Statement of Work Spectrum Analyzer Monitoring System 87th Communications Squadron

PURPOSE. The purchase of a portable spectrum monitoring receiver and software allows for proactive support and protection of spectrum dependent mission and weapon system equipment on Joint Base McGuire-Dix-Lakehurst. The spectrum analyzer needs to be designed for spectrum managers in mind, to be a necessary tool to automatically detect radio frequency parameters (bandwidth, power, duration) to effectively verify known and unknown frequency users. The spectrum analyzer and software aide in preventing unnecessary risks that electromagnetic radiation (EMR) emitters can cause to ordnances during transmit. EMR hazards can potentially fire off the circuit in ordnances that are electrically initiated devices (EIDs).

The system identifies and alerts of interfering frequencies, in real-time, affecting communications on base such as Security Forces, Fire, Air Traffic Control, and MILSTAR which enables the spectrum manager the ability to quickly identify, locate, and mitigate the cause of the interference that is affecting command and control spectrum dependent systems.

2.0 DESIGN REQUIREMENTS: The design must meet the requirements below:

2.0.1 Deconfliction of RF Spectrum and EMI reporting.

2.0.2 Spectrum Analyzer/RF Receiver system used for deconfliction of the RF Spectrum and Geo Location of RF emitters. Equipment is needed to complete 5 year Emitter Survey Review and the yearly Safety Review of transport of munitions on base.

2.0.3 Deconflict possible issues with Disruptions of Air Traffic Control, Cellular Networks, Tactical Communications, GPS, Satellite Communications, Airfield Operations, Command Post Operations, and NC3 mission.

2.0.4 Assessing how the spectrum is used when it is time for reallocation.

2.1 CRITICAL REQUIREMENTS:

2.1.1 Frequency coverage 8 kHz-8 GHz

2.1.2 Hardware preselection 8 kHz-8 GHz

2.1.3 40 MHz real-time bandwidth

2.1.4 Able to detect 1.5 μs emissions with 100% probability of intercept (POI).

2.1.5 Up to 40 dB automatic attenuation (1 dB steps).

2.1.6 3.5 kg weight (with battery).

2.1.7 Able to import SFAF records and alert when spectrum plan is violated.

2.1.8 Able to record segmented spectrum.

2.1.9 Able to output signal level vs. GPS position from spectrum recording as kml file.

2.1.10 Directional antenna handle with integrated preamplifier, GPS, and compass.

2.1.11 Four directional antenna modules covering 8 kHz - 8 GHz.

2.1.12 Active omni-directional monitoring antenna 20 MHz - 8 GHz.

2.1.13 Active omni-directional direction finding antennae 20 MHz – 1.3 GHz, 600 MHz – 6 GHz.

2.1.14 Software terminal with specified modules:

· Search and Observe

· Collect Data

· Calculate Spectrum Usage

· Mobile Locate

· Remote Control

2.1.15 Portable receiver with specified Firmware:

· Panorama Scan

· Polychrome

· Mapping

· Internal Recording

· Direction Finding

2.2 ACCESSORIES:

2.2.1 All required mounts, adapters, and transportable cases.

2.2.2 Backup Battery

2.2.3 External battery charger

2.2.4 DC car charger

3.0 DELIVERY REQUIREMENTS:

3.1 The above deliverables will be delivered and installed within building 2320 and will be a direct replacement of current infrastructure. Delivery of items must be in undamaged order and fully operational according to manufactures specifications.

3.2 The delivery location is 2320 Radin Road, Joint Base MDL, New Jersey 08641

4.0 INSTALLATION REQUIREMENTS:

N/A

5.0 STANDARD WARRANTY: The contractor shall provide any Original Equipment Manufacturer (OEM) standard commercial warranty applicable to the products being purchased at no additional cost to the Government.

5.1 Prior to project acceptance, the supplier shall provide the customer with all manufacturer warranties as needed for any component incorporated into this project such as equipment manuals, literature, CDs and DVDs and other documentation on all equipment.

5.2 Prior to project acceptance, the supplier shall provide written procedures, points of contact within company, and required information for all warranty services prior to project acceptance. This information shall include written confirmation of the warranty period, phone numbers and contact information/procedures for technical support, troubleshooting assistance, and replacement of faulty equipment.

6.0 TRAINING REQUIREMENTS:

6.1 Manufacturer will provide recipients with proper and adequate training to use and operate the system and associated software.

6.2 Including but not limited to:

6.2.1 Hands on

6.2.2 Classroom

6.2.3 Field testing

6.2.4 Instructional Manuals

6.2.5 Refresher training when required.
