About this file
This is an Intent to Award Sole Source document issued by the South Carolina Department of Corrections for PenLink, a law enforcement communication data analysis platform. The solicitation (No. 5400025400) was issued on May 22, 2022, with a response deadline of June 5, 2023, at 10:00 a.m. The initial contract term runs from June 5, 2023, to June 4, 2024, with four automatically renewable one-year options, providing a potential five-year contract period through June 4, 2028. PenLink is requested to provide integrated communication data analysis capabilities, including telephonic communications (call detail records, cell tower dumps, cell phone forensics), internet-based communications (over 600 forms of autoloaded internet data including emails and social media), and third-party data link integration with external vendors. The platform is valued for its ability to consolidate multiple communication data types and file formats within a single interface and includes live training and ongoing support throughout the contract period.
The solicitation is structured as a sole source award, indicating that the South Carolina Department of Corrections determined PenLink as the only viable vendor for this specialized capability. No specific pricing information, set-asides, or funding amounts are detailed in this Intent to Award document. Vendors wishing to respond with concerns regarding the sole source justification must submit written responses by the June 5, 2023, deadline to the Purchasing Branch at the SC Department of Corrections. Formal protests of the intended award must be submitted within fifteen days of posting to the Chief Procurement Officer at the Materials Management Office, with notices of intent to protest required within five business days of posting.
