MEMORANDUM FOR AFSC/PZIM Contracting Officer

SUBJECT: Brand Name Justification for P21-007 Saint Gobain Tape
1. The Saint Gobain Tape brand are specially made fiberglass tape used in the thermal spray process to protect the part from unwanted plasma powder and grit. During the thermal spray process, the gun torch with temperature up to 5000 °C is traversing across the part. In order to protect the part and not have tape that melts onto the part, this specific tape is needed.
2. For the past 10 years, the 76 PMXG Thermal Spray Shops have used Saint Gobain brand tape for every thermal spray process (plasma, flame, wire, and HVOF) since it was provided through the Point of Use contract. Our Equivalent Tooling and Consumable Material Approval List (ETCMAL Form 267 11-005-001) and several of Part & Program Setup Instruction (PPSI) documents specifically call out these modelsof Saint Gobain tape. The 76 PMXG Process Order (85-011) and NAVAIR 2-1-111Technical Manual list Saint Gobain as one of the preferred manufacturers. There are other brands on the market that are very similar to these tapes, but have not been tested and approved by PMXG engineering. Due to our current potential work stoppage circumstances, we request the above brand be purchased due to past knowledge of the brand. In the future, PMXG Engineering will make an effort to test other brands of tape and established a Qualified Products Lists (QPL) and modify our existing documents for competitive purposes.
3. The Saint Gobain Tape brand is the only known brand that can satisfy the Government’s requirement. Therefore, it is requested that the Saint Gobain tape brand is procured to meet all the requirements of the program office and subsequently the warfighters.
4. Market research was performed reviewing Dynamic Small Business Search and System for Award Management databases using North American Industry Classification System Code 325520 looking for companies that could provide Saint Gobain Tape. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide this requirement as well as searching the World Wide Web. Sources were sought under RFI#1465935 through GSA Ebuy feature. The RFI request were sent to one hundred sixty seven (167) vendors . In review there are several sources that can provide the commodity, which are listed on the formal market research sheet for this acquisition. The Government will take to try and avoid Brand Name acquisitions for this equipment in the future.
