PURCHASE DESCRIPTION
FOR
#02 Accurshear Model 625012
15 May 2023
1.0 DESCRIPTION. The Contractor shall provide the 559th AMXG/MXDEB office at Robins AFB Georgia with a metal sheer as described below. A metal shear is used to cut metal to form/make new metal parts. The mechanic uses the metal to patch and/or replace worn out metal aircraft parts. The Accurshear Model 625012, ¼” X 12’ Hydraulic Shear. This equipment uses specifications to cut a specific metal thickness and length of metal. The contractor will also provide installation services as well as training as described below.
1.1 The Contractor shall contact the Government POC listed in paragraph 2.3.1 to schedule the installation.
1.2 Design. The Accurshear Hydraulic Shear shall be new and a current commercially available model. A current model is defined as the manufacturer’s currently produced model which has been designed, engineered, sold or is being offered for sale through advertisements or manufacturer’s published catalog or brochures. It shall be American made.
1.2.1. Measuring and Indicating Device Graduations. All measuring and indicating devices on the Accurshear Hydraulic Shear shall be graduated in both inch/pound and metric.
1.2.2. Controls. The Accurshear Hydraulic Shear shall provide all electrical, mechanical, and hydraulic operating controls convenient to the operator’s workstation(s). All machine function/operation controls are to be provided in a control console mounted on a pendant arm and located on the left side, squaring arm side, of the machine. The machine shall be safety footswitch activated.
1.2.3. Safety Guarding. The Accurshear Hydraulic Shear is to provide a light curtain, in lieu of a mechanical blade guard, to improve safety. It will allow the operator to gain full access and sight lines to the shearing blades, but will enhance safety by not allowing the shear to cycle if a foreign object interferes with the light curtain beam during the shearing cycle.
1.3 Construction. The Accurshear Hydraulic Shear shall be constructed of parts that are new, without defects, and free of repairs. The structure shall withstand all forces encountered during operation to its maximum rating and capacity without distortion. It shall provide a hydra-mechanical rocker arm drive system with (2) hydraulic cylinders interconnected by a thick walled torque tube, to provide the shearing force of the ram. It shall have a low fixed rake angle, not adjustable/ variable, of no more than ¼” per foot of rake angle and a 1 degree relief angle.
1.3.1. Frame. The Accurshear Hydraulic Shear shall provide a fabricated, solid welded, steel frame of no less than 21,000 lbs. with a boxed-in bed table structure, a solid machined shear table surface with (2) recessed hand slots machined into the table surface and a t-slot machined into the face of the shear table. It shall include (2) T slots machined into the table surface, front to back, with inch/ metric scales recessed into the table.
1.3.2. Bearings. The Accurshear Hydraulic Shear main pivot bearings, incorporated into the hydra-mechanical rocker arm drive system, shall not require lubrication, be spherical, self-aligning, zero clearance bearings and be fitted on hard chrome shafts.
1.3.3. Hydraulics. The Accurshear Hydraulic Shear shall provide a hydraulic reservoir fitted with motor, pump, valves, filters and an oil cooler to provide maximum efficiency. The hydraulic system shall incorporate a gauge to indicate when the hydraulic oil and filter should be serviced/ changed.
The system shall provide protection from over-pressurization. The hydraulic components are to be globally recognized, commercially and locally available.
1.3.4. Hydraulic Cylinders. The Accurshear Hydraulic Shear shall provide honed hydraulic cylinders, induction hardened, chrome plated piston rods and low friction zero leak seals.
1.3.5. Electrical Components. The Accurshear Hydraulic Shear shall provide globally recognized, commercially and locally available electrical component brands. The electrical control panel shall be UL approved meeting the ANSI B111.4 standard.
1.3.6. Motors. The Accurshear Hydraulic Shear shall provide an AC (alternating current) 20 horsepower motor to operate on 60-Hz. The Accurshear Hydraulic Shear electrical demands shall not exceed 100 amps @ 230 volt, 3 phase, 60 Hz.
1.3.7. Machine Dimensions. The Accurshear Hydraulic Shear shall measure no more than 173” long x 87” tall x 87” deep with a 34” shear table height.
1.4 Components. The Accurshear Hydraulic Shear shall consist of not less than:
1.4.1. Backgauge. The Accurshear Hydraulic Shear shall provide a backgauge with precision ACME lead screws, running on roller bearings, with 36”of travel, and operable via a front operated GO-TO push button, with 999 preselect/ programmable positions control that is mounted on a pendant arm.
The backgauge at full travel, over 36”, will flip up and out of the way automatically and return automatically when a dimension of less than 36” is entered into the control. The backgauge shall provide a retract function that is capable of being switched controlled on/ off and when on the backgauge will retract away from the gauged material as the shearing cycle is initiated.
1.4.2. Blades. The Accurshear Hydraulic Shear shall provide modified high carbon/ high chrome (4) edged blades measuring 1” x 3” x 148”.
1.4.3. Blade Clearance. The Accurshear Hydraulic Shear shall provide a minimum of .002” blade clearance and blade clearance adjustable via a hand lever with (6) definable/ settable clearance settings.
1.4.4. Hold-downs. The Accurshear Hydraulic Shear shall provide (19) hydraulic hold-downs with 19 tons of hold-down pressure.
1.4.5. Strokes Per Minute. The Accurshear Hydraulic Shear shall provide 20 strokes per minute full length and 46 strokes per minute short stroke.
1.4.6. Sheet Support System. The Accurshear Hydraulic Shear shall provide a pneumatic arm style sheet support system to provide support for a sheet of steel to the full capacity of the machine’s shearing capability. It will retract downward upon activation of the shearing cycle.
1.4.7. Squaring Arm. The Accurshear Hydraulic Shear shall provide a 12’ squaring arm measured from the blade and with a flip-up stop.
1.4.8. Support Arms. The Accurshear Hydraulic Shear shall provide (1) 2’ front support arm, as measured from the edge of the shear table, with a t-slot, a disappearing stop and inch/metric scales recessed into the arm.
1.4.9. Spare Parts. Accurshear Hydraulic Shear shall provide (1) extra hold-down assembly and hold-down assembly spanner wrench.
1.4.10. Color. The Accurshear Hydraulic Shear shall provide the machine in ‘Machine Tool Grey’ color.
1.5 Accuracy. The Accurshear Hydraulic Shear shall provide at a minimum .001” per foot of cut in squareness.
1.6 Capacities. The Accurshear shall provide a minimum of 80,000 PSI tensile and 44,000 PSI yield material shearing by 12’ long. Resulting in the ability to shear a minimum of 12’ plate of A36 by .250” thick, A514-T1 by .125” thick, A572 by .2125” thick, A588 COR-TEN B by .2125” thick, Annealed 40- 50 Carbon hot-rolled by .1625” thick, A.I.S.I 4130, 4140, 6150 & 8620 hot-rolled annealed by .1625” thick, floor checker plate by .225” thick, Stainless Steel 302, 304, 316, 410 & 430 by .150” thick, Aluminum 1100-0, -H14, -H16, 2024-0, 3003-H14, 5005-H34, 5052-0, -H32, -H34, 5086-H32, 6061-0, - T6 by .3125” thick, Aluminum 2024-T3, -T4, 7075-T6 by .250” thick, Inconel 718 by .125” thick and Hastalloy by .125” thick.
1.7 Marking on Instruments, Control Panels, and Plates. The Accurshear Hydraulic Shear shall provide all words on instruments, control panels, and plates in the English language. Characters shall be engraved, etched, embossed, or stamped in boldface on a contrasting background. All plates shall be corrosion resistant.
1.7.1. Identification Marking of Military Property. An Item Unique Identification Marking (IUID) shall be provided in accordance with MIL-STD-130N and all applicable documents within the standard with Machine Readable Information (MRI) for item identification marking and automatic data capture. The application of Human Readable Information (HRI) shall be used in combination with MRI and free text.
2.0 Service Support.
2.1 Installation. The contractor shall be responsible for the following:
2.1.2. Mechanical Installation. The contractor shall offload and move the Accurshear Hydraulic Shear into the government designated space. The contractor shall provide and fill the machine with pre-filtered hydraulic oil and make the machine ready to operate all the equipment required by this contract.
2.1.3. Structural Installation. The contractor shall accurately set, align, plumb and anchor the Accurshear Hydraulic Shear.
2.1.4. Electrical Installation. The contractor shall be responsible for electrical connection from the machine to the government’s supplied, appropriately sized, electrical disconnect box, 3’ from the machine’s left hand/ squaring arm side.
2.2. Training. The contractor shall provide an Accurshear Hydraulic Shear factory trained, United States citizen, proficient in the English language, technician to provide on-site final machine operation adjustments and provide operator and maintenance training. The Government estimates the training will take about 2 days.
2.3 Delivery.

2.4 Shipping/ Delivery/ Period of Performance: FOB Destination. The contractor shall deliver all items within 12-16 weeks after receiving the award to the address listed below.

2.5 Warranty. The Contractor shall provide a 2-year parts and 1-year labor warranty.
2.6 Option. N/A
3.0 Government Furnished Equipment and Services or Government Furnished Property (GFP) and services. None
4.0 General Information.
4.1. Place of Performance and Hours of Work. On-site contract services shall be performed at the Warner Robins Air Logistic Complex. The work will take place in building 125 at Robins Air Force Base, GA. The Contractor’s work hours (shifts) shall normally be from 7:00 am to 4:00 pm (EST), Monday through Friday. The Government may adjust the Contractor’s work hours based on workload requirements, with the flexibility to start work earlier, work odd shifts, and/or work weekends. The Government will provide the Contractor the required work hours (schedule) for contractor personnel and will provide a 48-hour notice prior to changing any work hours.
4.2 Recognized Holidays. Unless otherwise required by the Government, the Contractor shall not have access to Government facilities to work or telework on all federal holidays or during facility closings as authorized by the Government. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.
4.3 Agency Affirmative Procurement Program. In accordance with FAR 23.404(b)(1), 100% of purchases of Environmental Protection Agency (EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list [https://www.epa.gov/smm/comprehensive procurement-guideline-cpg-program] and/or United States Department of Agriculture (USDA) designated products included in the bio based product listings [http://www.biopreferred.gov] shall, at a minimum, meet the EPA or USDA standards for recovered materials or bio based content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.
4.3.1 In accordance with FAR 23.404(a)(3)(iii), the Contractor shall provide estimates and verification of recovered material for EPA-designated CPG products and certification for both EPA-designated CPG products and USDA-designated bio based products. In accordance with the Robins Air Force Base, Georgia / Affirmative Procurement Program (formerly Green Procurement Program (GPP)) Plan, the Contractor shall provide estimates and certifications to the Government for completion of the applicable attachment(s) to be included in the Purchase Request
4.4 Access to Government Facilities/Contractor ID (Badging). The Contractor shall ensure Contractor/subcontractor personnel who require access to Robins AFB or other Government facilities comply with the security requirements of the installation.
4.4.1 The Contractor shall ensure a Defense Biometric Identification System (DBIDS) ID card is obtained by all contractor/subcontractor personnel who require recurring access to a Government facility, but not local area network (LAN) access. The Contractor shall submit a letter to the PCO or COR listing all contractor/subcontractor personnel requiring access to the facility. The PCO or COR will approve the request and forward it to the designated badging agent to accomplish Robins AFB access affidavit. The badging agent then submits to “Pass and Registration” for issuance of the contractor’s DBIDS ID card. Contractor/subcontractor personnel shall report to the issuing/registration office to obtain the DBIDS ID card(s) with required documentation.
4.4.2 All personnel requesting installation Contractor DBIDS ID (credentials) must present a valid state issued identification card or driver’s license and a social security card or certified birth certificate or passport before they will be issued a credential. For those operating a motor vehicle on base, they will need to provide valid proof of registration and insurance. If Contractor employees are not a U.S. citizen, they must possess proof showing they are allowed to work in the United States/Georgia. Persons must present a previously issued Contractor identification card if applicable. Any foreign visitor/contractors must coordinate with the Foreign Disclosure Office.
DBIDS ID cards are normally valid up to one year.
4.4.3 The Air Force has mandated contractors requesting a badging ID, consent to a check of their criminal history prior to being allowed access to installations. The check will be conducted at the Visitor Control Center (VCC) off Watson Boulevard, Robins AFB, GA. Contractors requiring unescorted access will need their driver’s license or state-issued ID, and a social security card, which will be checked by name, dates of birth and social security number. The COR will work with the badging agent and the Contractor to submit required documentation to the Visitor Control Center (VCC. The contractor ID card/badge authorizes unescorted entry to Robins AFB for the bearer only. A contractor with a DBIDS ID card does NOT have sponsorship capability.
4.4.4 The Contractor shall submit a letter to the PCO immediately if contractor/subcontractor personnel no longer require access, upon transfer/termination of contractor/subcontractor personnel or upon completion/termination of the contract/order. The letter shall identify the name(s) and social security number(s) of the Contractor/subcontractor personnel. The Contractor shall return the ID card(s) to the issuing/registration office upon expiration, upon transfer/termination of Contractor/subcontractor personnel, or once contractor/subcontractor personnel no longer require access to the facility. If Contractors do not turn in their ID, the Contractor shall contact the designated badging agent to terminate installation access.
4.5 Visitors Only – No Badging ID. The Air Force has mandated all visitors consent to a check of their criminal history prior to being allowed access to installations. The check will be conducted at the Visitor Control Center (VCC) off Watson Boulevard, Robins AFB, GA. Visitors requiring unescorted access will need their driver’s license or state-issued ID along with insurance and registration if driving on base. The pass issued by the Visitor Control Center authorizes unescorted entry to Robins AFB for the bearer only. For visitors, a short term pass is up to 60 days. Any time greater than 60 days requires a secondary form of ID (Social security card, birth certificate or passport).
4.6 Operations Security (OPSEC). The purpose of OPSEC is to reduce the vulnerability of USAF missions to adversary collection and exploitation of critical information. The Contractor shall comply with DoDD 5205.02E “DoD Operations Security”, DoD Manual 5205.02-M and AFI 10- 701 “Operations Security” to protect United States (U.S. Government interest. The Contractor shall ensure compliance with OPSEC requirements including procedures to protect classified and/or sensitive, but unclassified, Government projects and/or programs. The Contractor shall ensure Contractor personnel who perform work at Robins AFB or another Government facility comply with the OPSEC procedures of the facility.
4.7 Security Incident or Violation. The Contractor shall immediately notify the Government
Security Office of any potential or actual security incidents or violations including potential or actual unauthorized disclosure or compromise of classified and/or sensitive, but unclassified, information.
4.8 Supply Chain Risk Management. The Contractor shall implement risk management procedures to ensure that system, equipment, components, software, maintenance equipment, and supplies do not incorporate counterfeit parts, malicious code, or other elements that would allow adversaries to gain access to data and critical program information and disrupt operations.
Contractor risk management procedures shall comply with:
Air Force Pamphlet (AFPAM) 63-113, Program Protection Planning for Life Cycle
Management, SAE Aerospace Standard AS5553C, Counterfeit Electrical, Electronic, and
Electromechanical (EEE) Parts; Avoidance, Detection, Mitigation and Disposition, National Institute of Standards and Technology (NIST) Special Publication 800-53 Rev 5, Security and Privacy Controls for Information Systems and Organizations.
4.9 Contractor Identification. Contractor personnel shall wear visible identification designating them as contractors at all times while on Robins Air Force Base.
4.10 Contractor Vehicle Entry. The Contractor shall contact the Robins Air Force Base Visitor's
Center to and comply with local procedures for obtaining credentials and vehicle entry.

4.11 Environmental Management Systems (EMS) Awareness. Environmental Management
Systems (EMS) Awareness Training: All contractor personnel working on Robins AFB who perform activities on the installation are required to complete Air Force-provided initial EMS
Awareness Training. It is the responsibility of the Prime Contractor to ensure that all sub-contractors, vendors, and employees complete this training prior to beginning work on Robins AFB. Notification of training completion shall be sent to the Robins AFB Contracting Officer (CO) to be maintained in the contract file for tracking purposes. Failure to provide documentation of EMS Training may result in termination of the contract.
4.11.1 EMS training is provided by Environmental Management. Request for Robins EMS
Awareness training through email at 78ceg.cev.FrontOfc@us.af.mil. Contractors have two options to satisfy the mandatory EMS Awareness Training requirement. Contractors that do not have a Common Access Card must exercise Option 2.
4.11.2 Option 1 (Preferred Option): The Air Force version of EMS Awareness Training is available through the myLearning website: https://lms-jets.cce.af.mil/. EMS Awareness Training is located under the Air Force Civil Engineer Center (AFCEC) /Air Force Environmental Courses tab. This option is only available to contractors who have a CAC and requires self-enrollment.
4.11.3 Option 2: Contractor requests a copy of the Robins EMS Awareness Training Power
Point Presentation from Environmental Management. The request should be sent to the Environment Management Workflow Box at the following email address, 78ceg.cev.FrontOfc@us.af.mil. Once the presentation is received, the contractor is responsible for ensuring that all his/her employees view the training.
4.12 ISO 5001-Energy Management. System Due to the WR-ALC being ISO 500001 certified, all contractors are subject to the Energy Management System (EnMS) requirements and shall abide by certification guidelines whenever applicable.
4.12.1. EnMS Training. All contractor personnel working on Robins AFB who perform activities on the installation are required to complete Air Force provided initial EnMS Training. It is the responsibility of the Prime Contractor to ensure that all sub-contractors, vendors, and employees complete this training prior to beginning work on Robins AFB.
4.12.1.1. EnMS training is provided by the Energy Assurance Office. The
Contractor shall request the training by sending an email to 402MXSG.MXDEA.EnergyAssurance@us.af.mil.
4.12.2. Notification of training completion shall be sent to the Energy Assurance Office
(402MXSG.MXDEA.EnergyAssurance@us.af.mil) and the CSMO POC to be maintained for tracking purposes. Failure to provide documentation of EnMS Training prior to beginning work may result in termination of the contract.
4.13 Contractor’s Safety Program. (See Appendix C, Part II, Para 7) The Contractor shall establish and maintain an acceptable safety program in accordance with their accepted Safety and Health Plan. The Air Force is part of the OSHA Voluntary Protection Program (VPP). All shall familiarize themselves with the requirements of VPP. Information on the VPP can be accessed at http://www.osha.gov/dcsp/vpp/index.html. Additionally, the Contractor is responsible for the safety and health of all subcontractor employees. No more than two Class C mishaps per contract year and Zero Class A or B mishaps will be tolerated. All changes to the plan must also be submitted in writing and approved by the Government.
4.13.1 Safety and Health Plan: Within 10 calendar days after contract award, the contractor shall email a copy of their company Safety Plan that is required to ensure compliance with the Occupational Safety and Health Act (OSHA) (Public Law 91-596) to 402mxw.se.wf@us.af.mil. The Safety Plan will be provided to the Safety Office for review.
The Safety Office will provide acceptance or non-acceptance within 5 working days of receipt to the government point-of-contact who will notify the CO. (CDRL A001, DI- SAFT-82080/T NOT 1, Contractor's Safety Plan).
4.13.2 The Contractor Safety Plan shall address in detail the items listed in the Contract Appendix
C, Part II through Part IV as applicable. For task specific procedures identified in the Contract Appendix C, the contractor’s internal procedures for those tasks must be identifiable within the submitted Safety Plan or shall be provided in an amendment or addendum to the company’s Safety Plan. If task specific procedures identified in the Contract Appendix C, are not submitted with the contractor’s Safety Plan, the submitted Safety Plan will be returned as NOT ACCEPTED. The contractor will have 5 working days to resubmit the Safety Plan, amendment or addendum to address or correct issues identified for non-acceptance. The Safety Office will provide acceptance or non-acceptance of the resubmission within 5 workings days of receipt to the government POC who will notify the CO.
4.14 Mishap Notification. (See Appendix C, Part II, Para 5) The Contractor shall notify the Robins
AFB Safety Office telephonically at (478)-222-0043 during duty hours and (478)-926-3567 after hours, within four (4) hour after initial notification of all mishaps or incidents for damage to DoD property (material plus labor) entrusted by this contract and employee injuries as a result of the contract operation. A follow-up (written or e-mail) of this mishap/incident notification shall be sent within three calendar days to the Government Representative, the Procurement Contracting Officer (PCO) or the Administrative Contracting Officer (ACO) (with a copy to program manager), who will forward it to the Safety Office. The information that is not available at the time of the initial notification shall be provided within 20 calendar days after the mishap. Mishap notification shall contain, as a minimum, the following information:
a. Contract, Contract Number, Name and Title of Person(s) Reporting
b. Date, Time and exact location of accident/incident
c. Brief Narrative of accident/incident (Events leading to accident/incident)
d. Cause of accident/incident, if known
e. Estimated cost of accident/incident (material and labor to repair/replace)
f. Impound Authority Name and Phone Number (as applicable)
g. Nomenclature of equipment and personnel involved in accident/incident
h. Corrective actions (taken or proposed)
i. Other pertinent information
