PERFORMANCE WORK STATEMENT

Service

1.0 Scope of Work: Provide preventive maintenance services for six (6) Atlas Copco ZR75VSD-8.6 air compressors, two (2) BD 500+ purge, two (2) PD500, two (2) DDp550+, and two (2) DelMonox 775-DM, in accordance with the attached maintenance schedule. The objective of this contract is to support mission accomplishment by maintain the Atlas Copco compressors and ancillary equipment. To meet this objective, close coordination is required between the Contractor and the Contracting Officer’s Representative (COR).

2.0 Background: The NBAF is the nation first integrated agricultural and zoonotic disease, research, diagnostics, training, and evaluation (RDT&E) facility with the capability to address threats from high-consequence zoonotic disease agents and foreign animal disease (FAD) agents. As a result, the facility is design to contain BSL-2 through BSL-4 research studies. Contractors associated with the maintenance and modification of the facility should fully understand the construction types and construction and operations methods associated with these facilities. The facility will be occupied during the execution of this work.

3.0 Technical Requirements/Tasks: The contractor shall provide all, labor, equipment, materials, transportation, and supplies for the preventive maintenance of six Atlas Copco ZR75VSD-8.6 air compressors and ancillary equipment.

3.1 The Contractor is responsible for visiting the site prior to submitting a bid to observe existing conditions. No compensation will be provided for conditions that would be visible during an on-site visit for persons experienced performing this type of work.

3.2 The Contractor shall furnish a detailed technical proposal and detailed cost proposal, including all prime and sub pricing for this SOW and attached maintenance schedule.

3.3 The Contractor shall provide at his own expense all insurances, licenses, permits, and bonds as required by the State, Counties, Municipalities, and specifications.

3.4 The period of performance (POP) shall be 365 calendar days. Refer to the contract when executed for the specific range of dates.

3.5 The Contractor is responsible for providing services between 7:00 am and 4:30 pm, Monday through Friday except Federal holidays or when the USDA-ARS facility is closed due to unforeseen facility closings. Unforeseen facility closings: meaning when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Contractor will be notified by the COR of the NBAF closure. Refer to the specifications for working outside regular hours.

3.6 the Contractor shall provide the contracting officer (CO) a list of all employees who will perform work under this contract. The list shall include name and work assignment of each employee. The Contractor shall maintain revisions and updates to this list and submit them to the COR monthly.

3.7 Personnel employed by the Contractor or any representative of, or agent of the Contractor, entering this facility shall comply with the facility security regulations. The Contractor shall provide all information required for background checks to meet facility access requirements as performed by the facility security office. Contractor personnel shall comply with all personal identity verification requirements as directed by USDA-ARS Security office. Each person accessing the site will be required to provide personal details, (full name, DOB, SSN, DL#) and will undergo a routine background check, such as a National Agency Check with additional inquiries, which may include a criminal and credit check. Details required for the check should be submitted the security office NLT 5 days prior to the visit. Results of this check may return earlier. However, it should not be

3/11/2022 3 planned to have results earlier than 5 days. Contractors needs to follow Title 41, Code of Federal Regulations, Part 102-74, Subpart C Rules and Regulation Governing Conduct on Federal Property.

3.8 If, while on site the contractor/vendor will have access to sensitive information, they must complete a National Disclosure Agreement, along with the required training. This training will most likely be completed by reviewing a series of slides covering the topics of the definition of controlled unclassified information (CUI), access, handling, distribution, storage and destruction of CUI. Each person will acknowledge receiving and understanding the training on the NDA. The process should not exceed two hours. Acknowledgement and completion of the NDA will be turned in with the form required for the background check. Results will be returned through the Contracting Officer or Contracting Officer Representative.

3.9 The Contractor shall protect the work, the site, and all existing property and structures within the limits of the service activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the COR. The contractor shall follow all onsite safety requirements.

3.10 The contractor shall always keep work areas clean and free of debris. The contractor shall work with a government representative to identify means and locations for disposal of old parts, material, and waste.

3.11 All work must meet ARS 242.1M P&P titled “ARS Facilities Design Standards” found at https://www.afm.ars.usda.gov/ppweb/pdf/242-01m.pdf , in addition to meeting all Local, State and Federal codes, and latest IBC codes.

4.0 Government Furnished: Water lighting, electricity, and sanitation facilities will be made available onsite.

The facility will provide additional Craft labor and Lifting Equipment when needed. The government will be available to provide answers to questions during the submittal and construction process. A government representative will sign service reports, thereby verifying the work detailed has been complete, but reserves the right to follow up with questions about the report for clarification.

5.0 Deliverables / Schedule: Timely submission of deliverables is essential to successful completing this contract. For this SOW, preventive maintenance services are the deliverables and shall be provided per the frequencies listed on the attached schedule.
