Rio Grande Valley Statement of Work

For Storage Space Rental

1.0 Background

As a component of Department of Homeland Security, U.S. Customs and Border Protection (CBP) is responsible for protecting our Nation’s borders in order to prevent terrorists and terrorist weapons from entering the United States, while facilitating the flow of legitimate trade and travel. CBP is also responsible for apprehending individuals attempting to enter the U.S. illegally; stemming the flow of drugs and other contraband; protecting our agricultural and economic interests from harmful pests and diseases; protecting American business from theft of their intellectual property; and regulating and facilitating international trade, collecting import duties, and enforcing U.S. trade laws.

The U.S. Border Patrol (USBP), Rio Grande Valley (RGV) sector has an ongoing mission essential requirement to secure rental of Storage Space. RGV Logistics Supply is responsible for bulk purchasing for RGV Area of Responsibility (AOR) and Central Processing Center’s (CPCs). The storage is necessitated for Supply and CPCs to obtain adequate storage space to house bulk purchasing. Funded with related funds, the storing of hundreds of pallets consisting of supplies, clothing, beverages, dry snacks, and equipment in support of the detainees held at (CPCs) such as Ursula at McAllen and Donna Holding Facility (DHF) at Donna, Texas.

2.0 Scope of Work

This Statement of Work (SOW) is to set in place a Short-Term Bridge Contract with the current Contractor. The storage space must be in close proximity of each other and within the same fenced compound for ease of receiving and deliverables of detainee supplies. The uncertainty of the DHF can be quickly dissolved when USBP Headquarters determines facility is no longer required. That will cause a change in demographics by shifting family units to be diverted to stations and CPC Ursula. Dismantle of the DHF will create a change of storage needs and to store all facility equipment.

2.1 Period of Performance

- One Three-month Base Period March 1, through May 31, 2024

- One Option Period Extension: June 1, through August 31, 2024

4.0 Storage Space Requirements

Storage space must meet or exceed the requirement square footage. The rental must include at minimum one to a maximum of two office space(s). Main Office areas must have a Men’s and Woman’s restroom facility. The restrooms must have at least one handicap stall. Exterior requirement of 10 designated employee parking spaces.

Specified loading and unloading spacing for pick-up and deliveries. Must have dock bays for receivables. Bay doors to air each facility, working outlets for charging forklifts, and designated entry/ exit doors for staff. Exterior security of monitoring suspicious vehicles or facilities is mandatory.

4.1 Storage Space #ONE Requirements

- Space: Minimum 7,700 Square Feet (SF); Maximum 7,900 SF

- No Office Space required

- Ceiling Height: Minimum 20 Ft. Clearance

- Loading Dock(s): Two dock doors, 7’6” x 9’6”; Must accommodate 53’ trailers

- Forklift Ramp: One permanent, concrete ramp; minimum 10’ x 10’

- Electricity: 480V/ 3 Phase

- Sprinkler System Protection: Standard Wet System throughout with Early

Suppression, Fast Response (ESFR)

- Floor Thickness: 4” Slab at 4000 PSI

- Lighting: T5 High Efficiency

- Must have bathroom facilities within the area or within the building

4.2 Storage Space #TWO Requirements

- Space: Minimum 12,250; Maximum 12,500 Square Feet

- Office Space: Minimum 4,000; Maximum 4,500 Square Feet

- Ceiling Height: Minimum 20 Ft. Clearance

- Loading Dock(s): Minimum six-loading docks; Must accommodate 53’ trailers

- Forklift Ramp: One permanent, concrete drive-up ramp into building

- Electricity: Available in building and in all office spaces

- Sprinkler System Protection: Standard Wet System throughout with Early

Suppression, Fast Response (ESFR)

- Floor Thickness: 4” Slab at 4000 PSI

- Must have bathroom facilities within the area or within the building.

4.3 Storage Space #Three Requirements

- Space: Minimum 40,000 SF; Maximum 42,000 SF

- Office Space: Minimum 150 SF

- Ceiling Height: Minimum 22 Ft. Clearance

- Loading Dock(s): Minimum four (4) loading docks; Must accommodate 53’ trailers

- Forklift Ramp: One permanent, concrete drive-up ramp into building

- Electricity: Available in building and in all office spaces

- Sprinkler System Protection: Standard Wet System throughout with Early

Suppression, Fast Response (ESFR)

- Floor Thickness: 5” Slab at 4000 PSI

- Must have bathroom facilities within the area or within the building.

4.4 Security Requirements

- Contractor shall ensure that the compound/storage space is completely surrounded by a minimum 8’ perimeter security fence topped with a minimum of three rows of stranded barbwire outriggers.

- Contractor shall provide security guards that will monitor the compound 24 hours a day, 365 days a year to control all physical access to the site

- Contractor shall ensure security guards will log all vehicular traffic and monitor deliveries; logs will be made available to CBP upon request or incident.

- Contractor shall have security cameras that cover, and archive records kept up to 30 days of activity within the compound.

- Security camera system shall provide 24-hour surveillance of compound, entry/exit gates, traffic and parking lots; surveillance video Logs will be made available to CBP upon request or incident.

- The compound shall be Customs-Trade Partnership against Terrorism (C- TPAT) certified.

- Contractor shall provide a copy of the current C-TPAT certification with the proposal and must be maintained throughout the rental term.

4.5 Billing Requirements

Shall include an itemized list of all applicable monthly expenses including but not limited to:

- Base Rental Rate per SF

- Security, Taxes, Maintenance, Insurance costs per SF

- Deposits (If applicable)

- Application of Electricity costs (flat rate or variable monthly calculation)

5.0 GENERAL INFORMATION

5.1 Disclosure of Information

5.1.1 Any information made available to the contractor by the government or its customers shall be used only for the purpose of carrying out the provisions of this contract. This information shall not be divulged or made known in any manner to any persons except as may be necessary in the performance of the contract.

5.1.2 In the performance of this contract, the contractor assumes responsibility for the protection of the confidentiality of government records.

5.1.3 If applicable, the contractor will adhere to the requirements found in Part 24 of the Federal Acquisition Regulation, Protection of Privacy and Freedom of Information.
