PART 1 - GENERAL INFORMATION
1.0 General:
The mission of NCTAMS PAC Det Puget Sound (NCTAMS PAC DET PS) is to provide telecommunications operations and maintenance (O&M). This includes secure and reliable, classified and unclassified, voice and data services in support of Command, Control, Computer, Communications and Information (C4I) operations and exercises to locations listed in the PWS, its tenant U.S Navy, Air Force, U.S. Coast Guard commands, other Dept of Defense (DoD) agencies, and Commander Navy Region Northwest (CNRNW) Area of Responsibility (AOR).
1.1 Description of Services/Introduction:
This is a non-personal services contract for the Naval Computer and Telecommunications Area Master Station, Pacific (NCTAMS PAC) Detachment, covering the Base Communications Office (BCO) sites throughout Puget Sound. The sites listed in Section 1.6.5 of this Performance Work statement (PWS) are included in the scope of work, which encompasses both inside plant (ISP) and outside plant (OSP) services. Services shall be performed in accordance with local, state and federal laws, rules and regulations. The contractor shall perform to the standards in this contract.
1.1.1 Inside plant work includes operation and maintenance of Government-owned telephony switches (PBX), as well as design, installation, troubleshooting, repairs, and ensuring the proper functionality of telecommunications services at designated sites. This also includes support for ancillary equipment such as network transport equipment, voicemail systems, and -48v power systems.
1.1.2Outside plant work involves structured cabling, underground cable plant, aerial cable plant, inspections, splicing, testing, repairs, upgrades, and documentation of both copper and fiber optic backbone and distribution systems.
1.2 Background:
NCTAMS PAC DET PS operates under Naval Computer and Telecommunications Area Master Station Pacific (NCTAMS PAC) which is headquartered at Wahiawa, Hawaii.
1.2.1 Mission:
Naval Computer and Telecommunications Area Master Station, Pacific Detachment Puget Sound (NCTAMS PAC DET PS) is to provide telecommunications operations and maintenance (O&M). This includes secure and reliable, classified and unclassified, voice and data services in support of Command, Control, Computer, Communications and Information (C4I) operations and exercises to locations listed in the Performance of Work Statement (PWS), its tenant U.S Navy, Air Force, U.S. Coast Guard commands, other Dept of Defense (DoD) agencies, and Commander Navy Region Northwest (CNRNW) Area of Responsibility (AOR).
1.2.2 Organization:
NCTAMS PAC DET PS functions under administrative and operational chains of command.
1.2.3 Chain of Command:
NCTAMS PAC DET PS is under the administrative and operational control of NCTAMS PAC. Fleet Forces Command/Commander Tenth Fleet (FFC/C10F) is the major claimant for all subordinate computer and telecommunications activities.
1.2.4 Contractor Personnel Security Clearance Requirements:
All Contractor personnel shall have a minimum Secret clearance based on a National Agency Check with Local Agency Check and Credit Check (NACLC) per DODINST 5220.22M, before beginning work on-site.
1.2.4.1 Security Program:
All Contractor personnel assigned to work at NCTAMS PAC DET PS shall comply with the security guidance of the DD Form 254 in this Contract. Proof of security clearance shall be provided prior to the Government granting unescorted access to NCTAMS PAC DET PS spaces and at the start of the Contract phase-in period or at the start of employment.
1.2.4.2 Security Plan:
A Security Plan shall be submitted to the COR NLT 15 calendar days after Contract start date and within 30 calendar days of any change. The Contractor shall provide security programs as follow and in accordance with the directives indicated.
1.2.4.3 Visitor Control:
The Contractor shall submit a visit request, for any visitor, to the COR, who will review and provide written approval to the Contractor on visit requests, written or verbal, prior to access to the facility. The Contractor shall ensure all visitors comply with regulations related to introduction or removal of classified material and unclassified property and information. The Contractor shall maintain a record of all visitors admitted inside the facility, and an appropriately cleared Contractor employee will always escort visitors not holding a minimum of SECRET security clearance. Visitors requiring access to the compound (grounds keepers, facilities maintenance workers, etc.) during normal Force Protection Conditions (FPCON) may be allowed unescorted access provided the visit has been authorized. During heightened FPCONs, the Contractor shall follow applicable instructions, and SOPs that may require more stringent security requirements. Firefighting, law enforcement, or other personnel responding to an emergency shall be granted immediate access. In case of fire or other catastrophic events the Contractor shall notify, as soon as possible, the COR and others as instructed by pertinent NCTAMS PAC DET PS local instructions. The following additional requirements are provided:
The Contractor shall request access for visitors to NCTAMS PAC DET PS spaces by written request which will be reviewed and approved by the NCTAMS PAC DET PS Security Manager based on the information provided. This request must be provided at least 72 hours in advance.
1.2.4.4 The Contractor shall maintain a visitors log to record all visitors for entry to Switch Rooms
1.2.5 The Contractor shall comply with all Navy and Federal Government security laws and established policies and procedures. Contractor shall follow procedures for security compromises that conform to Navy and Government procedures; this shall include reporting to the Security Manager of any security compromises IAW Technical Exhibits.
1.2.6 Laws, Codes, and Regulations:
Contractor shall be responsible for obtaining any necessary technical representative status, licenses, permits, to comply with any applicable U.S. and laws, codes, and regulations. Contractor employees shall have Government issued Common Access Cards (CAC). The NCTAMS PAC DET PS Administrative Officer will make applicable data entries into the CVS (Contractor Verification System) as part of the CAC issuance procedure.
1.2.7 Personal Hygiene and Dress:
Contractor shall ensure employees maintain acceptable personal hygiene, as well as neat and professional dress as outlined below:
1.2.7.1 Contactors shall dress professionally when at the work site unless specifically agreed upon by the COR. Professional dress EXCLUDES short pants, tee shirts, sneakers, and other dress considered not to meet Government standards for appropriate professional business attire conducive to good order and discipline at a military facility.
1.2.7.2 ISP/OSP Technicians shall wear appropriate clothing for the kind of work required when pulling cable and/or dirty work. Technicians are to abide by safety requirements as outlined in base safety requirements and/or the Safety Officer at NCTAMS PAC DET PS and Technical Exhibits. Technicians will NOT wear short pants, tee shirts, torn pants, and any other dress considered inappropriate by the Government when conducting business at a military facility.
1.2.7.3 Notwithstanding any other terms or conditions of the contract, Contractor personnel (including subcontractors) wearing inappropriate dress to the work site may result in revocation of Site Access badge provided by the COR and inability of Contractor personnel to perform on the contract.
Alternatively, depending on circumstances, the COR may request the individual to leave the work site and return with appropriate dress. The Contractor shall be required to continue to meet all contract requirements regardless of the loss of Site Access privileges, or work time lost, for any individual(s) under this provision.
1.3 Objectives:
This Performance Work Statement (PWS) describes the effort that must be undertaken to support the contract for telecommunications operations and maintenance (O&M) services at outlining sites.
1.4 Scope:
The Contractor shall provide all services, functions and tasks, as described in this PWS and Technical Exhibits, required to fulfill the NCTAMS PAC DET PS telecommunications mission. Contract support will occur primarily at locations outlined in Para 1.0.2. Contract support includes:
Outside Plant (OSP) O&M support Inside Plant (ISP) O&M support 3M Maintenance Reports and Records
1.4.1 The contractor shall provide all material, labor, supplies, vehicles, test equipment, and any other items required to perform the PWS. The scope of this PWS provides for maintenance of Northern Telecom Private Automated Branch Exchange (PABX) systems, AVAYA Systems CM4.0, Voicemail systems, Remote Intelligent Peripheral Equipment (IPE), batteries and rectifier systems, proprietary digital telephone sets, fiber optic and copper cable plant, main frames, operator consoles, coaxial cable, building structured cabling and outside infrastructure cabling.
1.4.2 The contractor shall also be required to provide labor, material parts list, quotes, and materials to maintain and install additional inside/outside cable plant and fiber optics, as well as equipment and labor to provide switch expansion capability and software updates. Contractor shall be responsible for obtaining any necessary technical representative status, licenses, permits, to comply with any applicable U.S. and laws, codes, and regulations required to perform their duties.
1.5 Period of Performance:
The period of performance shall be for one (1) Base Year of 12 months and 4 Option periods. Period of performance and dates are located on the SF1449.
1.6 General Information
1.6.1 Quality Control:
The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract The Contractor shall provide to the COR a complete Quality Control/Performance Monitoring Plan NLT 30 days following Orientation/Phase-In Period. A copy of the QC Plan shall be kept on site and available to the Government upon request.
1.6.1.1 After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.
1.6.2 Quality Assurance:
The Contractor’s performance is only be required on the Federal public holidays listed below or in the event of an emergency see para 1.6.19.8. Holidays occurring on weekends will be observed as directed by the Federal calendar (5 U.S.C. 6103).

1.6.4 Hours of Operation:
The Government's personal regular (normal) hours are from 0600–1630 hours, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Workers typically work eight (8) hours per day, 40 hours per week. Core hours of work are from 0800-1700 daily. All employees are expected to be available during core hours. The Contractor shall conduct business during regular hours. However, if unforeseen circumstances occur, the Contractor shall inform the Contracting Officer’s Representative (COR) who in turn will inform the Contracting Officer (KO) to request authorization to continue to work past the hours of operation or on the weekends.
1.6.5 Place of Performance:
The work to be performed under this contract will be performed at various Naval bases throughout Washington. Places include but are not limited to:

Note: NCTAMS PAC DET PS DSN Switches and voicemail systems may be upgraded; the contractor shall maintain all DSN Switches and new Voicemail systems based on current type and version of equipment.
Remote access is not available for any of the listed equipment or its associated components.
1.6.6 Type of Contract:
The Government will award a Firm Fixed Price Contract.
1.6.7 Special Qualifications:

1.6.7.1 Physical Security:
The Contractor shall ensure all new employees are provided a security briefing covering site access control procedures, key control, government property control, the introduction of prohibited items in restricted spaces, action to be taken in the event of emergency situations (bomb threat, fire), and antiterrorism and information systems security awareness.
NCTAMS PAC DET PS will provide continuous physical security for contractor assigned spaces. The Contractor shall abide by security instructions IAW the PWS and Technical Exhibits.
The Contractor shall comply with NCTAMS PAC DET PS and or Standard Operating Procedures (SOPs) Instructions for Building access.
1.6.7.2 Key and Lock Control:
The Contractor shall implement a key and lock control program for ensuring that all keys, door codes, safe and cipher lock combinations issued to the Contractor by the Government are controlled and accounted for. The Contractor shall limit access to NCTAMS PAC DET PS spaces to Contractor employees and visitors authorized by the NCTAMS PAC DET PS Security Manger. Items discovered lost or unaccounted for shall be reported to the Government’s on-site representative within 12 hours or the next scheduled workday, whichever occurs first. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. No keys or access codes issued by the government will be duplicated or distributed without approval of the Government’s on-site representative. Checkout procedures shall be employed to the maximum extent in lieu of permanent issuance of keys to personnel.
1.6.7.2.1 The Contractor shall immediately report the occurrence of the compromise of cipher lock combinations to the Government’s on-site representative within 12 hours or the next scheduled workday, whichever occurs first. The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The Contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations. These procedures shall be included in the Contractor’s Quality Control Plan.
1.6.8 Post Award Conference/Periodic Progress Meetings:
The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
1.6.9 Contracting Officer Representative (COR):
The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially regarding changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
1.6.9.1 Technical Assistant (TA):
The Contractor’s local point of contact on site for contract liaison and technical guidance with the Government will be the TA.
1.6.11 Key Personnel:
The follow personnel are considered key personnel by the government: The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between the Government referenced hours in par 1.6.4, Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons.
Qualifications for all key personnel are listed below:
1.6.11.1 Site Manager:
The Contractor shall designate one individual with primary duties as the Site Manager. The Site Manager must have the appropriate technical and managerial experience and be knowledgeable in all aspects of the work performed under this PWS. The Site Manager shall prepare and generate a weekly and/or monthly work schedule which shall be posted and available to the COR at least 5 days prior to start of schedule. This schedule shall demonstrate the Contractor’s ability to meet all contract requirements.
The Site Manager will be the Contractor’s primary representative and shall have full authority to act on matters related to the performance of services under this contract. The Site Manager shall designate an Alternate or Acting Site Manager in writing to the COR at the end conclusion of the orientation period and whenever there is a vacancy that requires filling. The Alternate or Acting Site Manager must be physically present on-site and must be familiar with all current projects, trouble tickets, and work orders. The designated Alternate or Acting Site Manager shall have full authority to take any necessary contract support actions in the absence or unavailability of the Site Manager. The Site Manager or Alternate/Acting Site Manager is not intended to be a dedicated fulltime position and may be assigned as a collateral duty. The Site Manager shall ensure that all other contractor personnel assigned to this contract working at designated sites meet all contract requirements. A site manager is not required at each site.
1.6.11.1.1 In the event that the Site Manager will be absent for a period of 3 days or more, the COR shall be notified in advance. The Contractor shall make adequate provisions to ensure full contract coverage and provide alternate points of contact during the Site Mangers absence.
1.6.11.1.2 The Site Manager shall provide an “outage reporting plan” to the COR, not later than 15 days after start of full contract performance, that ensures the COR is kept apprised in near real-time of any and all outage situations until restoral efforts are completed. An outage report will be submitted to the COR NLT 24 hours after an outage has occurred and will document details in accordance with station SOPs.
1.6.11.2 Inside Plant/Outside Plant (ISP/OSP) Technicians:
The Contractor shall provide technicians whose qualifications meet or exceed the requirements outlined in Attachment 1, “Personnel Requirements for Labor Categories”.
1.6.12 Required Minimum Manning during the Life of the Contract:
The Contractor shall ensure that at all times sufficient personnel with the necessary qualifications and skills are available to safely operate, maintain and support all equipment and systems identified in the
PWS and associated technical exhibits. The labor categories, qualifications, and quantities of personnel proposed in the Contractor’s technical proposal shall represent the minimum staffing levels required throughout the life of the contract. The Contractor is responsible for ensuring that these staffing levels are maintained at all times
1.6.13 Names/Number of On-Site Contractor Employees:
The Contractor shall provide the Government not later than (NLT) the end of the Orientation/Phase-In Period, the names of all on-site Contractor employees, their position as specified in the Technical Proposal, job assignment, functional area, location, and security clearance.
1.6.14 Maintenance of Contractor’s List of Personnel:
Throughout the duration of the contract, the contractor shall maintain an up-to date list of onsite personnel. The contractor is required to promptly update this list whenever there are changes, including but not limited to new submissions, terminations, or any other cause for absence, such as illness, death in the family, extended leave, suspension, or any other factor. Any changes to the list of onsite personnel must be communicated by the contractor within five (5) working days of the employee’s submission, termination, or status change.
1.6.15 Management Plan:
Contractor personnel filling positions identified in PWS Section 1.6, and any other positions proposed by the Contractor, may be managed at the Contractors discretion in order to meet all contract requirements. The Government does not intend that the Contractor shall dedicate personnel to provide support in only one contract area, as the Contractor is encouraged to obtain best efficiency from the personnel provided all Contract requirements are met. The Contractor shall submit a management plan to the COR for review not later than the end of the 15-day Orientation/Phase-in period that describes the Contractors plan for staffing and managing personnel. The plan must include a detailed staffing approach, including a staffing chart, and outline how personnel will be assigned to ensure all contract requirements are met.
1.6.16 Identification of Contractor Employees:
All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.
1.6.16.1 Badges:
The Contractor shall ensure that every employee applies for and receives a NCTAMS PAC DET PS Access Control Badge (CAC/BAVR) if required prior to the start of full contract performance. The Contractor shall also ensure that all passes are returned to the Security Manager/COR as employees are dismissed or terminated, and when the contract expires. The Contractor shall ensure that all employees display their passes above the waist and that they are always visible. The Commands Security Manager and or COR will periodically conduct random checks to verify that passes match an individual’s personal identification.
1.6.17 Contractor Travel:
Contractor will be required to travel CONUS and within the NCR during the performance of this contract to attend meetings, conferences, and training. The contractor may be required to travel to off-site training locations and to ship training aids to these locations in support of this PWS at contractors expense.
1.6.18 Organizational Conflict of Interest:
Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
1.6.19 Phase-In, Phase-Out, and Manning Provisions:
To minimize any decreases in productivity and to prevent possible negative impacts on additional services, the Contractor shall have personnel on board, during the 15-30 April phase in/ phase out periods. During the phase in period, the Contractor shall become familiar with performance requirements in order to commence full performance of services on the contract start date.
1.6.20 Orientation/Phase-In Period:
Orientation/Phase-in period is the period of time required by the Government to ensure a satisfactory transition and turnover from the incumbent Contractor to the new Contractor. If the incumbent Contractor is the successful bidder and becomes the new Contractor, then the Government will not exercise an Orientation/Phase-in period as part of this contract. The Contractor shall be required to provide all personnel, as bid in their Technical Proposal, to be on-site for the 15-day period prior to the start of full contract performance. The purpose of this period is for Contractor personnel to become familiar with the duties to be assigned and to participate in the turnover of equipment and property.
The start of full contract performance is the date when the new Contractor takes full responsibility for the operation and maintenance of the equipment, and accountability for the Government property, as specified in the Performance Work Statement (PWS). All activity during the Orientation/Phase-In period will be conducted in such a manner as to not interfere with, disrupt, or hinder the incumbent personnel in the performance of their assigned functions. A Phase-in Plan shall be submitted NLT 15 calendar days prior to Phase-in. During the Orientation/Phase-In period, the Contractor shall meet the following minimum performance benchmarks:
1.6.20.1 Observe operation and maintenance activities to gain experience and familiarization with tasks to prepare to assume full responsibilities under the Contract.
1.6.20.2 Establish an orderly transition of duties and responsibilities from the incumbent to the oncoming Contractor. Turnover activities shall include, as a minimum: coordinating procedures for turnover inspection and documentation; accomplishing inventory of Government-furnished property;
observing demonstration/performance of equipment familiarization with Navy and site-specific procedures and methods.
1.6.20.3 Establish a positive management climate by formulating and implementing appropriate internal policies or procedures designed to assign schedules and tasks appropriate to the designated positions;
establish logging and record keeping procedures; integrate and train personnel; and familiarization with operational tasks and reporting procedures.
1.6.21.3.1 Establish company operations and interaction/communication with Government personnel.
1.6.21.3.2 Familiarization with manuals, site technical library (including schematics and drawings), reports, maintenance histories, logs, records and procedures.
1.6.21. Assignment of Contractor Personnel:
The Orientation/Phase-in Period shall commence 15 days prior to the Contractor assuming full operational/maintenance responsibilities. All labor categories/personnel, as proposed by the Contractor in their Technical Proposal, constitute the minimum manning under this Contract. The Contractor shall provide at least this minimum level of properly trained and qualified staffing under the contract, during both the Orientation/Phase-in period and during the life of the contract. If the Contractor fails to provide personnel as specified above, the Government reserves the right to reduce the contract price at a rate as determined by the Government. During the period of orientation/phase-in, and for the life of the Contract, all on-site personnel as proposed by the Contractor shall be dedicated to this Contract and working on-site for a minimum of eight hours per day, 40 hours per week, or as otherwise agreed to by the Contracting Officers Representative (COR). The Contractor shall provide written certification to the COR, within five working days from start of the orientation/phase-in/turnover period, that all personnel are on site. This written certification shall include the names and positions of all personnel.
1.6.21.1. Contractor Personnel Exempted from Phase-in:
Personnel who are currently employed by the Government or its Contractor work force and already working at the facility, but have been hired by the new Contractor, may be exempted from participating in the orientation/phase-in period upon written request and approval from the Contracting Officer. All requests for exemption shall be submitted by the Contractor to the Contracting Officer’s Representative (COR), who shall review the list and forward it to the Contracting Officer for a determination. The Contracting Officer, or delegated representative, will make the final determination and issue approval or disapproval thereof. The request shall include, but not be limited to, a list of nominees for exemption, their titles, current positions with the U.S. Government or its Contractor work force, and reason for requested exemption. Requests for exemption shall be submitted in sufficient time for the request to be denied or granted prior to the date required to report on site.
1.6.21.2 Transition Plan:
The Contractor shall prepare and maintain a transition plan that ensures:
A smooth transition from contract start date to full operational status (phase-in).
A smooth transition from current contract performance to performance by a different Contractor or by the Government in a follow-on period (phase-out).
The transition plan shall be prepared and submitted within 10 days after contract award. A copy of the transition plan shall be kept on site and available to the Government upon request.
1.6.21.3. Pricing for Orientation/Phase-In/Turnover Period:
shall be as identified in the solicitation instructions for bidding and subsequent schedule B of the awarded contract. The Contractor shall identify pricing for this requirement in their price proposal.
1.6.21.3.1 The work described in this PWS shall include a 15-day orientation phase-in period, as described in the PWS under section 1.9. The work shall also include a base period, plus option years as described in the solicitation instructions for bidding and subsequent schedule B of the awarded contract, unless sooner terminated by the Government.
1.6.21.3.2 The Contractor shall be accountable to the Government for the performance of all employees, including subcontractors, used in fulfilling the requirements of this PWS. The Contractor must be a certified AVAYA Partner. The Contractor shall provide fully qualified personnel as defined below and shall develop and implement a qualification program to ensure Contractor personnel remain qualified to perform all contract requirements throughout the life of the contract. Contractor personnel qualifications will be subject to Government review. Contractor’s trainees shall not operate or perform maintenance on equipment without continuous supervision by fully qualified personnel. Contractor is responsible for all costs related to training discussed in this paragraph for its employees. Contractor shall not employ a person for work under this contract if such a person is identified to the Contractor by the KO as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population. Contractor shall not employ any person who is an employee of the United States (US) Government if the employment of that person would create a conflict of interest. In the event it becomes necessary to replace any contract personnel for any of the above reasons, Contractor shall not be reimbursed for costs associated with such removal including the costs for replacement of personnel so removed. Contractor shall inform the COR within 24-hours and submit a written report within five working days of incidents of misconduct by their employees that violate the laws of the United States. Contractor personnel must be United States citizens, able to communicate effectively in English, both orally and in writing. All personnel shall have the appropriate security clearances prior to assumption of duty. The Contractor shall provide fully qualified personnel that meet or exceed the requirements listed in Attachment 1, “Personnel Requirements for Labor Categories”. In addition, all Contractor personnel shall meet position requirements as outlined below:
The work described in this PWS shall include a 15-day orientation phase-in period, as described in the PWS under section 1.9. 1.6.22 Phase-Out Period:
The Contractor shall be required to provide phase-out coordination and familiarization for a new Contractor, or Government employees, for a period of fifteen (15) days prior to the conclusion of this Contract, regardless of reason for end of contract. The Contractor shall perform a joint inventory of equipment assets and determine condition of equipment with the Government and the third-party Contractor during the phase-out period. The Contractor shall prepare an inventory report, in a format agreed to by the Government. The Government may conduct an independent evaluation to determine the working condition of all equipment. Items of equipment not in working order and any discrepancies found beyond normal wear and tear that are deemed to be a result of negligence shall be corrected by the Contractor at no additional cost to the Government.
1.6.22.1 Removal of Contractor Property:
The Contractor shall remove all items, as described below, from Government furnished spaces and property not later than midnight on the last day of the contract. The Contractor shall leave all areas in a neat and clean manner. The Government reserves the right to make a cost reduction, on any remaining invoices due the Contractor, for any costs incurred by the Government to remove or clean up any Contractor items not properly removed in accordance with this section. These terms apply to any costs associated with removal of the Contractor’s company property, as well as property belonging to Contractor employees and subcontractors.
1.6.22.2 Return of Items and Spaces to Government.
The Contractor shall remove all Contractor owned equipment, tools, parts, belongings and property from Government furnished spaces and property, as specified above. The Contractor shall leave all areas in a neat and clean manner, subject to inspection and acceptance by the Government.
1.6.22.3 Manning Provisions.
The Contractor shall provide for the life of the contract, at a minimum, the number and types of personnel (labor categories) as contained in the Contractors proposal and accepted by the Government for contract award (unless changed by modification of the contract), 365 days per year, 24 hours per day, and 7 days per week. The normal work schedule is identified in 1.6.2. However, in the event of an emergency, contractor personnel must be available on an on-call basis. Any vacancy shall be filled by fully qualified personnel within the same management or labor category of the existing vacancy within a 30-day period. Filling the position by reassigning an existing employee who is already filling a position on the contract (in house resources) shall not alleviate the Contractor from the thirty-day requirement for filling the original vacancy. The new vacancy created by filling the original vacancy within house resources shall be tracked from the date of the original vacancy, and the original vacancy shall continue to be considered vacant until all positions that were impacted by the original vacancy are fully manned by qualified personnel. The Contractor may submit a written request to the COR to request a waiver to the 30-day requirement to fill a vacancy, and the COR may grant a waiver for up to 30 additional days if evidence is provided that demonstrates that the Contractor has taken reasonable and aggressive steps to fill the vacancy. However, the Government may begin a reduction in the contract price starting on the 30th day, unless a waiver has been submitted and approved.
1.6.22.4 Contractor Employees Report:
The Contractor shall provide the Government a written report, at the end of the orientation period, and upon the occasion of a vacancy filling, with the names of all on-site Contractor employees, their position as specified in the Technical Proposal, and job assignment.
1.6.22.5 Contractor Employees Report Updates:
The Contractor shall submit report updates within five (5) working days, when substitutions are made, and when employees are terminated, furloughed, suspended or on extended leave of absence (for reason of illness, death, military reserve or national guard activation or any other cause).
1.6.22.6 Minimum Manning:
The Contractor shall provide at least the minimum manning levels for the life of the Contract, in accordance with all terms specified in PWS Section 1.10.
1.6.22.7 Manning during Emergency and Disaster Support:
In the event of an Emergency or Disaster as declared by the station Commanding Officer (CO), the operations may come under the direct control of the station CO or duly designated representative from the EOC (Emergency Operations Center).
1.6.22.8 Mission Essential Designation:
All contractor personnel will be designated mission essential.
1.7 Information Assurance Program (IA)
1.7.1 General:
The Contractor shall prepare and maintain a written Information Assurance Plan in accordance with Technical Exhibit 1. The Plan shall be submitted to the COR NLT 15 calendar days after Contract start date and within 30 calendar days of any change. The Contractor shall ensure that all Information Assurance programs/provisions are met IAW this PWS and Technical Exhibits which outline appropriate administrative, technical, and physical safeguards to protect all Government data and to ensure the confidentiality, integrity, and availability of government data. This shall include provisions for personnel security, electronic security and physical security as outlined in this PWS and Technical Exhibits.
Specifically, the Contractor shall work with the Information Assurance Manager (IAM) to develop a plan that includes but not limited to the following:
1.7.1.1 Favorable adjudication for Automated Data Processor/Information Technology (ADP/IT) Level II, Critical Non-Sensitive positions.
1.7.1.2 Information Systems available for C&A (Certification & Accreditation) testing and maintaining maintenance plans quarterly.
1.7.1.3 Attending and supporting C&A meetings with the government.
1.7.1.4 Supporting/conducting vulnerability mitigation process.
1.7.1.5 Supporting C&A Teams during system security testing.
1.7.1.6 IA Training to include Privileged-Level Assess Agreement (PAA) and System Access Authorization Request-Navy (SAAR-N) prior to being granted access by the IAM.
1.7.1.7 Submission of approval requests to the IAM before installing any hardware or software.
1.7.1.8 Enforcing polices as outlined by IAM/IAO.
1.7.1.9 Monthly Information Assurance Vulnerability Management (IAVM) scanning and assessments.
1.7.1.10 Routinely reviewing vendor sites, bulletins, and notifications and proactively updating systems with fixes, patches, definitions and service packs with Program Manager and IAO/IAM approval.
1.7.1.11 Maintaining current government approved anti-virus software engines and definitions on all components of DSN Whidbey, Naval Hospital, and Everett Information Systems.
1.7.1.12 Review and verify currency of user accounts, accesses, and logins to ensure accounts are up to date.
1.7.1.13 Servers and Workstations displays the Standard Mandatory DoD Notice and Consent Banner in accordance with DoD CIO Memorandum, “Policy on Use of Department of Defense (DoD) Information Systems–Standard Consent Banner and User Agreement”, Current approved release.
1.7.1.14 Develop Backup and Restoral Standard Operating Procedures and test where technically feasible for restoral integrity.
1.7.1.15 Monitor Information Systems performance to ensure that recovery processes, security features, and operating system configurations are unaltered.
1.7.1.16 Monitor Information System audit logs and log files and report anomalous or suspicious information in accordance with NCTAMSPAC DET PS Incident Response Plan.
1.7.2 Information Assurance Work Force (IAWF):
The Contractor shall ensure that personnel accessing information systems have the proper and current information assurance certification to perform information assurance functions in accordance with this PWS, attachment 1 and Technical Exhibits.
1.7.2.1 Upon request by the Government, the Contractor shall provide documentation supporting the information assurance certification status of personnel performing information assurance functions.
1.7.2.2 Contractor personnel who do not have proper and current certifications shall be denied access to DoD information systems for the purpose of performing information assurance functions.
1.7.2.3 Contractor employees operating and maintaining NCTAMS PAC DET PS DSN Switches shall be designated Information Assurance Technical (IAT) Level II with the following certifications and Operating System course completion.
1.7.2.4 Baseline Certification - CompTIA Security+ Certification. The Contractor shall bear the cost of this certification, and any training deemed appropriate.
1.7.2.5 Operating System Course – Successful completion of approved Microsoft Windows Server and Red Hat Linux course.
1.7.2.6 The Contractor shall maintain positive configuration management and control of all information systems/assets under his purview. Further, Contractor shall maintain system configuration logs identifying all components (i.e., hardware, software) of the information system documenting system software changes (i.e. applications, operating system, security patch, hardware upgrades).
1.8 Government Inspections and Technical Evaluations
1.8.1 DISA Performance Evaluations (PEs):
DISA may conduct PEs (usually bi-annually) to evaluate operational readiness of NCTAMS PAC DET PS to include but not limited to operations, maintenance, logistics, training, power production, documentation, circuit history, grounding, bonding and shielding. The Contractor shall cooperate in these visits and correct any deficiencies discovered during the evaluations that are within the scope of the contract. The Contractor shall further submit a monthly status report to the COR for forwarding through the chain of command to DISA, NCTAMS PAC, and the KO, which reflects those deficiencies which have been corrected and an estimated date of completion for resolving all outstanding deficiencies. The Contractor shall submit a plan to the COR to correct these deficiencies within 10 days of receipt of the DISA PE final report and correct all deficiencies within 120 days of receipt of the final report. The Contractor shall bear all costs for labor hours and repair/adjustments to correct deficiencies cited in the DISA PE report that are in the Contractor's area of responsibility as defined in the PWS.
1.8.2 Command Readiness Inspection:
Command Inspections are conducted periodically (approximately every three years) to evaluate the operational readiness of individual stations, detachments or sites. Command Inspection teams are comprised of personnel from FFC/C10F Inspector General (IG) Staff and NCTAMS PAC Departments or Field Activities. Notification of inspection visits is normally provided 30 days in advance. The Government will notify the Contractor of all scheduled and unscheduled inspections. The objectives of the inspection are to:
1.8.2.1 Evaluate facilities and equipment to identify significant deficiencies and problem areas that affect the operational capability of the station, service to the users, or system quality and reliability.
1.8.2.2 Present significant problems to the appropriate levels of the command to allow implementation of timely corrective actions.
1.8.2.3 Provide technical assistance as required.
1.8.2.4 Ensure that deficiencies and problem areas have been properly resolved
1.8.3 Additional Performance Review/Inspections:
Below is a list of Contractor performance areas that are subject to review by inspection teams. This list is subject to change and may not be all-inclusive.

1.8.4 Contractor's Responsibility:
The Contractor shall provide access to spaces, records and equipment in support of inspection teams.
NCTAMS PAC DET PS will respond to inspection team findings and provide technical direction for correction of deficiencies. The Contractor shall be responsible for correcting deficiencies that are within the scope of this PWS within the time limits described in preceding sections.
1.9 Administrative Requirements
1.9.1 General:
With the exception of those items provided in the Government Furnished Property Section, the Contractor shall furnish all management, supervision, labor, tools, and vehicles necessary to plan, schedule, coordinate, and assure the effective and efficient operation and maintenance of the equipment identified in this PWS.
1.9.2 Hours of Operation:
The Contractor shall provide an adequate number of personnel to ensure successful operation of the ISP/OSP within the scope of the PWS. The Contractor shall ensure all timelines and contract requirements are continually met without any interruption during the life of the contract. The site shall be manned by sufficient, fully qualified personnel to respond to normal and emergent tasking while complying with all safety and security requirements. To provide sufficient coordination with Government personnel, the Contractors normal working hours will be structured within the core hours as outlined below:
1.9.3 The ISP/OSP Technicians and Site Manager shall report to work Monday through Friday and work a minimum of eight hours a day, between the core hours of 0800 through 1700. ISP/OSP Technician support shall also be available for emergency recall IAW the PWS and Technical Exhibits.
1.9.4 The Site Manager shall provide procedures in writing, that are acceptable to the COR, to identify steps for activating on-call and emergency contract support 24 hours a day, 7 days a week, 365 days a year (including leap year), as discussed above. The Contractor shall not bill, or be paid by the Government, for any overtime that has not been pre-approved by the COR in accordance with these provisions.
1.10 Safety Requirements
1.10.1 Safety Plan:
The Contractor shall prepare and maintain a written Safety Plan. The Plan shall be submitted to the COR NLT 15 calendar days after the Contract start date and within 30 calendar days of any change. The Contractor shall ensure that all safety programs/provisions meet the requirements of Federal laws, rules and regulations. If significant changes are made to applicable regulations, the Contractor shall modify the plan accordingly. The plan shall provide or describe:
i. How the Contractor shall provide emergency medical care for Contractor employees.
ii. How the Contractor shall ensure that all of its employees working under this…
