PURCHASE DESCRIPTION

FOR

Humidity Generator Extended Range Upgrade

1.0 SCOPE: This purchase description identifies performance requirements for the CGS-240 Humidity Generator upgrade used in Air Force PMELs.

2.0 PERFORMANCE REQUIREMENTS:

2.1 Operational Range: The upgrade shall extend the chamber temperature range of the Humidity Generator to -10 °C while maintaining accuracy of ±0.03 °C.

3.0 FUNCTIONAL REQUIREMENTS:

3.1 Compatibility: The extended range upgrade for the Humidity Generator shall not modify any hardware on the Humidity Generator. It shall only require updates to software, firmware, and fluids used for operation of the unit. It shall not interfere with, degrade, or remove any current capability of the Humidity Generator.

3.2 Part Number and Label: The upgrade shall include updated unique part number for the upgraded Humidity Generator to differentiate them from the original CGS-240 units. An updated label shall be included to identify the upgraded units on their exterior. A new manual, or addendum to existing manual, shall be provided that reflects the new part number.

3.3 Hardware Warranty: The hardware warranties on CGS-240 Humidity Generators shall be extended as follows:

3.3.1 For all CGS-240 Humidity Generators which are still covered under the 12-month standard warranty at the time of upgrade, the contractor will extend the warranty an additional 12 months.

3.3.2 For all CGS-240 Humidity Generators which have an expired warranty, the contractor will offer a new 6-month hardware warranty to begin at the time of the upgrade.

4.0 SOFTWARE/FIRMWARE REQUIREMENTS:

4.1 Software/Firmware Identification: All software/firmware used in conjunction with instrument shall be identified by Name, Version, and Date; to be displayed upon startup or located in an “About” menu in the software/firmware.

4.2 Software/Firmware Warranty: The contractor shall warrant that the software/firmware product meets this purchase description, is free from defects in design and operation, and will perform to stated specifications within this purchase description for the length of the warranty.

4.2.1 The contractor (at no additional cost) shall update or replace the software/firmware product as necessary to correct any deficiencies identified in the software/firmware. Replacement software/firmware shall meet or exceed the requirements in this purchase description, shall not require additional training to operate, and shall be warranted for the remainder of the equipment warranty.

4.2.2 The contractor shall ship software/firmware upgrades directly to AFMETCAL.

4.2.3 The contractor (at no additional cost) shall provide technical support for normal software/firmware usage, clarification of documentation, and resolution of software/firmware problems. The contractor shall have multiple methods for convenient contact of Technical Support. Contact methods may include but are not limited to on-line or telephone.

4.3 Interchangeability:

4.3.1 When software/firmware upgrade is anticipated by a manufacturer during the life of this contract, the contractor shall contact AFMETCAL for concurrence. If AFMETCAL concurs with the proposed upgrade, all previous units delivered under this contract shall be updated to this upgrade.

4.3.2 All software/firmware provided under this contract shall be at the same version, revision, and revision date at the completion of the contract.

4.3.3 Software/firmware shall be updateable by AFMETCAL through communication protocols with Windows based-PC or external drive. Instructions on how to perform the update and any required communication software shall be provided

5.0 OPERATOR’S MANUAL: The hardware manual shall describe how to set up and operate the unit along with a design schematic of the unit as stated in the DD1423 and DIDs. Remote commands shall be listed in the operator’s manual.

6.0 ENVIRONMENT, SAFETY, AND OPERATIONAL HEALTH: A combination of the system manual, other documentation, and/or the system itself shall identify potential environment, safety and operational health hazards and how they are mitigated when the design itself cannot mitigate them. This will be accomplished through stating the hazard and accompanying mitigation through the use of safety devices, use of warnings, or use of special operational procedures to counter such hazards.

7.0 TESTING: The Humidity Generator upgrade shall be inspected and accepted at a destination specified elsewhere in this contract. The item will be checked with test equipment and parameters equal to or better than those required assuring specified performance requirements are met. Test equipment has first echelon certification directly traceable to the National Institute of Standards and Technology (NIST) or other AFMETCAL approved sources where required. Tests will be performed using, at minimum, a Fluke 5698-25 Standard Platinum Resistance Thermometer to assure the Humidity Generator upgrade meets or exceeds all of the requirements of this purchase description. Such testing does not relieve the contractor of performing all inspections and quality control checks at the point of fabrication as necessary to assure performance as specified.

DATA REQUIREMENTS

MANUALS: A complete user and service manual and calibration procedure shall be provided with each unit in contractor format. Manuals shall be on CD/DVD-ROM in Indexed Portable Document Format (iPDF). The manuals shall comply with Data Item Description (DID) DI-TMSS-80527D and the Contract Data Requirements List (DD Form 1423).
