Section B: Description of the Supplies/Services Required
The purchase of a portable spectrum monitoring receiver and software allows for proactive support and protection of spectrum dependent mission and weapon system equipment on Joint Base McGuire-Dix-Lakehurst. The spectrum analyzer needs to be designed for spectrum managers in mind, to be a necessary tool to automatically detect radio frequency parameters (bandwidth, power, duration) to effectively verify known and unknown frequency users. The spectrum analyzer and software aide in preventing unnecessary risks that electromagnetic radiation (EMR) emitters can cause to ordnances during transmit.
EMR hazards can potentially fire off the circuit in ordnances that are electrically initiated devices (EIDs).
The system identifies and alerts of interfering frequencies, in real-time, affecting communications on base such as Security Forces, Fire, Air Traffic Control, and MILSTAR which enables the spectrum manager the ability to quickly identify, locate, and mitigate the cause of the interference that is affecting command and control spectrum dependent systems.
Section C: Justification for Soliciting from a Single Source or Brand Name
FAR 13.501(a)(1)(ii): "Prepare sole source (including brand name) justifications using the format at 6.303-2, modified to reflect that the procedures in FAR subpart 13.5 were used in accordance with 41 U.S.C.1901 or the authority of 41 U.S.C.1903".
Key features that make the CEPTOR so useful is that it can monitor the base-wide electromagnetic spectrum 24/7. CEPTOR provides imbedded PUB7 import capability for spectrum assignment overlay display for signal verification/detection. Data can be exported into a map that will allow me to pinpoint on foot equipped with the handheld directional antenna where the source is coming. CEPTOR is capable of multiple segmented scans with independent user defined step-width (100Hz, 125Hz, 200Hz, 250Hz, 500Hz, 625Hz, 1kHz, 1.25kHz, 2kHz, 2.5kHz, 3.125kHz, 5kHz, 6.25kHz, 8.33kHz, 10kHz, 12.5kHz, 25kHz, 50kHz, 100kHz, 200kHz, 500kHz, 1MHz, 2MHz) setting for optimized scan speed towards frequencies of interest. This will allow to complete required annual Emitter Surveys and Hazardous Electromagnetic Radiation to Ordnance (HERO) Surveys to the 87th ABW Safety Office.
Section D: Efforts to Obtain Competition
Market Research was done and documented appropriately. Open-source search engines were also utilized in an attempt to acquire any additional products that provided the Rohde & Schwarz PR200 Portable Spectrum Receiver and CEPTOR Software together, resulting in a DSBS search for NAICS code 334220 revealed 3,630 total vendors available and 99 in New Jersey who could provide this product.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The Rohde & Schwarz PR200 Portable Spectrum Receiver and CEPTOR Software has been identified as currently the only available brand that can provide proactive support and protection of spectrum dependent mission and weapon system equipment at this time. Should this requirement be needed again, market research will be conducted to identify the potential of other brands becoming available.
