STATEMENT OF WORK

Roof Covering Replacement on Corinth Interpretive Center for Shiloh National Military Park June 15, 2017

STATEMENT OF WORK

Flat Roof Replacement on Visitor Center at Shiloh Battlefield Shiloh National Military Park

1. SCOPE OF WORK: The work to be completed by this project is to replace an estimated 116 square of Siplast 20 TG/Paradiene 30 FR TG modified bituminous membrane roofing at the Corinth Interpretive Center. The new roof membrane would be installed over the existing roofing material. The contractor would provide primary roofing products, including each type of sheet, all manufactured in the United States which has been successfully producing the specified types of primary products for not less than 10 years. Provide secondary or accessory products which are acceptable to the manufacturer of the primary roofing products. A TPO fleeceback product of at least 115 mil could be used, with an at least .060 TPO membrane on the walls. All existing copper flashing would be removed with membrane being placed underneath and flashing/coping reinstalled using other mounting options. Also new copper flashing would be installed over concrete walls where no flashing exist. Membrane would go over top of wall and flashing/coping installed with termination bars or reglets installed. A quality approved sealant would be used around cracks and terminals at different wall intersections.

2. LOCATION: The site of work is located at the Corinth Interpretive Center at 501 West Linden Street in Corinth Mississippi.

3. PRINCIPLE ITEMS OF WORK: Project consist of completely removing all existing copper flashing, coping, and counterflashing and installing new TPO fleeceback fully-adhered roofing system over existing Siplast 20 TG/Paradiene 30 FR TG modified bituminous membrane roof. All copper flashing, coping, and counterflashing would be installed around brick portions of roof using new mounting options. Where old copper flashing could not be used, new copper flashing, coping, or counterflashing would be installed. Also, new copper flashing would be installed around all concrete wall roofs. Currently no coping or flashing exist at these areas. All vents, HVAC units, drains, or any roof penetrations would be properly sealed using manufacturer approved recommendations. Rubber pads from roof hatch across roof would also be replaced.

All work and materials shall be performed, installed, and conform to building codes. The primary work requires the contractor to provide all materials, labor, tools, equipment, supervision, and overhead to complete all work as stated in this statement of work. The contractor shall be responsible to verify all measurements, field conditions, roof penetrations prior to bidding on this project. An on-site visit is recommended for prospective bidders. You must contact Randy Martin, Facility Manager at 731-689-5275 to participate in the Site visit to this location.

The contractor shall be responsible for sweeping or vacuuming all surfaces, removing all loose aggregate and foreign substances prior to commencement of roofing.

Apply roofing in accordance with roofing system manufacturer's instructions and requirements. Application of roofing membrane components shall immediately follow application of base sheet and/or insulation as a continuous operation.

Do not apply roofing materials during precipitation or in the event there is a probability of precipitation during application. Take adequate precautions to ensure materials, applied roofing, and building interiors are protected from possible moisture damage or contamination.

Construction of an aesthetically pleasing overall appearance of the finished roof application is a standard requirement for this project. Make necessary preparations, utilize recommended application techniques, apply the specified materials and exercise care in ensuring that the finished application is acceptable to the park.

Apply all layers of roofing free of wrinkles, creases or fishmouths. Exert sufficient pressure on the roll during application to ensure prevention of air pockets.

Apply all layers of roofing parallel to the slope of the deck.

Leave all areas around job site free of debris, roofing materials, equipment and related items after completion of job.

Notify the manufacturer by means of manufacturer's printed Notification of Completion form of job completion in order to schedule a final inspection date.

Final Inspection/Post-Installation Meeting: Hold a meeting at the completion of the project, attended by all parties that were present at the pre-job conference. A punch list of items required for completion shall be compiled by the Contractor and the park representative.

Complete all post installation procedures and meet the manufacturer's final endorsement for issuance of the specified guarantee. A warranty signed by installer and manufacturer will be required upon completion of work. A twenty (20) year manufacturer’s warranty will be required with at least three (3) year workmanship warranty.

The Contractor shall install built-up roofing system according to roofing system manufacturer’s written instructions and applicable recommendations of NRCA “Quality Control Guidelines for the Application of Built-up Roofing.”

Temporary roofing over work area may be required after work schedule is submitted.

Green roofing material should be used if possible, such as but not limited to Siplast Paradiene 30 CR FR which is LEED approved.

The Contractor shall submit submittals of all materials that will be used for the project, product data and samples, and shall get approval for each one prior to work starting from the Project Inspector for the Park.

The Contractor shall remove any old roofing, copper flashing, and other. If drains are damaged by contractor it will be replaced by contractor.

The Contractor is responsible for the complete removal and disposal of any construction debris and will be disposed of in State of Mississippi approved disposal area.

The Contractor is required to use fasteners and install fasteners in a pattern that is recommended by building codes for built-up roofing.

The Contractor will replace all old flashing with new flashing and properly seal to prevent any leaks once installed.

The Contractor is required to follow all safety procedures. Visitors will be allowed in building during times of work; however, the Park will assist in securing work areas. Temporary fencing or flagging of work area will be required.

The Contractor is required to remove any roofing materials from property upon completion of project. During project the contractor can coordinate with users for the availability to be able to place a disposal dumpster on site.

Contractor shall store materials out of direct exposure to the elements. Contractor shall store roll goods on a clean, flat and dry surface. All material stored on the roof overnight shall be stored on pallets. Rolls of roofing shall be stored on ends. Contractor shall store materials on the roof in a manner so as to preclude overloading of deck and building structure. Store materials such as solvents, adhesives and asphalt cutback products away from open flames, sparks or excessive heat. Cover all material using a breathable cover such as a canvas. Polyethylene or other non-breathable plastic coverings are not acceptable.

The contractor shall coordinate with the Facility Manager of the Park so he can inform visitors about times that work will be accomplished. The Visitor Center will remain open during all work of the project. The work days and hours for this project will be Monday thru Friday, 7:00 am – 4:30 pm. Flexible hours can be discussed with the Park if the need arises.

4. TURF PROTECTION: Contractor shall take precautions not to rut or damage the mowed areas during work of roof replacement. If ground is soft from rain, no work will be allowed. Contractor will be responsible for correcting any damage to turf caused by rutting.

5. INSPECTION - CONTROL OF WORK: Shiloh National Military Park is responsible for identifying roof areas that require roof covering replacement. A site visit by prospective bidders is recommended.

6. MATERIALS, WORKMANSHIP, AND EQUIPMENT: Whenever not explicitly described in these specifications, all materials, workmanship, and equipment used in carrying out the work shall be of the best of the respective grades and qualities. The contractor shall at all times provide adequate supervision and sufficient labor and equipment for prosecuting the work to full completion in the manner and within the time required by the contract.

a. Workmen. All workmen shall have sufficient skill and experience to perform properly the work assigned to them. Any foreman or workman employed by the contractor or by any subcontractor who, in the opinion of the contracting officer, does not perform his work satisfactorily and in a skillful manner or is disrespectful, intemperate, disorderly, or otherwise objectionable, shall, on the written request of the contracting officer, be removed immediately by the contractor or subcontractor employing such person and he shall not be employed again on any portion of the work without the written consent of the contracting officer.

b. Equipment. All equipment used on the work shall be of sufficient size and in good mechanical condition so as to meet the requirements of the work and to produce a satisfactory quality of work. The contracting officer may order the removal, and require replacement of any unsatisfactory equipment. Should the contractor fail to furnish suitable and sufficient equipment for the satisfactory prosecution of the work, the contracting officer may withhold payment of estimates which are or may become due, or may suspend the work until such equipment has been provided.

7. CONTRACTOR TO BE PRESENT OR REPRESENTED: The contractor shall at all times either be personally present on the job site or be represented thereon by a responsible agent to be designated in writing by the contractor, who shall have full authority to act for him in all cases and carry out any instructions relative to the work which may be given by the contracting officer, either personally or through an authorized representative. The contractor's agent shall not be changed during the life of the contract without the written approval of the contracting officer.

8. LEGAL RESTRICTIONS AND PERMITS: The contractor is assumed to be familiar with, and at all times shall observe and comply with, all Federal, State, and local laws, park regulations, safety laws, building and construction codes, and ordinances and regulations in any manner affecting the conduct of the work.

The contractor shall procure, at his own expense, all necessary licenses and permits and shall give due and adequate notices necessary and incident to the due and lawful prosecution of the work.

Trucks and other heavy equipment shall be confined to the limits of the project parking areas.

9. PROTECTION AND RESTORATION OF PROPERTY: The contractor shall be responsible for the preservation from injury or damage, resulting directly or indirectly from the execution of the work, of all public and private property along and adjacent to the parkway. He shall use every precaution necessary to prevent damage to pipes, conduits, and other underground structures; also, all overhead structures such as wires, cables, etc.; and poles, trees, shrubbery and crops, within or outside of the right-of-way. Any utility lines damaged by the contractor shall be repaired at once at his expense. All trails and roads adjacent to or intersecting the project shall be protected from damage.

When or where any direct or indirect damage or injury is done to public or private property by or on account of any act, omission, neglect, or misconduct in the execution of the work, or in consequence of the non-execution thereof, on the part of the contractor, he shall restore or have restored, at his expense, such property to a condition similar or equal to that existing before such damage or injury was done, by repairing, rebuilding, or otherwise restoring same, or he shall make good such damage or injury in some other acceptable manner.

The contractor shall save harmless the Government and all of its representatives from all suits, actions, or claims of any character brought on account of any injuries or damages sustained by any person or property in consequence of any neglect in safeguarding the work, or through the use of unacceptable materials in the work or on account of any act or omission by the said contractor or his employees, or from any suits, actions, or claims arising under the Workmen's Compensation laws or any other law, bylaw, ordinance, regulations, order, or decree. During the prosecution of the work, the contractor shall be responsible for any injury or damage to any person or property resulting from any act, omission, neglect, or misconduct in the manner or method of executing said work satisfactorily, or due to the non-execution of said work at any time, or due to defective work or materials, and said responsibility shall continue until the date of final inspection.

There shall be no personal liability upon the contracting officer or his designated representative or upon Government agents or Government employees for any act performed in the discharge of any duty imposed or the exercise of any power or authority conferred upon them, or within the scope of the contract, it being understood that in all such matters they act solely as agents and representatives of the Government.

10. CONTRACTOR'S PROTECTION: The contractor shall, during the continuance of work under this contract and also extra work in connection therewith, maintain liability insurance in sufficient amount to protect himself from any liability for damages for injury to any employees, the public or other persons, including any liability which may arise by virtue of any statute.

The policies shall be, in all respects, satisfactory to the contracting officer. Evidence that such insurance is in force shall be submitted immediately upon the signing of the contract, by either presenting the policies or the Liability Company's usual form of certificate for inspection. The policies and certificates shall certify, among other things, that the insurance will not be canceled or lapsed during the progress of the work covered by these specifications.

All insurance policies shall be issued only by companies authorized to do business under the laws of the state in which the work is to be accomplished, and copies of all policies shall be filed with the contracting officer before the work is started.

11. TIME FOR COMPLETION: The contractor shall complete the entire work for all roof covering replacements within 45 calendar days after the date of Notice to Proceed.

12. TRAFFIC CONTROL: The contractor shall provide all necessary signs if necessary work is to be done along road shoulders. The contractor will erect these signs in advance of the work area before work begins.

13. AWARD WITHIN AVAILABLE FUNDING AND PAYMENT: The contractor shall provide a price to complete work as a whole. One lump sum payment will be made when all work is completed.
