Performance Work Statement- 1 of

Contract by Requestor Performance Work Statement (PWS)
B-1 Office Space Reconfiguration, Post 2AA76 – 2AD87A, B3001 Work Order #: 23442
Date Issued: 29 July 2020
1. SCOPE OF WORK
1.1 GENERAL
1.1.1 The work to be performed under the terms of this contract consists of furnishing all materials, labor, plant, tools, transportation, equipment, testing services, quality control and incidentals required Purchase and Install Furniture for B-1 Office Space Reconfiguration between Posts 2AA76 – 2AD87A in B3001.
1.1.2 The Contractor shall provide and install 24 pods – pods may consist of reconfigured existing Trendway furniture and/or new compatible modular work stations that will be used to accommodate incoming personal. The Mobile Modular workspace needs to be foldable, flexible and a product that is made to easily be moved and reconfigured as employees are reorganized. Furniture must be mobile, so that it can be moved around the office space as needed.
1.1.3 The work shall consist of site preparation to include the removal of Lektrievers, pods, furniture and all excess equipment etc. in preparation to reconfigure or purchase a fully operating and functioning system, assembly, framework, fixture or apparatus that is complete, finished and ready for use by the Government. "Repair” or “Replace" shall mean to also provide the additional work required to modify or integrate an existing system, assembly, framework, fixture or apparatus as necessary to accomplish the "work" and ready for use by the Government.
1.1.4 The Contractor shall be responsible for identifying the necessary logistical, architectural and, structural work elements required to perform this project as described herein.
Assemblies, framework, fixtures or apparatus not readily identified on plans or the PWS shall be provided by the Contractor as required for a complete, fully operating and functioning system or systems, ready for use by the Government.
1.1.5 All plan information such as floor plan layouts, dimensions, structural, mechanical and electrical data provided by the Government are based on available as-built documentation, field observation, and equipment selected as design basis by the Government. This information is to be considered approximate and shall be field verified by the Contractor.
1.1.6 The Contractor is responsible to verify all dimensions and actual conditions, including availability/suitability of potential miscellaneous mechanical/electrical tie-ins identified by the government, when developing individual RFP responses/proposals.
1.1.7 B-1 Division will hold a site visit for all interested Contractors on August 6th, 2020 at
0900 with B-1 Project Managers and CE personnel.
1.1.8 The interested Contractors shall make all observations, take notes, perform measurements and generally collect all necessary data to aid in completing a proposal.

1.1.9 The interested Contractors will have ten business days to submit the proposal which starts the day after the site visit. Only those who attend the site visit will be considered for the award.
1.1.10 The Contractor is permitted and highly encouraged to research the governments’ as-built drawing files for preparation of the RFP response package submittal. Record drawings, showing existing facilities and underground utilities, are available to the Contractor through the 72 ABW Civil Engineer Directorate, Engineering Support Section. However, the government does not guarantee the accuracy or adequacy of existing as-built/record drawings. Failure to verify the dimensions and locations will be at the Contractor’s risk and shall not relieve the Contractor of responsibility for his design and will not give the Contractor a basis for reimbursement of cost increases.
The Contractor’s drawings must show existing conditions in the project area.
1.1.11 The Contractor’s submittals and work elements must fully comply with the Government’s design requirements as well as all governing codes, Tinker AFB Specifications, and Technical Specifications. Governing codes as follows, listed in order of priority:

(a) AF instruction, AF manuals, AF pamphlets, AF engineering technical letters, and executive orders
(b) Unified Facilities Criteria (UFC)
(c) Codes and Standards incorporated by reference in the UFC
(d) Applicable Executive Orders, Department of Defense (DoD) Regulations, International, Federal, State, and Local Codes and Regulations as cited in the DO PWS or referenced by the Contractor or his suppliers/ subcontractors.
1.1.12 The Contractor shall also perform a site investigation to verify existing conditions and if necessary, pull additional as-built drawings if available from B400, Engineering Support.
1.1.13 The Contractor shall submit EAL’s and VEAL’s 15 working days prior to beginning the work to avoid the need for bases passes

1.2 SPECIAL REQUIREMENTS
1.2.1 Government Responsibility
1.2.1.1 The Government will clear the work area of all government materials and personnel to provide a reasonable buffer prior to the start of the work.
Remaining portions of the facility will remain occupied throughout the work.
1.2.1.2 Prior to the work, the using agency will coordinate with 72d Communications Squadron to disconnect and remove all existing voice and data cabling from the work area.
1.2.1.3 After completion of the work, the using agency will coordinate with 72d Communications Squadron for installation of voice and data cabling, outlets, etc.

1.2.2 Contractor’s Proposal Requirements
1.2.2.1 The Contractor shall provide the RFP in accordance with the Contract
PWS.
1.2.2.2 Unless otherwise directed by the Contracting Officer, the Contractor shall not begin work activities until the completed RFP documents have been reviewed and approved by the government.
1.2.3 Contractor Responsibility
1.2.3.1 It shall be the responsibility of the Contractor to verify conditions and Pre-work Items, including location and depth of all utilities in the immediate work area.
1.2.3.2 Rubbish and debris shall be removed from Government property daily, unless otherwise directed, to avoid accumulation at the demolition site. Materials which cannot be removed daily shall be stored in areas specified by the Contracting Officer.
1.2.3.3 Before beginning any work, the Contractor shall survey the site and examine the drawings and specifications to determine the extent of the work. The Contractor shall take necessary precautions to avoid damage to existing items to remain in place, to be reused, or to remain the property of the Government.
Any damaged items shall be repaired or replaced as approved by the Contracting Officer at the Contractor’s Expense.
1.2.3.4 All abandoned conduit/conductors shall be removed complete to source.
Conduit shall not be abandoned in place.
1.2.3.5 The Contractor shall consult with the Contracting Officer, B-1 Representatives, and the Civil Engineering POC to determine a location for placement of a dumpster if applicable.
1.2.3.6 It shall be the responsibility of the Contractor to provide project screening / dust protection around the project area.
1.2.4 Additional Regulations
1.2.4.1 Process hazardous material IAW Tinker AFB Technical Specification 00 72
00, prior to use on TAFB.
1.2.4.2 Ventilation measurements must be IAW current edition of ACGIH Ventilation Manual and 29 CFR 1910.94.
1.2.4.3 Hazardous noise levels must be IAW OSHA 29 CFR 1910.95 and AFOSH Std 48-20 in the vicinity of DoD Active Duty and Civilians.
1.2.4.4 Illumination levels must be IAW current edition of IES Lighting Handbook.
1.2.4.5 The Contractor, as a minimum, is required to comply with the current editions of Local, Air Force and United States requirements for design and/or Base

Facility Standards and Base Specs. Contact the Contracting Officer for a copy of the most current edition. In addition, the Contractor shall include compliance with Energy requirements such as the AFMC A7P Energy Memo, dated 6 Aug 10.
1.2.5 Safety & Quality Control
1.2.5.1 The Contractor shall pay attention to all posted safety sign instructions and wear all required PPE (Safety glasses, earplugs, etc.). Safety signs are typically posted at the entrance to each shop and vary from shop to shop.
1.2.5.2 The Contractor is responsible for ensuring and enforcing industry safety practices.
1.2.5.2.1 Pre-Final Inspection: Contractor’s Quality Control representative requests an inspection with B-1 Representatives and the Government Inspector. All items shall be completed prior to requesting a Final. All closeout docs (O&Ms, 1354, Red Lines) shall be submitted and approved prior to final inspections.
1.2.5.2.2 Final Inspection: All issues shall have been resolved prior to request for final inspection or the Government has the right to charge the Contractor for additional inspections. Contractor’s Quality Control shall request the final inspection. This occurs with the Contracting Officer, Contracting Officer Representative, Base Representatives and the Using Agency.
The result of this inspection shall be turning over the project back to the Government.
1.2.5.2.3 Beneficial Occupancy: Beneficial Occupancy is when portions of the project are being turned over to the Government. These are handled the same way as final inspections and all closeout document requirements apply but just for the work being turned over to the Government. As part of the closeout documents the Contractor shall submit a warranty letter which provides the warranty expiration date, their contact information and contact information for all subcontractors.

1.2.5.3 Pre-Final Inspection: Contractor’s QC requests an inspection with Government inspector. All items shall be completed prior to requesting a Final. All closeout documents shall be submitted and approved prior to final inspections.

Contractor’s QC requests the final inspection. This occurs with the Contracting Officer, B-1 Representatives, CE Government Inspectors, Base Representatives and the Using Agency. 1.2.6 FOD Awareness and Prevention Training
1.2.6.1 If Applicable: The work to be performed in this project will require the Contractor to work in or travel through areas near operational and/or production aircraft or related components. As such, all Contractor personnel working on this project will be required to complete Foreign Object Debris (FOD) awareness and prevention training. Reference Tinker AFB General Safety Requirements 00 71 00, Section 4, FOD Awareness and Prevention.
1.2.6.2 The Contractor is responsible for ensuring and enforcing industry safety practices, compliance with FOD requirements and quality control of the job site.

1.2.7 Air Field Operations
1.2.7.1 This project is not located in an Air Field Operations area.
If applicable, all Contractor activities on the airfield shall be pre-coordinated with the Contracting Officer in conjunction with the Airfield Manager prior to The Contractor proceeding on the airdrome.
1.2.7.2 All Contractor personnel who will be operating their equipment or vehicles within the movement area or on any aircraft-parking ramp shall receive flight line driver training and have portable radios capable of communicating with Tinker AFB Control Tower.
1.2.7.3 Prior to commencing work on this project, The Contractor shall coordinate with the Contracting Officer for any airfield authorization passes that may be required.
1.2.7.4 Taxiing and towed aircraft shall have the right-of-way at all times. Close coordination will be maintained between The Contractor’s on-site foreman and the Airfield Manager.
1.2.8 Secured Area
1.2.8.1 This project is not located inside a controlled area. Upon award of the contract, The Contractor shall be provided with a point of contact that shall

1.2.9 Government Occupancy of Facilities & Responsibilities
The Contractor shall protect the existing equipment and shall consult with the Government during the pre-bid site visit to develop a timeline and plan that accommodates the continued performance of the User’s mission function.
1.2.10 Qualifications
1.2.10.1 It is the Program Manager’s responsibility to ensure that Contractor personnel and subcontractors possess the appropriate qualifications and experience to complete this Contract and to ensure that they comply with all statutes and regulations. The Program Manager shall have and provide to CO, upon request, all required employee or subcontractor certifications/qualifications.
1.2.10.2 All subcontractor firms shall be licensed in the State of Oklahoma in their specialty where required. They shall have a minimum of two (2) years’ experience in related projects of similar size and scope.
1.2.11 Badge(s) & Waivers
Project is not located in a controlled area. Badges (including temporary badges) shall be displayed at all times.
1.2.12 EPA Comprehensive Procurement Guide (CPG)
There are no EPA materials for this project.
1.2.13 Environmental Survey
The Contractor will comply with TAFB Specification 00 72 00, Environmental Requirements, 1.6 Lead-Based Paint Abatement if the work requires demolition or removal of paint from affected areas
1.2.14 Working Hours
Standard work hours have been identified for this project. The work shall take place during standard working hours (0715 - 1600). Outages may be the exception. The Contractor shall submit outage requests for approval IAW Tinker AFB General Specifications, 00 70 00.
1.3 PHASING / SCHEDULE
There is no government-required work phasing required for this project. The Contractor shall submit a work schedule for approval by the Contracting Officer prior to the start of the work.

1.3.1 Utility Outages
The Contractor shall request all outages 21 days in advance for coordination. All electrical outage work shall be performed after normal shop production hours, weekends, and on Holidays based on an approved schedule.
1.4 PROJECT DOCUMENTATION
1.4.1 Drawings & Calculations
Documents produced by the Contractor shall be furnished IAW the basic contract in paper copy as well as electronic media. Contractor shall use English scales and dimensions
Note - Tinker AFB requires a Square Footage space of 108’ Square Foot but we will accept 75 Square Feet ideal workstations are 6’ x 8’ or 6’ x 6’.
1.4.2 Mobile Modular Workstations shall consist of the following below:
- Two separate monitor arms per workstation that clamp onto the edge of work surface (even if a modesty panel is in place) and provide adequate support for diagonal monitors with capability to swivel monitors vertically and horizontally.
- L Shaped Station, upper, panel, surface and frame finish to be laminate
- Power Bar, 6 outlets, 4 USB charging ports and 15’ ft Power Cord
- Box/File Mobile Pedestal on casters w/cushion w/locks
- Mobile Box/File Tower w/doors on Casters w/locks
- Seamless design to match existing furniture
1.4.3 Ancillary Services
1.4.4 If necessary, the Contractor shall provide services to meet TAFB facility standards for air, power, and/or lighting.

There is no Government Furnished Property included in this contract/delivery order.
4. Location
Project area is located at Bldg 3001 between Post 2AA76 – 2AD87A, Tinker Air Force Base, Oklahoma.
5. Storage Area(s):
Contractor shall limit the storage of materials, equipment, and incidentals to the immediate work site. If the Contractor requires additional storage area(s) other than the project site, a request shall be submitted, in writing to the Contracting Officer for approval. It is recommended that the Contractor make arrangements for storage of equipment between its delivery and its installation, as security during non-working hours cannot be guaranteed.
6. “Or Equal” Clause:
Where reference is made in the specification or on the drawings to specific manufacturers and/or model numbers of equipment or materials, the information is provided to indicate design intent and to establish the minimum quality standards, physical attributes, and performance characteristics which are required for the referenced item. The use of specific names and/or model number is not intended to limit selection of other manufacturers;
equipment or materials meeting these criteria may be submitted to the Contracting Officer for consideration and shall be clearly identified, in writing, as a substitution. The Burden of proving equality for proposed substitutions shall be the responsibility of the Contractor and submittals for said substitutions shall include detailed manufacturer’s specifications, drawings, performance data and any other information necessary to clearly indicate that the proposed item meets or exceeds the quality standards, physical characteristics, and performance criteria established by the contract documents.
7. VOLUNTARY PROTECTION PROGRAM REQUIREMENTS
1. The Voluntary Protection Plan applies to all contracts that have Contractor employees working more than 1000 hours per quarter on Tinker AFB. (For contracts where performance is at another location, check with that location’s VPP policy and implementation guidance.)
a. The Contractor has sole responsibility for compliance with the Occupational Safety and Health Act (OSHA) for all contract activities. The Contractor is responsible for compliance with the OSHA (Public law 91-596). The Contractor shall submit a Safety and Health Plan and corresponding site safety checklist to the contracting officer within 10 work days after contract award. The Contractor's Safety and Health plan shall include appropriate measures to ensure the Contractor reacts promptly to investigate, correct and track alleged safety and health violations and uncontrolled hazards in the Contractor’s work areas.
(1) The Contractor shall identify the processes and procedures the Contractor shall use to track compliance with the Safety and Health Plan, and the processes and procedures that shall be used to correct violations.
(2) The Contractor's Safety and Health Plan shall demonstrate a management
Performance Work Statement- 9 of commitment to employee safety and health and shall identify the application of the safety and health plan to subcontractors. (If applicable)
(3) The Contractor's Safety and Health Plan shall: identify the roles and responsibilities of the following individuals; management, supervisors, employees and safety coordinator.
(4) The Contractor's Safety and Health Plan shall, identify applicable safety rules and regulations, and shall include a worksite hazard analysis to include base-line hazard identification and required control measures.
(5) The Contractor's Safety and Health Plan shall, include a job site analysis to include hazard of tasks required to control measures, identify employee safety and health training requirements and the documentation process.
(6) The Contractor's Safety and Health Plan shall include a workplace inspection frequency to include identifying the individual conducting the inspections and shall include employee hazard and mishap reporting procedures.
(7) The Contractor's Safety and Health Plan shall identify individual(s) responsible for corrective hazards, and shall identify first aid and injury procedures, procedures for accident investigation and reporting, identify emergency response procedures and identify the process for tracking controlled hazards in Contractor work areas.
(8) (If applicable) The primary Contractor is responsible for establishing these requirements for all subcontractors who qualify as applicable Contractors meaning they are working on Tinker AFB for a minimum of one thousand hours in three months under the same contract.
b. The above requirements also apply to all subcontractors who are working on Tinker
AFB for a minimum of one thousand hours in three months under the same contract.
c. The Contractor shall verify the Total Case Incidence Rate (TCIR), Day Away, Restricted, and or Transfer Case Rate (DART) rate, and OSHA Form 300A shall be submitted to the PCO by 15 Jan each year. Upon receipt from the Contractor, the
PCO shall provide this information to 72ABW/SE (739-3263) for contracts performed on Tinker AFB.
d. The Contractor is hereby notified that Tinker AFB is pursuing VPP certification.
e. Emergency Evacuation Procedures: Contractor employees shall follow the direction of Government employees in regards to emergency evacuation procedures, i.e. fire, tornado, bomb threats. It is the responsibility of the Contractor to provide guidance and establish procedures for responding to an emergency for their employees. It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.
