3.0 Scope of services:

The Contractor shall provide all professional services necessary for the accomplishment of each project and such required services shall be in accordance with requirements as described herein.

A. The Contractor shall provide services for the following tasks marked by an

“X”:

[X] Provide a quotation and a technical plan to complete the project as per project requirements. Provide separate quotes for each Add Alternate.

[X] The contractor shall furnish all the skilled labor, materials, equipment, tools, transportation, and supervision necessary to remove/demo old, pour new concrete ramp that is approximately 11ft. x 74ft x 6” inches in depth for building #1. The lower-level concrete ramp has a metal gutter grating water drainage system. The contractor shall furnish, prepare, and install all required landscaping/site work required to prepare the area for concrete. Minimum ½” rebar must be used as to proper code for slabs and any materials necessary. The Contractor shall be responsible for transporting any fill to the jobsite and all compacting and prep work. The Contactor shall remove and reinstall gutter system and grates. The contractor must replace the old steel drainage pipe with a new 4” pvc pipe for drainage. The old metal drainage grates may be reused, but all other metal and materials must be replaced. The piping must be tied into the existing system.

[X] Add Alternate A: Demo old upper-level concrete ramp and pour new ramp that is approximately 11ft. wide by 68ft. in length by 6 inches in depth with all associated landscaping, fill, re-bar, and materials to install new concrete ramp. Apply a broomed finish and cut expansion joints as to industry standards. Special Note: The northern ramp portion is approximately 11ft. x 20 ft. needs to be poured at an elevation like it currently exists. That top portion of the pour must be slightly sloped to the south but must accommodate a landing area for delivery vehicles. The contractor must provide a transition like currently exists to the lower-level portion. It must have a metal transition like currently exists or must be approved by the COR before completed.

[X] Add Alternate B: Bldg.#12 East side: Demo old Concrete pad approximately 28ft. wide by 90ft. in length by 6 inches in depth with all associated landscaping, fill, re-bar and materials and install new concrete pad. Cut groves into the concrete on sloped portion like currently exists.

4.0 Technical Project Requirements:

The Contractor will work with site personnel to ensure each task is accomplished in a timely manner.

A. The Contractor’s work shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with applicable federal, state, and local code requirements as well as current industry standards, (i.e.: EPA, ASTM, GSA, AASHTO, etc.) and health and safety codes, in effect at the time of contract award.

B. All work to meet all pertinent Unified Facilities Guide Specifications (UFGS) and ARS 242.1M standards. UFGS available at http://www.wbdg.org/ffc/dod/unified-facilities-guide-specifications-ufgs.

5.0 Background & Site Description:

A. The concrete sections on the south side of building #1 are needed. The contractor must work around the site as it exists.

B. The contractor must work around the existing structure.

C. The existing concrete ramp section for the lower ramp portion with the metal drain grates need to be removed and replaced. The old top drain grates may be reused but all the other materials need to be replaced and tied into the existing drainage system. The drain water piping below the concrete needs to be removed and replaced with PVC piping sized to match the existing piping, 4”, that is already there and tied into the existing drain system.

6.0 Technical Cost Proposal: Base Quote with Add Alternates for this contract.

7.0 Specific Requirements:

A. Concrete ramp sections South Side Bldg.#1

1. Existing site work. The contractor shall demo and remove the existing-concrete sections on the south side of building#1. The contractor shall furnish, prepare, and install all required site work and landscaping/dirt work necessary for the related concrete work to be completed, including adding and compacting the required fill to raise the elevations of existing site to accommodate the required concrete work. The site shall be thoroughly compacted for proper compaction to pour the cement pads.

2. The contractor shall remove the old concrete. Prepare the site for new concrete. Install new ½” rebar every 2ft on center. 6 inches in depth concrete pads 11ft w. x 74ft L. The concrete shall be a 4000psi non-fibrous mix. It shall have ½” rebar placed every 2ft. on-center and raised off the ground on stands. The contractor shall install ½” backer around the perimeter of the boundary pour.

3. The Contractor shall apply a broomed finish to the concrete and cut expansion grooves that shall be evenly cut into the slabs.

The contractor shall reinstall a new gutter system and grates into the lower ramp concrete section, with new discharge piping that matches the existing piping with PVC drain piping. The new drain piping must be tied into the existing drainage system.

4. Alternate A Upper Ramp Area: Remove the old concrete and replace 11ft. wide by 68ft. in length by 6 inches in depth with ½” rebar placed every 2ft. on-center and raised off the ground on stands. The concrete shall be a 4000psi non-fibrous mix. Must use ½” backer around the perimeter of the pour boundaries. The contractor shall apply a broom finish. Saw cut joints according to industry standards.

Special Note: The northern ramp portion is approximately 11ft. x 20 ft. needs to be poured at an elevation like it currently exists. The top portion of the pour must be slightly sloped to the south but must accommodate a landing area for delivery vehicles. The contractor must provide a transition like it currently exists to the lower-level portion. It must have a metal transition like currently exists or must be approved by the COR before completed.

5. Add Alternate B Bldg#12 East side: Remove old concrete and replace a 28ft wide by 90ft in length by 6 inches in depth with ½” rebar placed every 2ft. on-center and raised off the ground on stands. The concrete shall be a 4000psi non-fibrous mix. Must use ½” backer around the perimeter of the pour boundaries. Saw cut to south of crack and remove and tie in new concrete. The contractor shall apply safety grooves and a broom finish. Saw cut joints according to industry standards.

B. Landscaping

1. The contractor shall demo and remove all the existing concrete and associated materials. The pour area landscaped and compacted appropriately for the new concrete to be poured.

2. The base for the concrete sites shall be thoroughly compacted to build the sites and then an additional 2” of class 5 road gravel must be used and compacted on top of the fill for the base of the concrete pours.

The site must have the proper compaction ratings before the concrete is poured.

3. The Contractor will be required to backfill and landscape the area after the concrete is poured.

4. All backfilling will be subject to the approval of the COR.

The contractor is responsible for all the loading and hauling of materials to the jobsite and all waste materials and old concrete off the jobsite.

5. The areas need to be cleaned up and materials and waste picked up and removed off the jobsite. It is the contractor’s responsibility to protect the areas to be poured around from splashing concrete. Any landscaping must be protected and returned to as it was beforehand according to COR approval.

6. Utility line locates that are needed must be the responsibility of the contractor and the contractor will be responsible for any damage or repairs needed to any utilities.

8.0 Performance Schedule: When weather is appropriate, project should be completed 60 days after Notice to Proceed or sooner.

9.0 Government Furnished Equipment\Services

A. None provided.

10.0 General Requirements:

A. Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Design Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of construction permit, licenses, inspections, etc., are the obligation of the future Construction Contractor.

B. Schedules shall be updated and furnished with each submittal.

C. Submittals shall be made as scheduled in the Special Requirements section. Each submittal shall be distributed electronically in Adobe for review, to the Location Monitor at the facility, Engineering Project Manager, and Contracting Officer. Each submittal shall contain the previous submittal's Excel comment sheet with responses, notes of meetings held with ARS personnel, design notes, calculations, and construction progress bi-weekly meetings during construction.

D. Changes in the scope of work or the task order that affect the level of effort of the Contractor must be pre-approved by the CO.

E. Disputes or questions that arise after the task order has been negotiated will be resolved by the CO.
