USE OF OTHER THAN FULL AND OPEN COMPETITION LESS THAN
SIMPLIFIED ACQUISITION THRESHOLD MEMO

SUBJECT: Sole Source/Brand Name Justification for Use of Other than Full & Open Competition for an
Acquisition under the Simplified Acquisition Threshold (SAT)
I. BACKGROUND
1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.
2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.
3. This memorandum is derived from Enclosure 3, Department of Navy Simplified Acquisition Procedures Guide (April 2018) and is only applicable to acquisitions under the SAT.
II. DESCRIPTION OF ITEM OR SERVICE
This request is for a Stratasys J35 3D printer system, ancillary material, consumable material, and support equipment. This 3D printer uses a proprietary jetting process to produce resin models with a high level of surface quality, and will be used in the Model Fabrication Facility, Building 9 to produce test model parts requiring high detail. The system is only sold by the system OEM, Stratasys. This procurement is on FY22 NISE funding with a required delivery date NLT Sept 1st, 2022. Estimated cost is $

III. BASIS FOR DETERMINATION FOR USE OF OTHER THAN FULL & OPEN COMPETITION
A. BRAND NAME:
Item required must be a brand name product, or feature of a product, particular to one manufacturer.
1. Restrictive Rights: The source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the item or service required.
2. Exclusive Licensing Agreements: The item or service is only available from the Original Equipment Manufacturer (OEM).

1. Restrictive Rights: The source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the item or service required.
The requested system, the J35, is a polyjet additive manufacturing system. This system uses an array of jetting heads, similar to an inkjet head, to spray microscopic droplets of resin onto a plate, then cures it into a solid with a UV light. Over multiple passes, the droplets stack up to create a highly detailed 3D model. This process is patented and proprietary to Stratasys, and to date, there have not been manufacturers with similar systems on the market that can match the level of detail required. In addition, this system utilizes a soluble support material that dissolves in solvent, removing the need for manual support material removal, which also has not seen competition s.
Other additive manufacturing technologies, such as Stereolithography, can meet resolution requirements, but the need for post-processing and manual removal of support material makes it economically unviable when compared to a polyjet system such as the J35.
space dedicated for it, make this the only commercial system that will be able to support the mission. Stratasys is the only manufacturer of this system, and the only group capable of quoting it.
Other systems in the additive manufacturing space can meet specific requirements, such as resolution or soluble supports, but no other companies can meet all the system requirements. Stereolithography systems, a process produced by 3D Systems, for example, can match feature size requirements, but the labor burden of manual support material removal makes it unsustainable long-term. Dozens of companies produce fused deposition modeling systems, a even feature soluble support material, but none can match the resolution requirements for the mission.
For these reasons, Stratasys will be the only entity capable of quoting a system that can meet mission requirements.
