About this file
This document is a U.S. Preference form related to procurement of products manufactured in the United States, governed by Louisiana Revised Statute (R.S.) 39:1604.7. The form provides guidelines for bidders seeking a 5% price preference for products manufactured within the United States, with specific conditions for eligibility. Bidders must complete the entire document prior to bid opening and can claim preference only if their U.S.-manufactured products meet certain criteria, including being equal in quality to competing products and not exceeding the lowest bid price by more than 5%.
The preference policy allows procurement officers to purchase U.S.-manufactured materials, supplies, and equipment under specific circumstances. To qualify, vendors must certify that their products are manufactured in the United States, which is defined as a process where manufacturing, final assembly, processing, packaging, testing, and value-adding activities occur within the United States or its jurisdictions. The form requires bidders to specify which line items they are claiming preference for, provide the location of manufacture, and sign a certification of U.S. manufacturing origin. The goal is to provide a competitive advantage to U.S. manufacturers while maintaining cost-effectiveness and quality standards.
