This is Amendment No. 2 for RFP 935-S.

Bid opening date remains December 13, 2016.

RFP 935-S is hereby amended to the extent that the following changes are made:

The schedule for all deliveries outside the continental United States (OCONUS) is changed as follows:

On page 11 of 59, Section C.3, second bullet, delete the standard delivery schedule of eight (8) workdays for deliveries outside the continental United States (OCONUS), and insert the following:

The contractor must maintain a schedule that is mutually agreeable to the ordering agency and the contractor for shipments outside the continental Unites States, to include Alaska, Hawaii, the American Territories, *APO/FPO addresses, and foreign destinations.

*NOTE: This requirement only applies to the APO/FPO addresses located outside the continental United States. The APO/FPO addresses located within the continental United States are considered CONUS addresses, and the contractor must adhere to the specified schedule for CONUS deliveries.

On page 24 of 59, Section F.1(a), second bullet, delete the paragraph in its entirety, and insert the following:

The contractor shall maintain a schedule that is mutually agreeable to the ordering agency and the contractor for shipments outside the continental United States, to include Alaska, Hawaii, the American Territories, *APO/FPO addresses, and foreign destinations.

*NOTE: This requirement only applies to the APO/FPO addresses located outside the continental United States. The APO/FPO addresses located within the continental United States are considered CONUS addresses, and the contractor must adhere to the specified schedule for CONUS deliveries.

The distribution of OCONUS deliveries is changed from f.o.b. destination to f.o.b. contractor’s city (reimbursable), as follows:

On page 8 of 59, Section B.2, delete the statement that offers are f.o.b. destination, and insert the following:

Offers are f.o.b. destination for all CONUS deliveries and f.o.b. contractor’s city for all OCONUS shipments.

On page 8 of 59, Section B.2, delete the following two paragraphs in their entirety.

Pricing submitted will be for products ordered with deliveries within the continental United States (CONUS).

Contractor will receive a distribution surcharge of 10% for all products ordered with deliveries outside the continental United States (OCONUS). Failure of the contractor to deliver work at the time specified will result in disallowance of the surcharge that was anticipated and the contractor will not list such items on their billing invoice.

On page 25, Section F.3, delete the entire section in its entirety, and insert the following:

All CONUS deliveries shall be freight on board (f.o.b.) destination.

All OCONUS shipments shall be f.o.b. contractor’s city (reimbursable).

Contractor is required to ship by reimbursable, traceable means using most economical method to the

Government, as needed to meet the agreed upon schedule. Contractor will be reimbursed for all shipping costs by submitting shipping receipts with billing invoice for payment.

Shipments to APO, FPO, and post office addresses, regardless of total weight of shipment, must be made by reimbursable U.S. Postal Service.

NOTE: The trade discount (cost recovery fee) does NOT apply to shipping costs (or postage, if applicable).

The ship/deliver date for each order is the date products ordered for delivery f.o.b. destination (CONUS) must be delivered to the destination(s) specified and the date products ordered for shipping/mailing f.o.b.

contractor’s city (OCONUS) must be picked up by the small package carrier or delivered to the U.S. Postal Service.

Multiple addresses for a single order may be required.

The requirement for the Oral Presentation is changed as follows:

On page 51 of 59, Section L.11, delete the first sentence in its entirety, and insert the following:

If the Offeror meets the above technical evaluation, an Oral Presentation may be required for the Lowest Price Technically Acceptable contractor that meets all the Technical Requirements, as determined by the Government.

On Attachment 1, add the following paper manufacturer to the Qualified Product List:

Brand Name – 20# Colors Manufacturer/Supplier

Boise Colors Boise Paper

As a follow-up to Amendment No. 1, dated November 23, 2016, the following additional changes are made:

On page 7 of 59, Section B.1, delete the following paragraphs in their entirety:

All prices submitted must be on the basis of “most favored customer” pricing. The contractor must lower the pricing schedule as needed to allow the GPO to maintain the “most favored” pricing status. Adjustments will not be made to increase line item prices.

The GPO will monitor pricing during the life of the contract and may terminate the contract with the contractor if their pricing violates the “most favored customer” pricing certification.

On page 8 of 59, Section B.2, third paragraph, delete the reference to “…and must reflect the offeror’s ‘most favored customer’ pricing.”

On page 19 of 59, Section C.13, delete the term “Most Favored Customer Pricing” and its definition in its entirety.

On page 26 of 59, Section G.2(e), delete the reference to “…and based upon the most favored customer pricing.”

On page 51 of 59, Section L.8, delete the reference to “…on the basis of most favored customer pricing and…”

Balance of specifications remain the same.

Acknowledge on bid or amend bid by letter to the U.S. Government Publishing Office, Bid Section, Room C-848, Stop: PPSGB, Washington, DC 20401, M/F: Program number, bid opening date and time. Facsimile amended bids/letters in response to this amendment are permitted. Facsimile bids/letters may be submitted directly to the GPO Bid Section, Fax No. (202) 512-1782. The program number and bid opening date and time must be specified with the amended bid/letter. Refer to Amendments to Solicitations in the Solicitation Provisions of GPO Contract Terms, GPO Publication 310.2, as revised June 2001. Hand delivered amended bids/letters are to be taken to: GPO Bookstore, 710 North Capitol Street, NW, Washington, DC, between the hours of 8:00 a.m. and 4:00 p.m., prevailing Washington, DC time, Monday through Friday. Follow the instructions in the Bid Submission/Opening area. If further instruction or assistance is required, call (202) 512-0526.

Failure to acknowledge receipt of this amendment, by amendment number, prior to bid opening date and time, may be reason for bid being judged nonresponsive.
