a. Technical Specifications
b. Transition Time Line
c. Transition Downtime

Therefore, offers should contain all of the aforementioned requested information and best prices should be submitted with this quote.
This process permits best value among non-price factors and price, and allows the Government to accept other than the lowest price offer. The perceived benefits of the higher priced best value offer shall merit the additional price.
9.1 Technical Evaluation: The Government will evaluate for adequacy of the technical quote for each paragraph and subparagraph of the PBSOW. With respect to the non-price factors, an offeror is solely responsible for furnishing in its quote, adequate details to allow the Government to assess the adequacy of the offer. An offeror’s failure to submit adequate details may result in the Government finding the quote technically insupportable.
9.2 Past Performance: Past Performance is a factor for award. Offerors shall provide information on past or current contracts (including Federal, State, Local Government and Private) for efforts same or similar to this PBSOW requirement. Offerors shall include three (3) references to support submitted past performance information. Information shall include name, phone number, title, contract or task number and date of performance. Offerors shall provide information on problems encountered on the identified contracts along with the offeror’s corrective actions, if any. The Government should consider this information, as well as information obtained from any other sources, when evaluating the offeror’s past performance. The Government should determine the relevance of similar past performance information.
9.3 Price Evaluation: The Government contemplates fixed price solutions. Offeror shall provide fixed prices that are reasonable. Offeror shall have the capability to perform the work specified in the PBSOW. The fixed prices shall be supported by data other than certified price or pricing data for each price component of offeror’s solution. Pricing shall be based on the purchase order performance period as described in Section 6 Performance Period of the PBSOW
9.3.1 Price Reasonableness: The Contracting Officer will make the determination of whether prices for the requirements are fair and reasonable. Offeror’s will be valuated based upon fair and reasonable total fixed prices for the Government requirements over the performance period of the purchase order.
10. NOTES:
GSA will not agree to, enter into, or sign any extraneous or superfluous agreements, to include but not limited to, standard license agreements, software agreements, that contain any terms or conditions that conflict with the Federal Acquisition Regulation. Any agreement presented by the company to GSA after signature of the order will be refused and any attempt to present such an agreement to GSA to consider may be considered a breach of the order and cause a termination of the order.
