PIERSIDE DIESEL GENERATOR

RFQ N3904020Q0117

Spec#: 2019 Rev: -

Specifications

No deviations without Tech Code authorization:

o A trailer mounted Diesel-Powered Portable Generator with a, built-in, fuel tank. The built-in fuel tank shall have its own containment (i.e. UL 142

Double Wall Tank Assembly).

Duration:

o The Diesel generator shall be capable of running, without being refueled, for a minimum of twelve (12) hours in duration at a minimum of 830 kW (1037.5 kVA) PRIME power. STANDBY power shall be a minimum of 1000 kW (1250 kVA). It shall be capable of being refueled while in operation.

o For pricing purposes, the generator should be assumed to be secured unless of a loss of power, or the threat of a loss of power.

Delivery:

o Delivery and return shipping shall be on a normal weekday (i.e. neither a

Saturday nor a Sunday).

o Delivery and return shipping to/from our Controlled Industrial Area (CIA) must be performed by a US Citizen who has a copy of their birth certificate and two forms of ID (e.g. Social Security No., State ID/Drivers License, US

Passport).

Electrical Output:

o Output shall be ungrounded (commonly referred to as ‘floating the ground’ or ‘isolating the neutral’) three-phase power.

o Output voltage shall be variable between 450 and 480 VAC at 60 Hz, while maintaining the rated power levels. The maximum STANDBY amperage will be approximately 1600A (@ 450V, 1000 kW and a 0.8PF).

Therefore, the generator’s breaker shall be set to trip on long-time delay at between 1770 and 1880A. Also, the instantaneous trips shall be HIGH to allow for in-rush currents.

o The PRIME power output shall be a minimum of 830 kW over a 0.8 to 1.0

PF range lagging (1,037.5 kVA at 0.8 PF).

o The insulation rating of the generator windings to ground must exceed five

(5) Megohms.

o Diesel Generator SHALL have at least one 120 VAC, 15 Amps, single-phase power receptacle available for string lighting when the diesel generator is (or, is not) running, or have internal lights sufficient to illuminate the controls when the diesel generator is (and is not) running.

The 120 VAC power shall be permitted to be grounded or ungrounded (grounded is preferred). Grounded power must be isolated from the 480 VAC ungrounded.

o Diesel Generator frame SHALL be grounded.

Diesel Generator Control(s):

o Diesel generator Power Limiter State parameter (if applicable) SHALL be set to “STANDBY”

Connections:

o Lugged connections are preferred - 600 kcmil Two-Hole Crimped

Connector, Straight Barrel, Thomas and Betts Green 94.

o When lugs are not available, compression fittings are acceptable.

Service:

o Except for daily surveillance checks (i.e. liquid levels and refueling), the Contractor is responsible for and shall perform all maintenance (e.g. oil changes, replace / clean filters, lubrication, coolant refills, liquid top-offs, etc.) for the duration of the lease.

o All monthly, semi-annual and annual scheduled maintenance SHALL be refreshed before the rental begins (e.g. oil filters, fuel filters and air filters) so that the generator set can be operated for up to six (6) months before performing semi-annual maintenance and more than eleven (11) months without having to perform annual scheduled maintenance.

o Coordinate all maintenance with the executing point of contact (POC).

Maintenance shall be performed at shutdown periods that are convenient for the sub base.

o The equipment will be operating around-the-clock under a rigorous deployment performance schedule. Within twenty-four (24) hours (one-day) of initial notification of the need for repair, the Contractor shall have a knowledgeable and equipped technician on the job-site fully prepared to repair the rental equipment. The defective unit(s) shall be repaired within forty-eight (48) hours (two day) of initial notification or, if the original defective unit(s) cannot be made operational, replaced within seventy-two

(72) hours (three days) of initial notification. If the equipment failure is not the fault of the Government, the Contractor shall bear all costs associated with its repair and/or replacement.

Delivery Inspection/Acceptance Requirements:

o Upon delivery, the vendor shall prove that the 450-480 VAC power is ungrounded.

o Upon delivery, the vendor shall provide operating instructions for the diesel generator including a detailed schematic.

o Upon delivery, the vendor shall instruct designated shipyard personnel on how to properly run the equipment to include its operation, control, daily checks, and service contacts.

o Upon acceptance, vendor will be notified and a technician be made available within 24 hours to ensure the diesel generator can sustain a load of 830 kW / 1037.5 kVA applied for the duration of one (1) full hour. A unit that cannot sustain the load shall be rejected.

Footprint:

o The diesel generator package shall be deployed pier-side to provide backup power to a submarine.

o The platform that the diesel generator will be placed on is space limited.

The diesel generator enclosure needs to fit in a standard CONEX box that is twenty (20) feet long (or less).

o The overall width shall not be greater than eight (8) feet.

Trailer:

o The trailer shall be of recent vintage, and be capable of being moved by tractor or mule.

o If the diesel generator is equipped with an auxiliary fuel tank (i.e UL 142

Double Wall Tank Assembly), the tank shall fit entirely within the CONEX box.

Lifting & Handling:

o The diesel generator shall be capable of being lifted by crane (i.e. a four-point lift).

o A Lifting & Handling diagram/sketch that is applicable to the trailer situation shall be provided.

Fuel:

o The diesel generator shall be delivered with the quantity of fuel sufficient to run for at least twelve (12) hours in duration at a load of 830 kW (1037.5 kVA).

o The generator engine shall be diesel-powered.

Noise:

o When operating at full speed, noise levels shall not be over 85 dB[A] at three (3) feet from the unit.

CONSTRUCTION:

o Units shall be a single integrated framed structure manufactured as a complete entity to include all devices, accessories, and fittings necessary to perform the function for which it was designed.

o Construction shall be NEMA 3R (or greater) with self-contained temperature control system that is appropriate for a seaside environment.

o Machines shall meet State and Federal requirements for its type such as the National Electrical Code (NEC) for electrical devices / components.

o Machines shall be newly manufactured / completely refurbished and factory tested within ten (10) years.

o Machines shall be Nationally Recognized Testing Laboratory (NRTL) approved.

o The diesel generator shall be equipped with a self-contained cooling/ heating system.

o The diesel generator shall have the ability to charge its own batteries, during a utility power outage, while its engine is running. While utility power is available, the batteries shall be trickle charged.

Environment:

o The diesel generator shall meet all State and Local regulations with regards to the emission standards of the Environmental Protection Agency

(EPA).

o The diesel generator shall be newly manufactured (or completely refurbished) and factory tested within the last ten (10) years.
