PERFORMANCE WORK STATEMENT (PWS)
FOR
LINEN SERVICE
FOR THE
WRIGHT-PATTERSON CLUB
2/28/2020
I. DESCRIPTION OF SERVICES:
1.0. Scope. The contractor shall provide all necessary transportation, labor, materials, equipment and supervision to provide the linens listed in paragraph 1.3 through 1.8 below and laundry and pressing service for those linens to be used at the Wright-Patterson Club (WPC) building 800 Area A. The contractor shall meet all requirements of health regulation, state laws, and Occupational Safety and Health Administration (OSHA) requirements.
1.1 Description of Services. The contractor shall provide all necessary transportation, labor, materials, equipment and supervision to provide the service described in the performance work statement. The contractor shall provide the following items: tablecloths, napkins, aprons, dishtowels, mats and linen bags as described in Appendix A and pressing service for those items. The contractor shall perform to all standards in the contract.
1.2. Standard of Service. The contractor shall meet the following standard before any linen (tablecloth, napkin, apron, dishtowel, floor mat, or linen bag) will be accepted for delivery. The linens shall be clean, free from wrinkles, stains, tears and holes. The linens shall have a fresh looking appearance. The linens shall be made of durable fabric. Any items determined to be unacceptable by the Quality Assurance Personnel (QAP) shall be returned and re-cleaned at the contractor’s expense. The contractor shall assume all costs of linens that are determined to be damaged and unusable by the QAP.
1.3. Napkins. The contractor shall provide the following colors of napkins in quantities requested by the NAFI: Peach, Pink, Gold, Beige, Teal, Sea Foam, White, Red, Dark Burgundy, Purple, Black, Gray, Navy Blue, Blue, Forrest Green, Royal Blue, Ivory, Lemon Yellow, Raspberry, Burnt Orange, Lilac, Sandalwood, Sage/Mint Green, and Chocolate Brown.
1.4. Tablecloths. The contractor shall provide tablecloths in the colors and sizes listed below in quantities requested by the NAFI:

Estimated quantities are in Appendix A of this PWS.
1.5. Aprons. The contractor shall provide aprons in quantities and colors requested by the NAFI. Estimated quantities are in Appendix A of this PWS.
1.6. Dishtowels. The contractor shall provide dishtowels in quantities and colors requested by the NAFI. Estimated quantities are in Appendix A of this PWS.
1.7. Floor Mats. The contractor shall provide floor mats in quantities and colors requested by the NAFI. Estimated quantities are in Appendix A of this PWS.
1.8. Linen Bags. The contractor shall supply at least 50 linen bags per delivery to the WPC.
1.9. Packaging. The lines shall be packaged for delivery as follows:

1.10. Pick Up and Delivery.
1.10.1. Wright-Patterson Club-Bldg. 800 Area A. The contractor shall pick up soiled linens and deliver clean linens one (1) day a week: Fridays between 0730 and 1100, except on Government holidays. On Government holidays, pickup and delivery shall be made on the first following work day between 0730-1100. All linen picked up on Friday shall be delivered on Friday of the next week.
1.10.2. WPC- Bldg. 800 Area A. The contractor shall delivery mats once per week.
1.10.3. Delivery Tickets. The contractor shall provide detailed delivery tickets explaining the type of linen, numbers of linens, and the date and time that the linens were delivered.
1.10.4. Counting Items. The contractor and the QAP shall count all times including linens, mats and laundry bags at the time of pick-up and delivery.
1.11. Safety. In accordance with AFI 91-301 paragraph 9, “Contractors are solely responsible for compliance with OSHA standards and the protection of their employees.”
1.12. Holidays
1.12.1. Special Holidays. Increase of linen during special holidays will be approximately fifteen percent (15%) more than the estimate given below. Special holidays include Christmas, Easter, Mother’s day and Thanksgiving.
1.12.2. Government Holidays. Wright-Patterson Air Force Base will be closed on the following holidays: New Year’s Day, Martin Luther King Jr. Day, Presidents’ Day, Memorial Day, 4th of July, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving, and Christmas.
1.13. State and Local Department of Health Requirements.
1.13.1. Compliance. The contractor shall be responsible for compliance with any certification or labeling requirements arising for state or local department of health regulations.
1.14. Continuation of Essential Department of Defense Contractor Services During Crises. All basic services to be performed under this contract have been determined to be non-essential.

The procedures set forth in the Inspection of Services Cause will be used to remedy all deficiencies.
III. GOVERNMENT FURNISHED PROPERTY:
3.0 GFP. There will be no Government furnished property in conjunction with this contract.
