About this file

This document is a U.S. Preference form related to procurement of products manufactured in the United States, governed by Louisiana Revised Statute (R.S.) 39:1604.7. The form provides guidelines for bidders seeking a five percent price preference for products manufactured entirely within the United States, including defining "manufactured in the United States" as a process where all key production steps occur domestically.

The preference applies when products are equal in quality to international alternatives, with specific conditions including: (1) U.S.-manufactured items cannot cost more than 5% above foreign-produced items, (2) vendors must agree to sell at the lowest bid price, (3) in cases of multiple U.S. manufacturers within the 5% price range, the lowest bidder can match the lowest overall bid, and (4) vendors must certify the items are manufactured in the United States. Bidders are required to complete the form comprehensively, marking whether they claim the U.S. preference, specifying line items, and providing the manufacturing location, with a signed certification of U.S. manufacturing.
