RFP 935-S

Amendment No. 3

December 8, 2016

This is Amendment No. 3. The specifications in our invitation for bids on Program 935-S, scheduled for opening at December 13, 2016, are amended as follows:

· Change the bid opening date to January 5, 2017.

· The Qualified Products List is revised, and the current list is attached to this amendment.

· Various questions have been asked regarding the 935-S program that we wish to clarify at this time.

1) Question:

Requirements: Amendment one negates the most favored customer (“MFC”) requirement but only on page 11. However, the MFC is stated in multiple sections throughout the RFP. Is the MFC negated entirely?

1) Answer:

This is addressed in Amendment #2, posted on November 30th, 2016

2) Question:

Price Schedule. Pertaining to existing business on the program what % of orders are CONUS vs. OCONUS in transactions and dollars spent?

2) Answer:

There is no OCONUS requirement in the current contract. Therefore, we have no historical data, however, we estimate that approximately 10% of new business will be OCONUS.

3) Question:

Financial Requirements: Would GPO allow contractor to remit the 7% recovery fee on a quarterly basis instead of a monthly basis?

3) Answer:

GPO will allow the recovery fee to be submitted monthly or quarterly. The proposal must define the basis.

4) Question:

Are orders not permitted over the phone?

4) Answer:

To ensure a record of each order, no phone orders shall be accepted.

5) Question:

Are vendors required to comply with manual invoicing via GPO barcoding / faxing procedure or can invoices be submitted electronically?

5) Answer:

Invoices will be submitted electronically.

6) Question:

Can vendors submit an attachment for the price proposal in the same format or is it a requirement to write in the prices on the RFP document?

6) Answer:

The prices can be submitted as an attachment on the contractor’s own paper, if they choose, however, the pricing structure must be in exactly the same format as specified in the RFP.

7) Question:

Can paper be manufactured from an approved mill in Canada?

7) Answer:

All paper must be JCP compliant per the specifications.

8) Question:

Can GPO extend the due date for proposals?

8) Answer:

The due date will be extended to January 5, 2017.

Balance of specifications remain the same.

Acknowledge on bid or amend bid by letter to the U.S. Government Publishing Office, Bid Section, Room C-848, Stop: PPSGB, Washington, DC 20401, M/F: Program number, bid opening date and time. Facsimile amended bids/letters in response to this amendment are permitted. Facsimile bids/letters may be submitted directly to the GPO Bid Section, Fax No. (202) 512-1782. The program number and bid opening date and time must be specified with the amended bid/letter. Refer to Amendments to Solicitations in the Solicitation Provisions of GPO Contract Terms, GPO Publication 310.2, as revised June 2001. Hand delivered amended bids/letters are to be taken to: GPO Bookstore, 710 North Capitol Street, NW, Washington, DC, between the hours of 8:00 a.m. and 4:00 p.m., prevailing Washington, DC time, Monday through Friday. Follow the instructions in the Bid Submission/Opening area. If further instruction or assistance is required, call (202) 512-0526.

Failure to acknowledge receipt of this amendment, by amendment number, prior to bid opening date and time, may be reason for bid being judged nonresponsive.
