SUBJECT: Project NP-BLRI PVT PRES FY22(1) – Pavement Recommendations

This memorandum serves to support the PS&E development for Project NP-BLRI PVT PRES FY22(1). The project consists of pavement preservation of several routes including roadways, ramps, parking areas and overlooks within the Blue Ridge Parkway located in North Carolina from MP 394.7 to MP 465.0. The Blue Ridge Parkway mainline is not part of the scope of work for this project.
The recommendations herein are based on findings from the field assessment performed by Eastern Federal Lands Highway Division (EFLHD) Pavement Team and our review of the most recent Road Inventory Program (RIP) and Highway Pavement Management Application (HPMA) data.
BACKGROUND
The EFLHD RIP last collected the pavement condition data for the Blue Ridge Parkway as part of Cycle 4 (C4) and C5 with the Data Collection Vehicle (DCV) for roadways and ramps and manually for parking areas and overlooks. Based on C4 (collected in 2009) and C5 (collected in 2013) RIP data, the Pavement Condition Ratings (PCRs) for the routes, parking areas and overlooks within the scope of work range mostly from 73 (fair conditions) to 93 (good conditions). NPS Routes BLRI- 0102Z, BLRI-0103, BLRI-0105, BLRI-0107 were determined to be in excellent conditions with PCRs of 97 and 98. NPS Routes BLRI-0420, BLRI-1106C, BLRI- 1122, BLRI-1179 and BLRI-1278 were determined to be in poor conditions with PCR of 45.
PAVEMENT CONDITION ASSESSMENT
The Pavements Team conducted a condition survey (i.e., visual inspection) from November 30th to December 2nd, 2021, of all roadways and parking areas within the scope of work to assess the existing pavement conditions and determine the feasibility of pavement preservation treatments. Appendix B includes photographs of typical pavement conditions for preservable routes (Figures 1 and 2) and for routes considered beyond preservation (Figures 3 through 8).
A total of 115 routes were assessed. Approximately 43% of these routes (49 routes) were observed to be in poor conditions, thus beyond preservation. These routes exhibited medium to high-severity fatigue cracking, block cracking, transverse cracking, longitudinal cracking, edge cracking and raveling. Approximately 57% of the routes (66 routes) were overall observed to be in fair to good conditions with some routes exhibiting low to medium-severity longitudinal, transverse and block cracking and raveling. Roadways and parking areas exhibiting severe and extensive distresses (approximately 43% of the total number of routes) were excluded from the scope of work.
PAVEMENT RECOMMENDATIONS
The Pavements Team evaluated all routes within the scope of work based on the visual assessment of the existing pavement conditions, C4 and C5 RIP data to determine routes that are candidates for preservations.

We have found that most the assessed routes will benefit from pavement preservation treatments. However, several routes (approximately 43% of the total number of roadways, ramps, parking areas and overlooks) are exhibiting conditions that are beyond preservation and warrant rehabilitation treatments, therefore were excluded for future consideration pending funding availability. Spot reconstruction (i.e. patching), crack cleaning and sealing will be considered for localized poor conditions within preservable routes.
The following pavement preservation strategy and repairs (prior to placing the proposed preservation treatment) are recommended as per the FP-14 Specifications, “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects”:
• Thin Lift ACP (3/4-inch ACP overlay, 4.75mm Nominal Maximum Size Aggregate (NMSA)) for routes that are in good or better conditions Tack coat must be applied on the existing pavement surface prior to placing the thin lift ACP overlay.
• Perform ACP Patch (Type 1 or Type 2,) as necessary, in areas exhibiting fatigue cracking, settlement, and/or potholes. Such areas should be identified by the CO. Patch areas should be performed in accordance with Section 418.
• Perform Crack Sealing and Filling at least a week prior to placing the preservation treatment. Crack sealing (crack width ¼-inch to less than -inch) and filling (crack width greater than 1-inch) should be performed in accordance with Section 414. It is recommended to have as much time as possible, typically 6 to 12 months or one season per industry practice, between the crack sealing operation and a hot surface treatment application. That time will allow for the crack sealant to set into the cracks and cure under vehicular traffic. This will also prevent too much sealant under the surface treatment resulting in better performance. If crack sealing occurs prior to 6 months from the preservation treatment application, it is recommended to use a recessed configuration by applying the sealant so that it sets below the surface. This reduces the risk of the sealant melting and potentially bubbling back through the subsequent hot surface treatment applications.
A list of roadways, ramps, parking areas and overlooks with the respective proposed preservation treatment and estimated patching and crack sealing/filling quantities is included in Appendix A.
