TO

OVERHAUL BUILDING 010A CHILLER #2

BELTSVILLE AGRICULTURAL RESEARCH CENTER

STATEMENT OF WORK

PROJECT NUMBER:

PROJECT LOCATION: Beltsville Agricultural Research Center (BARC), Bldg. 001, Beltsville, Maryland.

DESCRIPTION OF WORK: To overhaul chiller #2 at building 010A.

Chiller #2 Overhaul – Trane CVHE320/ Ser # L93L11842

The contractor shall lock-out tag-out chiller #2 and recover all refrigerant & store per EPA regulations. The contractor shall remove the oil from the chiller and dispose in an appropriate manor. The contractor shall megger test the compressor & oil pump motors. The contractor shall disassemble the chiller, clean the gaskets & O-ring surfaces, record all bearing, labyrinth and seal clearances. The contractor shall send the rotor out for new bearing install & have a bar to bar test on the rotor. The contractor shall remove the oil pump and clean the sump. The contractor shall provide and install a new oil pump with a new oil filter and motor. The contractor shall reassemble the chiller using Trane approved gaskets & O-rings. The contractor shall leak test, evacuate and charge back the refrigerant removed. USDA will provide any additional refrigerant if needed. The contractor shall check, set and adjust all operating & safety controls, perform PM on the purges, check & clean the starter, check all electrical connections for tightness & dry run the starter. Upon completion, the contractor shall clean the site, check the chiller charge and operation per the manufacturer’s recommendations.

In accordance with this contract, the contractor shall provide all labor, material, equipment, and transportation to include all accessories and incidentals necessary to complete this job to government requirements. Should the contractor encounter any material that in his judgment may contain asbestos, he must stop work immediately and notify the Contracting Office within 24 hours.

Prior to commencing work, the contractor is required to obtain Construction Authorization, vehicle permits, and identification badges. These can be obtained from the Engineering and Construction Branch Office, Building 426A, BARC-East, Beltsville, Maryland. VEHICLE PERMITS AND IDENTIFICATION BADGES SHALL BE RETURNED TO THE GOVERNMENT PRIOR TO THE FINAL PAYMENT BEING ISSUED.

NOTE: THE CONTRACTOR SHALL NOTIFY THE GOVERNMENT TECHNICAL REPRESENTATIVE ON 301-741-1670 AT LEAST 24 HOURS BEFORE ANY WORK IS SCHEDULED TO START. All contractor's work shall be monitored and inspected by BARC personnel and done in accordance with the Statement Of Work and attached drawings, specifications, graphics, BARC Special Conditions, and performed in accordance with all applicable local building codes, Construction Standards and Codes, Americans with Disabilities Act, local and State traffic codes, Maryland Department of Environment, the Maryland Highway Specifications, and the Maryland Department of the Environment Regulations concerning Clean Water Act.

SCOPE OF WORK:

1. B001 Chiller #2 The Contractor Shall provide all labor and materials to

· Lock-out tag-out chiller #2 and recover all refrigerant & store per EPA regulations.

· Remove the oil from the chiller and dispose in an appropriate manor.

· Megger test the compressor & oil pump motors.

· Disassemble the chiller, clean the gaskets & O-ring surfaces, record all bearing, labyrinth and seal clearances.

· Send the rotor out for new bearing install & have a bar to bar test on the rotor.

· Remove the oil pump and clean the sump.

· Provide and install a new oil pump with a new oil filter and motor.

· Reassemble the chiller using Trane approved gaskets & O-rings.

· Leak test, evacuate and charge back the refrigerant removed. USDA will provide any additional refrigerant if needed.

· Check, set and adjust all operating & safety controls, perform PM on the purges, check & clean the starter, check all electrical connections for tightness & dry run the starter.

· Clean the site, check the chiller charge and operation per the manufacturer’s recommendations.

A. Demolition: The contractor shall remove and dispose of Government property, all items indicated as TO BE REMOVED. Such items become the property of the contractor and shall be loaded, transported per applicable DOT regulations, and disposed of at approved landfills.

B. Field Verification: It is the responsibility of the contractor to verify all field measurements, quantities, and field conditions prior to bidding and commencing work.

C. Staging: All equipment, supplies and materials for this contract shall be stored in the work area at the contractor’s risk. The buildings and grounds at BARC will be secured at the end of each day by BARC Security. BARC is not responsible for any of the contractor's stored material or equipment, either inside or outside the building at any time.

D. Scheduling: The total contract period shall be 30 calendar days from receipt of Notice To Proceed (NTP). A period of 10 calendar days shall be allotted for the submittal, review, re-submittal process. The work on-site shall be limited to eighty (20) calendar day period. The initial inspection shall be scheduled a maximum of seventy-six (26) calendar days from receipt of NTP, leaving 4 days for punch-list remedies. The final inspection shall be scheduled a maximum of 90 calendar days from the NTP. The contractor shall submit a copy of his proposed schedule (ARS-372 form) to the COR and CO for approval within 14 calendar days of NTP.

E. Submittals: The contractor shall submit the manufacturer’s technical data sheets and shop drawings for the list of items within 10 calendar days of receipt of NTP. Each submittal shall be attached to a Submittal Transmittal Form (enclosed), signed by the Contractor, and delivered to the COTR and CO. Provide six (6) hard copies of each material submittal to the COR. And email a copy of the submittal to the CO. Any submittals requiring samples shall only be submitted to the COTR.

F. O&M Manuals / Refrigerant Inventory / Preventive Maintenance / Warranty Forms: The contractor shall provide four (4) copies of bound operation and maintenance manuals to include manufacturer’s technical data sheets, installation instructions, and spare parts data for each piece of mechanical or electrical equipment. The contractor shall provide a Refrigerant Inventory form and Preventive Maintenance / Warranty form. Four hard copies of an O&M manuals and forms listed and two (2) CD (electronic) copies in pdf format shall be turned over to the Contracting Officer at the final inspection.

G. Coordination: The contractor shall coordinate with the COR, with adequate advance notice, all work which will require an inconvenience or work stoppage to Government personnel due to noise, dust, extreme temperatures, and exposure to chemical fumes or interruption in utilities. The contractor shall provide dust protection as required to ensure the delicate scientific and other equipment housed in this building is not damaged.

H. Complete Work: It is the intent of this project to contract for a complete, functioning mechanical, electrical, etc., system, finished in all respects, accomplished by mechanics skilled in the trades involved and performed in the highest standards of workmanship .

I. Guaranty and Warranty: All contracted work shall be guaranteed by the contractor for a period of one (1) year all parts and labor from the date of final acceptance against defective materials, design, and workmanship. Upon receipt of notice from the Government of failure of part or parts of the guaranteed equipment during the warranty period, the affected part or parts shall be replaced within 48 hours with new parts by and at the expense of the contractor. ALL WARRANTIES SHALL BE TURNED OVER TO THE COTR PRIOR TO FINAL INVOICING.
