The contracting officer determined that only RH Systems is reasonably available as a single source due to proprietary rights and the need for form, fit and function compatibility with the existing equipment. Future procurements for this calibration equipment will be competed openly.

Section A: General Contract Information

Project/Program Name: CGS-240 Humidity Generator Upgrade

Section B: Description of the Supplies/Services Required
This is a procurement to upgrade up to 5 P/N: CGS-240 RH Systems Humidity Generators. The Humidity Generators are used by the Air Force Precision Measurement Equipment Laboratories (PMEL) during calibration of hygrometers, weather stations, and indoor environmental monitoring systems. The upgrade will extend the range of the Humidity Generators down to -10 °C.
Section C: Justification for Soliciting from a Single Source or Brand Name
Only RH Systems can supply the upgrade that will work with the configuration of the Air Force's CGS-240 Humidity Generators. RH Systems is not willing to sell proprietary rights. As the original equipment manufacturer (OEM), they are able to provide the upgrade to their equipment. They were contacted and provided cost estimates. Due to form, fit, and function of the Humidity Generator only RH Systems can provide the required upgrades.
There is only 1 humidity generator that has an extended range to -10 °C in the AF inventory. On average there are 147 calibrations per year that require the extended range of this humidity generator for a full calibration. Cost of sending items to a commercial lab calibration are each, which would be a cost of per year. Procuring new systems with this capability would approximately cost per unit.
Section D: Efforts to Obtain Competition
RH Systems is OEM and offering the upgrade to the Air Force units. Engineering reached out to RH Systems for a cost estimate and were provided an estimate of per unit upgraded. Not pursuing sole source and procuring new systems with this capability would approximately cost per unit.
AFMETCAL Contracting and Small Business Representative issued a Sources Sought Synopsis on 6/30/2023 for 15 days. Zero responses were received.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Future procurements for this calibration equipment will be for a new system and be solicited as full and open competition.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
