1.0 BACKGROUND
This Statement of Work (SOW) is for the purchase of a Radio Frequency (RF) Power Calibrator for use in the Terminal Doppler Weather Radar (TDWR) Transmitter Microwave Assembly. It functions as a sensor to measure average RF power required for Nominal operation. This purchase is to replace the existing RF Power Calibrators and boost rotable stock which are obsolete and no longer available. The TDWR provides real-time weather product information and is a safety and efficiency related operational part of the National Airspace System (NAS).
This SOW describes acquisition services for the following:
RF Power Calibrator (Raytheon drawing G432183-1, Narda Part Number 70031)
1.1 Contracting Officer’s Representative (COR):

2.0 SCOPE
a) The Contractor must furnish all labor, facilities, equipment, and materials to manufacture a quantity of one eighty (80) production RF Power Calibrator units.
b) The RF Power Calibrator shall be form-fit-function to the following part:
National Stock Number (NSN) 6625-01-363-7140 NARDA FSCM 99899 MOD 70031 IAW drawling G432183-1
c) The RF Power Calibrator shall comply with all specifications in Raytheon’s G432183-1
REV F.
3.0 CONTRACTOR TASKING AND REQUIREMENTS
3.1 The contractor shall deliver 20 RF Power Calibrator units within 150 calendar days ARO and 20 every month after until the order is filled.
3.2 The contractor shall deliver test data for each RF power calibrator unit designated by serial number.
3.4 If any production RF Power Calibrator unit fails FAA testing, the contractor shall repair or replace the unit.
3.5 The RF Power Calibrator must have the meet the following specifications requirements:
3.6 General the unit shall meet the requirements of FAA-G-2110e in additional to the detail content of this document.
3.7 Electrical
3.7.1 Frequency Range (operating) 5.6 to 5.65 GHz.
3.7.2 Incident Power. The unit shall be capable of meeting requirements of 3.7.1 and 3.7.3 of this document; when tested with a peak input power of 5 Watts and a pulse width of 1.2 microseconds MAXIMUM and PRF of 2 kHz MAXIMUM, without forced air or other auxiliary cooling.
3.7.3 Voltage Standing Wave Ratio (VWSR). The VSWR shall not exceed 1.30:1.
3.7.4 Input Power Range. The unit shall produce full DC output with and R.F. input of 6.0 mW.
3.7.5 Dynamic Range. 15 dB.
3.7.6 Output. The DC output at terminal F shall be 5.0V at full shall be 5.0V at full scale input power (see 3.7.4), calibrated at 5.6 GHz, and shall maintain an accuracy of IAW 3.7.8.
3.7.7 Output Loading. The DC output voltage shall not change by more than 1% when the 5000 Ohm DC output load resort shown in figure 1 is varied by +/- 5%.

3.7.8 Accuracy. The accuracy of the R.F input to the DC output for the total system including the accuracy of the colorimeter and amplifier and linearity of the amplifier, shall be +/-3% @ 25degrees C +/-.2 degrees.
3.7.9 Input Power Requirements. +12 VDC +/-.3 VDC and -12 VDC +/-.3 VDC at 20 mA at 0.1% regulation at full load.
3.7.9.1 With no RF input, the Device shall be capable of being zeroed by an external potentiometer circuit, as shown in Figure 1 to within +/-5.0 mV as measure across the 5000 Ohm output load.
3.7.9.2 With no RF input, the device shall not register an output variation across the 5000 Ohm output load of more than k 10.0 MV per degree Celsius, when connected as shown in Figure 1, over the temperature range specified in 3.9 herein.
3.7.10 Test Connection Diagram. See Figure 1 herein.
3.7.11 Peak Power Overload. The unite shall be capable of withstanding an input power level of 10 Watts peak, with a 1.0 microsecond pulse with and 2000 Hz PRF for a period not to exceed 3 minutes with permanent damage or degradation.
3.8 Mechanical.
3.8.1 Dimensions. In accordance with Outline Drawing, Figure 2 herein.
3.8.2 Input Connector, the RF connector shall be 3.5mm male in accordance with MIL-C- 39012.
3.8.3 DC Power Input and Output Connector. The DC connector shall be a MS3114E-14-18P jam nut receptacle to mate with MS3476W14-18S.
3.8.3.1 DC connector PIN Identification. See Table 1.
3.8.4 Attitude . The untie shall be capable of operation with out degradation of Parameters.
While oriented in any position.
3.8.5 Parts Selections. Parts used in the unit shall be in IAW FAA-G-2100e. all microcircuits shall be mil-m-38510 (Class B) JANTX type.
3.9. Environmental Conditions. The unit shall operate without adjustment within the limits specified in 3.7 when subjected to the following conditions.
3.9.1 altitude
3.9.1.1 Nonoperating. 50000 feet Maximum.
3.9.1.2 operating. 10000 feet maximum.
3.9.2 Ambient Temperature.
3.9.2.1 Operating temperature. -10 to +65 degree Celsius.

3.9.2.2 Nonoperating. -50 to +70 degree Celsius.
3.9.3 Humidity
3.9.3.1 Nonoperating. 0 to 100% including condensation due to temperature changes.
3.9.3.2 Operating. 5 to 90% (above 40 degrees Celsius the relative humidity shall be based upon a dew point of 40 degree Celsius).
3.9.4 Shock and Vibration. As expected, due to transportations.
3.9.5 Fungus. Material used in the construction of this part shall be inert to or protected from the effects of fungus.
3.10 Marking. Marking shall include manufacturer’s name or symbol serial number and part number IAW Mil-Std-130.
3.11 Workmanship. Workmanship shall be IAW with Mil-Std-454, requirement 9 as a minimum acceptable standard.
3.12 Life. The unite shall be capable of not less than 100,000 hours of continuous operation with a peak input power of 2.5 Watt and a pulse width of 1.2 microseconds. And a 2,000 Hz.
PRF.
4.0 WARRANTY
The contractor shall provide a 5-year warranty of from the time of final acceptance of the last RF Power Calibrator unit delivered.
5.0 DELIVERABLES
5.1 The contractor shall deliver the items mentioned Section 2.0 Scope and Section 3.0 Contractor Tasking/Requirements.
Eighty (80) Production units Test Data for all units.
5.2.1 The contractor shall electronically deliver test data for each RF Power Calibrator along.
with paper copy enclosed with each unit.

5.3 Clause 61 Requirement; Each item shall be individually packaged to avoid damage through commercial freight and be insured. Packaging of each item shall be marked with serial number and manufacturing date. All Clause 61 Requirements shall be met.
5.4 All production units shall be delivered to Serviceable Inventory:

5.5 The contractor shall pay for shipping of all items to the FAA by insured commercial carrier.

6.0 SHIPPING
The Government requests that the assets be shipped FOB Destination.
The Contractor will provide information concerning shipping points (i.e., addresses for shipping via UPS/other freight lines and addresses for shipping via parcel post or air mail) on all deliverables.
Packaging. Handling, Storage. and Transportation (PHS&T) All items, unless otherwise specified, shall be individually packaged in accordance with American Society for Testing and Materials (ASTM) D 395 I (Packaging). "Standard Practices for Commercial Packaging" are encouraged (unless it is shown that commercial packaging practices cannot provide adequate protection and preservation). MIL, -STD-2073-1 is applied only when commercial packaging cannot meet known distribution and environmental requirements. Performance testing of packaging will be in accordance with ASTM D-4169 assurance level II distribution cycle 18.
Electrostatic or electromagnetic sensitive items shall be initially wrapped in Electrostatic Sensitive Discharge (ESD) shielding material conforming to MIL-STD-2073-1, Code GX, Preserve by Method 41.
ESD Intermediate and exterior containers shall be marked with the yellow and black ESD label IAW MIL-STD-2073-129, "Marking for Shipment and Storage.
Common hardware items shall be packaged in multiple unit pack quantities compatible with the unit of issue (UI) or Quantity per Unit Pack (QUP). BULK QUANTITIES ARE NOT
ACCEPTABLE.
Assemblies, modules, and equipment shall be marked with a serial number to serve as a unique identifier.
All components, equipment, and spares with a consignee other than FAALC shall be marked in accordance with the marking requirements of ASTM-D-3951. In addition, each unit, intermediate, and exterior shipping container shall be marked with the following information:

Items received noncompliant with preservation and packaging (especially ESD items) are subject to be returned at no cost to the Government. In the event of an urgent need, the FAA may exercise the following action: The noncompliant packaged items will be retained and repackaged to specification at the FAA location. The FAA shall deduct packaging charges from the Delivery Order (DO).
Noncompliant ESD packages WILL be returned.
The FAA will endeavor to ship all items in reusable containers. All items shall be returned to the FAA in the same or equal containers (see a. above). In those instances where material is shipped in specialized containers (e.g., plastic, fiberglass shipping cases, metal crates, etc.) that material will be returned in the original container.
