About this file

This is an Intent to Award Sole Source document issued by the South Carolina Department of Corrections (SCDC) for the Pathways to Healing sexual assault services program. The solicitation, issued on May 17, 2022, seeks to sole source counseling and support services to inmates who are victims of sexual assault or abuse, with services to be provided at seven SCDC facilities: Manning, Broad River, Goodman, Camille, Kirkland, Wateree, and Turbeville Institutions. The contract includes an initial one-year term from June 2, 2023, through June 1, 2024, with four automatically renewable one-year options for a potential five-year contract period through June 1, 2028. Responses must be submitted by June 2, 2023, at 10:00 a.m. to the SC Department of Corrections Purchasing Branch. The vendor must provide emotional support services to incarcerated individuals, conduct group education sessions on sexual assault prevention and awareness, and deliver training to SCDC and South Carolina Department of Juvenile Justice staff, including correctional officers and medical and mental health practitioners, on PREA requirements, trauma-informed care, and sexual abuse response protocols.

Pathways to Healing is identified as the sole provider of Joint Accountability and Grievance (JAG) and Sexual Trauma Services Management (STSM) services currently operating within the specified facilities, which justifies the sole source procurement method under South Carolina Code 11-35-1560. The document indicates this is an incumbent provider already in place and serving the SCDC system. Prospective vendors with concerns regarding the sole source award have five business days from the posting date to submit a notice of intent to protest, with full protests due within fifteen days. All protest submissions must be directed to the Chief Procurement Officer at the Materials Management Office in Columbia. The notice will be posted on the South Carolina Business Opportunities (SCBO) website for the required five to ten business days.
