ATTACHMENT A
Statement of Work
1.0 INTRODUCTION
The Peace Corps sends the best and brightest Americans abroad on behalf of the United States to tackle the most pressing needs of people around the world. Volunteers work at the grassroots level to develop sustainable solutions that address challenges in education, health, economic development, agriculture, environment and youth development. 2.0 STATEMENT OF WORK
2.1 Background
The Peace Corps, Office of Communications supports the agency’s mission by promoting awareness of cross-cultural exchange and disseminating information on its programs. The Office of Communications pitches stories to various news and media outlets and receives significant earned media throughout the year. To assist with this function, the Office of Communications requires a Software-as-a-Service Press
Relations Management tool.
2.2 Scope
The scope of this delivery order includes the following services: compilation of accurate media lists, distribution of press releases, and monitoring/analysis of media coverage across major outlets including broadcast and video.
2.3 Technical Requirements
2.3.1 Media Contact Database
Contact management database with accurate, up-to-date information to create lists of media contacts that can be combined, exported, and saved as necessary. The database shall have detailed journalist profile and contact information as well as access to editorial calendars. The database shall include local press, monthly magazines, and national news outlets.
2.3.2 Press Release Distribution
Fully automated process for distribution of press releases (up to 25 per month), with a customizable template that is easy-to-view in varying formats.
2.3.3 On-Demand Media Monitoring
On-demand monitoring of all national print, online, TV and radio media outlets. The service shall provide an unlimited number of press clips each day, with a function to monitor a variety of key search terms and view news alerts via email notifications. Broadcast and video coverage shall be accessible via online streaming and captions.

2.3.4 Email Campaigns and Analytics
Distribution of up to 60 press releases each month to media contacts, with tracking to determine click-through rates of press releases.
2.3.5 Archiving
Archival of an unlimited number of press clips and media lists in the online system.
2.3.6 User Slots
This service shall allow at least two users to be logged in simultaneously. This service shall also allow the
Peace Corps flexibility to assign user slots by department (for instance, users assigned to department A will not interfere with department B’s simultaneous login).
2.3.7 Technical Assistance
Account management and technical assistance shall be provided on an ongoing basis as outlined by the
Service Level Agreement. At least two training sessions shall be available for end users each year, as scheduled by the Peace Corps technical Point of Contact.
2.4 Deliverables

2.5 Period of Performance
The period of performance (POP) of this delivery order will consist of one base period of 12 month and four option periods of 12 months each. The base period of performance of this delivery order is from the effective date of award through twelve months thereafter.
2.6 Place of Performance
The place of performance will be at Contractor facilities. Travel will not be required and will not be reimbursed under this delivery order.
