required.

1.14.5. Perform software update of all executables/maintenance programs to the latest

1.1.4.6. Perform touch screen calibration for the Tower Cab touch screen unit and verify that the on‐ hand spare unit is functional for use.

1.1.4.7. Perform upgrades to the existing system by adding new additional parts, components or devices to the system for present and future use. Note: New is not replacement parts for items already in the system.

1.2. MONTHLY INVOICING/PAYMENT FOR REIMBURSABLE ITEMS. The contract shall invoice monthly for payment of reimbursable items. Each invoice must identify the chargeable contract line item.

Reimbursable items must be accompanied by their invoices; items will be reimbursed at cost. For purchases over $3000.00, pricing must be obtained from at least three quotes and the purchase must be approved by the Contracting Officer Representative.

2. SERVICE DELIVERY SUMMARY:

Provide all written reports of the system within time line specified by the PWS.

Discrepancies identified by the Government shall be corrected and returned within 1 duty day unless additional time has been approved by the COR.

Perform software updates of all executable and maintenance programs to latest developed by manufacturer.

1.1.4.5. All updates are installed by

completion of annual maintenance.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The Government will provide electricity, water and sewer utilities, police protection, fire protection and emergency medical services. Any medical expenses incurred by contractor personnel shall be the responsibility of the contractor.

4. GENERAL INFORMATION.

4.1. QUALITY CONTROL. Contractor shall develop and maintain a quality program to ensure maintenance and repair services are performed in accordance with the performance work statement, applicable standards and codes. The contractor shall develop and implement procedures to identify and prevent defective services from recurring. As a minimum, the contractor shall develop quality control procedures that address the areas identified in paragraph 2, Services Summary. The Government evaluator must have a specific quality control inspector to notify in case of customer complaints. The contractor shall submit a Quality Control Plan (QCP) to the CO and COR within 15 days after of contract award, outlining procedures to identify, prevent and ensure non‐recurrence of defective services.

4.2. QUALITY ASSURANCE. The Government will evaluate the contractor's performance by appointing a representative (COR) to monitor performance through intermittent onsite inspections of the contractor’s performance and quality control plan. The Government may inspect each task as completed or increase/decrease the number of quality control inspections if deemed appropriate. The Contracting

Officer shall make final determination of the validity of customer complaint(s) in case of disagreement with the COR.

4.3. HOURS OF OPERATION. Normal duty hours are Monday through, Friday 7:30 AM to 4:00 PM, excluding federally observed holidays.

4.4. GOVERNMENT HOLIDAYS. New Year's Day, Martin L. King, Jr. Day, President's Day, Memorial Day, Independence Day, Columbus Day, Thanksgiving Day, Veteran's Day, and Christmas.

4.5. SECURITY REQUIREMENTS. The contractor shall be responsible for safeguarding all Government property provided for contract use. At the close of each work period, Government facilities, equipment and materials shall be secured. The will provide escort services to the job site. (301) 981‐3689.

4.6. BASE REGULATIONS AND DIRECTIVES. All personnel employed by the contractor, in the performance of this contract, or any representative of contractor entering the Government installation, shall abide by all security regulation and directives that pertain to, safety, traffic, fire and personnel clearances.

4.7. CRIMINAL BACKGROUND CHECK REQUIREMENT

3 FEDERAL CRIMINAL HISTORY BACKGROUND CHECK. The contractor and all employees of the contractor requiring access to JBA controlled areas, to include all areas within the pathfinder fence, will be required to successfully undergo a Federal Criminal History Background Check and be fingerprinted.

The contractor shall be responsible for all costs associated with fingerprinting and the Federal Criminal

History Background Check. The authorization number is 00625G, and should be entered in the ORI space on the back of the bluer card. For updated information on obtaining federal background checks visit the

4.8. PHYSICAL SECURITY. The Contractor shall be responsible for safeguarding all Government property provided for Contractor use. At the close of each work period, all Government facilities, equipment and materials shall be secured.

4.8.1. CONDUCT. The contractor shall be responsible for the actions of any of their employees or who are working at any location as required by this contract.

4.8.2. WEAPONS. Weapons of any sort are not authorized on Joint Base Andrews, this includes, pistols, shotguns, assault rifles, rifles, knives, swords, numb chuck, brass knuckles, or any other instrument designed with the sole purpose to injure or maim. Combination tools such as Leatherman and small pocket knives with folding blades less than four inches are authorized if used in the performance of duty. If there are any questions concerning an authorization of an item the contractor shall verify with

Joint Base Andrews Visitor Control Center prior to transporting the item on the installation. Those found in violation of directives are subject to apprehension, criminal charges and debarment from the installation.

4.8.3. ILLEGAL/CONTROLLED SUBSTANCE. The U.S. federal government is the most vocal opponent of the drug industry and it has set the de facto international standards regarding the legality and illegality of different drugs. Illegal controlled substance and narcotics are not authorized on Andrews AFB what so ever, controlled substances may not be transported on the installation via vehicle or on an individual's person, i.e., marijuana/Cannabis, cocaine, crack cocaine, LSD, Methamphetamine (Meth), Heroin, Anabolic steroids, Psilocybin mushrooms, are some examples of forbidden substances (this list is not all inclusive). Prescription medications are authorized for the person the medication is issued; however, the medication must not be expired and the label must clearly indicate the name of the person the medication is issued to. Otherwise, the prescription medication may be deemed illegal by law enforcement officials. Those found in violation of directives are subject to apprehension, criminal charges and debarment from the installation.

4.9. BASE PASSES. To obtain base passes, no security clearance is required, but the contractor shall provide, on company letterhead, the names of each employee with the information listed below. This information shall be provided to the COR for approval and completion of a Long Term Contractor Access

Pass. Once approved, the list of names shall be given to the COR to put in the contract folder. The contractor shall be responsible for the return of passes issued to employees who separate from the contract before the expiration date of each contract period including any extensions to the contract.

Lost or stolen passes shall be reported immediately to the COR. Contract employees shall not enter restricted areas and are subject to search according to Security Forces (SFS) regulations.
