This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to solicit only one source under the authority of FAR Part 13.106-1(b) the Contracting Officer has determined that circumstances of the contract action deem only one source reasonably available. The Government intends to solicit with Stratasys, Inc. for one (1) Stratasys J35 3D Printer system and associated material, ancillary equipment, installation and training for use in NSWC Carderock Division’s Fabrication and Technical Support Division. The NAICS code is 333249 and the Small Business Standard is 500 employees.

The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2022-06 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20220623. SEE

Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 12:00 PM on 18 July 2022. This notice of intent is NOT a request for competitive quotes.

However, all responses received by 18 July 2022 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number (if applicable), business size, and payment terms. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.

PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT (PWS)

Stratasys J35 3D Printer

1.0 Description/Background

The Fabrication and Technical Support Division, Code 62, completes numerous ongoing model projects for the Naval Surface Warfare Center, Carderock Division (NSWCCD) which is the U.S. Navy’s state-of-the-art research, engineering, modeling and test center for ships and ship systems. Code 62 has recently become home to Carderock’s on-base makerspace, the Advanced Manufacturing Production (AMP) Lab, which houses user-friendly systems in a co-located space for the base to have better access to. As part of this effort, the AMP Lab requires a new additive manufacturing (3D Printing) system to replace an aging, obsolete system that has reached end-of-life in order to produce high-resolution demonstration and communication models.

2.0 Objective

The contractor shall provide a comprehensive J35 Pro 3D Printer System (herein referred to as a “J35”) and all supplies and services per this specifications document. The contractor shall identify and highlight any deviations from the government’s specifications in their submitted proposal.

2.1 Minimum Specifications:

The contractor shall provide a J35 3D Printer System that includes the components and specifications as listed below.

Note: A machine containing used, reconditioned or refurbished components will not be acceptable.

2.1.1 Required components & features will include:

• Stratasys J35 Pro 3D Printer

• Print-head Alignment Scanner

• Print-head Calibration Equipment

• 120V, 2000VA Uninterruptible Power Supply (UPS)

• Fume Extractor

• Water Jet cleaning tool

• Consumable material o 2 EA - RGD515 Plus, Digitalabs plus component, 1.1kg canister o 2 EA – RGD821, Vero UltraclearS 1.1kg canister o 2 EA – RGD824, Vero UltrawhiteS 1.1kg canister o 2 EA – RGD864, Vero UltrablackS 1.1kg canister o 1 EA – SUP710, Support material, 1.1kg canister

Note: One set of the Support, Vero UltraClear canisters, How scale kit, license and shipping is provided with the purchase of the printer

2.1.2 Required specifications for the system include:

2.1.2.1 Stratasys J35 Pro 3D Printer:

• Shall be a Material Jetting system utilizing support and at least two model materials.

• Shall be capable of running on 120 VAC

• Shall have a build volume exceeding 387 mm in diameter and 155 mm in height

• Physical dimensions shall not exceed: 700mm x 700mm x 800mm

• Weight shall not exceed 100 kg

• Shall be capable of printing layer heights of 0.0007”

• Capable of printing the following materials:

o VeroUltra WhiteS o VeroUltra BlackS o VeroUltra ClearS o DraftGrey o Elastico Clear o Elastico Black o RGD531 o RGD515+ o SUP710 o Vero ContactClear

• System shall include a tool to measure print-head drop weight to ensure print head calibration.

• System shall include a tool to measure and ensure print head alignment.

2.1.2.2 Uninterruptible Power Supply (UPS)

• Shall be capable of running on 120 VAC

• Shall be capable of supplying 1800W or greater.

2.1.2.3 Fume Extractor

• Shall have an airflow between 44 and 88 CFM

• Shall contain carbon and HEPA filters

2.1.2.4 Water Jet cleaning tool

• Shall be capable of cleaning parts 11in x 9in x 7in

• Size shall not exceed overall dimensions of 23 x 61 x 28 inches

2.1.2.5 Consumable material

2.1.3 Manuals

Reference CDRL A001, the contractor shall provide the manufacturer’s manuals, in English, for the machine including:

• Site Preparation Manual

• Installation Manual

• Maintenance Manual

• Operation Manual

2.2 Services Requirements:

The contractor shall provide services related to purchase and delivery of the J35 system including delivery/shipment;

rigging/offloading and emplacement; installation and assembly; initial startup and acceptance testing; and onsite training.

2.2.1 Installation and Assembly

The contractor shall:

• Perform all necessary anchoring and leveling of the machine and all associated equipment.

• Complete all required assembly of the machine and associated equipment prior to commencing the startup and acceptance testing process.

• Install power conversion equipment, as needed, and cabling to power the machine from the government’s electrical drop(s) location.

• Include all requirements and related costs associated with the installation and assembly in the proposal.

2.2.2 Initial Startup, Inspection, Demonstration and Acceptance The contractor shall be responsible for the initial startup of the machine and all associated equipment supplied under this agreement.

As part of the initial startup, the Government TPOC or technical representative will perform a pre-operational inspection of the system.

The contractor shall demonstrate to NSWCCD personnel that all key functions are operational prior to equipment acceptance. The demonstration shall at a minimum include production of a test component article. The component will then be inspected by Code 62 personnel to ensure it is dimensionally accurate within the required specifications.

After successful completion of the demonstration phase, the Government TPOC or technical representative will accept the machine.

2.2.3 Warranty

Unless otherwise noted, the machine and all associated equipment shall include a minimum of a one-year warranty for parts and labor. These warranties shall begin the day after final acceptance of the machine by NSWCCD. The cost for all repairs conducted under the warranty including but not limited to parts, labor, travel and shipping shall be covered under the warranty. All troubleshooting and repair work shall commence within 48 hours of the reported problem and is to be conducted onsite at NSWCCD in West Bethesda, Maryland.

2.2.4 Support Services

2.2.4.1 Technical Support

The contractor shall provide engineering support over the phone as needed to answer technical questions arising for the first twelve (12) months after final acceptance of contract requirements. Support shall be available Monday through Friday between the hours of 0800 and 1700 Eastern Standard Time (EST).

2.2.4.2 Maintenance and Calibration

The contractor shall perform all scheduled maintenance and calibration services as required in the service manual for the first twelve (12) months after final acceptance of the machine by NSWCCD. The cost for all maintenance and calibration services, parts, labor, travel and shipping shall be included in the proposal.

2.2.4.3 Local Factory-Authorized Support

The contractor shall note in the proposal the location of the factory-authorized service company located within 300 miles of NSWCCD in West Bethesda, Maryland.

2.2.5 Training

The contractor shall provide onsite training to a minimum of two (2) NSWCCD employees or NSWCCD contractors. The training is to be held in Building 9 at NSWCCD, Room 100M. The training will be a maximum of 3 days, and will cover machine operation and maintenance procedures. Any training handouts and materials needed for the training will be provided by the Contractor.

3.0 Deliverables

The Contractor shall deliver the requirements specified in the Contract Data Requirements Lists (CDRLs), below.

3.1 CDRL A001 – Commercial Off-The-Shelf (Cots) Manuals and Associated Supplemental Data. The contractor shall provide at least one paper copy and one digital copy of manuals per para. 2.1.3, above.

5.0 Schedule, Shipping and Delivery

The contractor shall arrange for shipment and delivery of the machine complete with equipment and accessories/features described above to the NSWCCD, 9500 MacArthur Blvd, Fabrication and Technical Support Division, Building 9, Rm 100M, West Bethesda, MD 20817.

6.0 Period / Place of Performance

6.1 Required period of performance

The contractor shall deliver the J35 system no more than 3 months after receipt of contract award or not later than Sept 15th, 2022, whichever occurs earlier. Subsequent to delivery, the performance period for installation services will not exceed 14 days.

6.2 Place of performance

The contractor shall provide and perform contract services at the NSWCCD, 9500 MacArthur Blvd, Building 9, Rm 100M, West Bethesda, MD 20817.

7.0 Clean Up

In general, the Contractor shall remove debris and rubbish from work areas, and shall remove debris and rubbish that may accumulate. The Contractor shall be responsible for disposal of all debris and rubbish in accordance with local regulations regarding hauling and disposal.

During this project, walk ways shall be kept clear at all times from construction materials, trash debris, equipment, or any hazard that could cause safety hazards to government and/or non-government personnel.

Empty cans, rags, rubbish, unused materials and other discarded materials shall be removed from the site at the end of each workday.

8.0 Safety Requirements

The Contractor shall insure that the following safety measures are adhered to by all personnel during these services, and any subsequent phases:

Provide, erect, and maintain barricades, rails, as required to protect the general public, workers, and adjoining property.

Provide personal protective equipment (safety shoes, hardhat, hearing protection) for contractor personnel which shall be worn at all the times. Insure proper access to the work area shall be maintained throughout the working period. Insure proper ventilation of fumes and airborne particles, as necessary, to provide a safe work environment.

9.0 Security/Site Access Requirements

Contractor personnel working at NSWCCD must be fully identified. To initiate the site access process (for both personnel and vehicles), the Contractor will contact the Carderock Visitor Center (301-227-1500). The Visitor Center personnel will provide further instructions/information (procedures, forms, etc.).

Contractor personnel are expected to perform most work during normal NSWCCD duty hours. When work must be performed outside normal working hours, permission must be obtained from the Security Office through the Project Manager.

Contractor personnel must confine themselves to the work sites specified in their contract. Visiting other areas is prohibited. Identification issued by the Visitor Center must be displayed at all times. Access to Carderock buildings will not be allowed without proper identification.

Pursuant to federal regulations, all personnel and vehicles on NSAW property are subject to search by authorized personnel at any time.

Alcoholic beverages, weapons, cameras, sound recorders, proscribed drugs and explosives are prohibited on NSWCCD property.

Use of Government property without prior written approval of the Contracting Officer is prohibited. This includes the crane located in the Building 9 worksite.

The Visitor Center will arrange for special contractor parking, if required. Contractor personnel shall not park in numbered/reserved spaces, areas reserved for car pools, or other prohibited areas. Posted speed limits and traffic restrictions must be observed at all times.

No Contractor personnel shall be allowed to operate a privately owned vehicle on station other than for ingress and egress. All private vehicles shall be parked in the designated areas and remain until the end of the work shift at which time they shall be driven directly to the gate for exit from the station. Any desired transportation of personnel, supplies or equipment on station by the contractor shall be accomplished by the use of one (1) registered vehicle furnished by the contractor and operated by an assigned driver appointed by and responsible to his supervisor.

Accidents or problems of a security/safety nature must be reported to the NSWCCD Security and Safety Offices immediately.

10.0 Smoking Restrictions

The use of lighted cigarettes, e-cigarettes, cigars, pipes, or any tobacco product is not permitted except in designated areas.

11.0 Station Permits

Permits are required for, but not necessarily limited to, welding and burning. Permits must be requested by the Contractor in accordance with the current NSWCCD procedures on a daily basis.

12.0 Environmental Protection Requirements

The Contractor shall comply with Federal, state, and local regulations pertaining to the environment, including but not limited to the following: water, air, soil and noise pollution.

The Contractor shall prevent oily or other hazardous substances from entering the ground, drainage areas, storm drainage system, or local bodies of water.

The Contractor shall pick up solid wastes daily and place in covered containers which are regularly removed by the Contractor from Government property. Prevent contamination of the site or other areas when handling and disposing of wastes. At project completion, leave the areas clean.

The Contractor shall handle generated hazardous waste in accordance with 40 CFR 262. Take precautions to prevent spills of oils and hazardous material. In the event of a spill, immediately notify the Project Manager, USACE Official, USACE Safety Office/ USACE Environmental, and initiate containment operations utilizing personnel properly trained and protected for such situations.

The Contractor shall make the maximum use of low-noise emission products, as certified by the EPA. Blasting or the use of explosives is prohibited.

52.204-24 REPRESENTATION REGARDING CERTAIN TELECOMMUNICATIONS AND VIDEO

SURVEILLANCE SERVICES OR EQUIPMENT (NOV 2021)

The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services-- Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications-

Commercial Products and Commercial Services. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.

(a) Definitions. As used in this provision-

Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Prohibition.

(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.

115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to--

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.

115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to--

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
