BASE BID

The Jamaica Bay Wildlife Refuge—part of Gateway National Recreation Area—is one of the most important urban wildlife refuges in the United States. Encompassing 9,155 acres it is internationally renowned as a prime birding spot where thousands of water, land and shorebirds stop during migration at its many diverse habitats, including salt marsh, upland field and woods, several fresh and brackish water ponds and an open expanse of bay and islands. The Visitor Center welcomes visitors from all over the world, and is the starting point for many guided tours and/or special public outreach programs. Free walking permits, necessary to hike the trails are obtained at the Visitor Center. The Jamaica Bay Wildlife Refuge is open dawn to dusk year-round. The Visitor Center is open every day from 8:30am – 5pm, although the refuge remains open until dusk.

The original masonry Visitor Center was built c. 1974. A wood frame addition was constructed in 2003. The climate and location of the Visitor Center has made its construction vulnerable to salt water, wind, termites and storm damage. Construction drawings of the addition and existing front entrance are attached to this document. The current condition of the 2003 light gauge steel frame and wood addition, including the doors and windows, is significantly deteriorated due to the climate and subterranean insects to which it is exposed.

Accessibility of the Jamaica Bay Wildlife Refuge Visitor Center is of major importance in the scope of work.

This project shall render the building accessible in accordance with the Architectural Barriers Act (ABA) and all applicable codes. Repairs to wood windows, doors and framed openings, and replacement of siding and trim shall insure the Visitor Center is weathertight and capable of withstanding coastal environmental conditions. Installation of appropriate materials and flashing shall result in the building’s resistant to damage caused by subterranean insects.

3.0 Objectives

This project will better serve the public by upgrading the building’s current entrance to provide accessibility for all visitors to the refuge. All changes shall meet conformance with the Architectural Barriers Act (ABA).

Rehabilitation of the exterior cladding, doors and windows of the 2003 wood frame addition to the building shall create an appealing first impression and experience of the refuge, and significantly improve the interior environment for the public and staff. The building shall be able to withstand the harsh coastal environment to which it is exposed.

Operation of all emergency exit doors shall be restored, making assembly areas of the building useable for education, interpretive and public outreach functions. The improvements shall provide enhanced protection of National Park Service assets, including exhibits and educational materials.

4.0 Tasks

GENERAL

The Contractor will be responsible for the entire scope of this project and provide all labor, qualified supervision, equipment, materials, tools, supplies, incidentals, expertise and other services necessary to install two accessible automatic sliding doors and openers, and install new siding, windows and doors as indicated on the attached drawing. The existing main entrance and vestibule doors located at the entrance to the Visitor Center at the Jamaica Bay Wildlife Refuge will be removed refurbished and reinstalled. The main entrance doors shall be modified to accept an automatic opening/closing system. The openers will operate both the exterior entrance doors (2) and vestibule entrance doors (2). In addition, the exterior siding, windows and doors are severely damaged by insects and water. This project will remove damaged material, and install new siding, windows and doors.

All work will be performed under a single firm fixed price contract. The contractor must have a designated superintendent at the contract site at all times during work performance, to include work which may be performed by a subcontractor. The superintendent’s duties shall include the overall management of the project, coordination of the subcontractor’s work, and liaison with the CO. No work shall be performed without the presence of the superintendent on the job site.

Field verify all new and existing dimensions affecting the work of this contract before ordering products. Failure to do so shall not be cause for claim in the performance of the contract.

Construction shall not proceed without prior approval of the Contracting Officer (CO)

Confine all operations within the work limits of the project. Exercise special care to leave the natural surroundings undamaged. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government. Contractor will be responsible for all costs associated with restoration of the project area.

Smoking is not permitted within the building or within 25 feet of entrances, operable windows, or outdoor air intakes. Smoking shall only be allowed in smoking areas as designated by the Park.

Materials stored on site shall be protected from the weather. Confine storage of materials to Contractor’s work vehicles or the areas as identified by the Contracting Officer (CO).

The site may be subject to higher than normal winds that may affect fencing, tarps and construction debris.

Unless otherwise specified by the Contracting Officer (CO), all removed material and excess excavated material that cannot be used in construction of the project is to be disposed of outside the park at an approved landfill, recycled, or disposed of at other locations in accordance with federal, state, and local regulations.

Contractor will reduce environmental risks, promote pollution prevention, and meet all environmental regulatory requirements during the execution and completion of the contract.

The building will be occupied during the entire construction contract period. The Contractor shall at all times conduct his operations to ensure the least inconvenience to the public. The building will not be closed to the public during construction.

Notify CO not less than two (2) days in advance of proposed utility interruptions. Do not proceed with utility interruptions without CO’s written permission.

Contractor shall provide adequate barriers in work areas to protect public from injury. Cooperate with Government during construction operations to minimize conflicts and facilitate Government usage.

Maintain existing exits, unless otherwise indicated. Do not close or obstruct walkways, corridors, sidewalks, streets, roads and other adjacent occupied or used facilities. Closures to sidewalks, streets, roads, or other access means will only be permitted when required and only upon written approval by the Contracting Officer (CO).

Proper directional signage and barriers are provided by the Contractor. Keep driveways and entrances serving premises clear and available to park staff and emergency vehicles at all times. Do not use these areas for storage of materials. Maintain existing building in a weather tight condition throughout construction period.

Repair damage caused by construction operations. Protect building and its occupants during

ACCESSIBLE ENTRANCES

Federal law also governs handles, pulls, latches and locks, as well as a door's opening force and closing speed. Hardware must have a shape designed for easy grasping with one hand, and can't require tight pinching or wrist-twisting to operate. Hardware required for opening can't be mounted more than 48 inches above the floor. A door with a closer must take at least three seconds to shut to within 3 inches of the latch. The maximum allowed force necessary to open a door is 5 pounds. The exception is a fire door, which must have the minimum force allowed under local zoning codes. Automatic-door units must be low-energy models, must take at least three seconds to open and can't require more than 15 pounds of force to stop door movement.

Retrofit doors

The Standards are developed under protocols of the American National Standards Institute (ANSI) and published by the Builders Hardware Manufacturers Association (BHMA). The ANSI/BHMA Standards address operating characteristics, including opening speed, safety features, sensors and activation devices, and labeling, among others. Doors are classified by their type or level of automation.

Doors and hardware shall meet the standards addressing operating characteristics, including opening speed, safety features, sensors and activation devices, and labeling as defined by the American National Standards Institute, published by the Builders Hardware Manufacturers Association (ANSI/BHMA). Slowly opening, low-powered, automatic doors shall comply with (ANSI) A156.19-1984 Section 4.13.11. Such doors shall not open to back check faster than 3 seconds and shall require no more than 15 lbf (66.6N) to stop door movement.

Automatic door operators are required for the double swinging doors at the main entrance, both the exterior and interior lobby. The operators shall operate in tandem with a manual switch located five (5) feet in front of the exterior of the doors. Doors shall be energy efficient, electro-mechanical low-energy swing-door automatic operators, stainless steel, and suitable for coastal climate conditions (salt air, wind and water).

Automatic door operators shall be capable of withstanding structural loads, thermal movements and wind loads. In case of power failure or other emergency operators shall have a backup energy source.

Rebuild and/or alter door frames to accommodate new doors.

Provide a manual switch mounted on a bollard preferably located from one to five feet from the door, but no more than twelve feet away

The switch shall not be blocked by the doors when in the open position

Switches should not be located where use puts the person in the swing path of the door

The switch should be mounted in a location where the person has full sight of the door

Mounting height of 34” to 48” off the floor (or per specific codes requirements)

DOORS AND WINDOWS

Wood and glass doors and sidelights at the front entrance shall be removed, refurbished and reinstalled with stainless steel hardware. A door sweep shall be installed to prevent windblown rain from entering the building beneath the doors. Provide new door thresholds not to exceed ½” in height.

Rebuild existing door frames with termite resistant wood and properly installed door flashing.

Doors must swing outward in the same direction.

Exit doors shall remain unlocked from the interior, and locked or lockable from the exterior as determined by the Contracting Officer (CO).

Windows shall be removed, refurbished and reinstalled.

Rebuild existing windows frames with termite resistant wood and properly installed door flashing.

Provide new window sills and flashing

Refer to the attached floor plan and elevations for locations and guidance.

FLASHING AND BUILDING WRAP

Flexible flashing and counter flashing will be installed at all window and door surrounds as per manufacturer’s recommendation and according to best industry practices.

Flashings shall be subject to consultation with window and door manufacturers and the Contracting

Officer (CO).

Install new weather barrier (building wrap) behind all areas to receive new siding. Provide a 2-inch horizontal overlap and 6-inch vertical overlap between successive courses. The first course should begin around a corner a minimum 12 inches (or to the first stud) and overlap the sill plate 1 to 2 inches. The lower course goes under the upper course.

Building wrap shall be permeable; that is, it must allow water to evaporate through it and not accumulate.

Cut the wrap at the opening and secure the edges to the perimeter of the rough opening in preparation for window and door installation. See attached diagram.

SIDING

Remove existing 2” x furring and building wrap as necessary beneath the existing siding.

Provide new siding fastened directly into the heavy gauge steel stud framing with stainless steel screws.

Siding shall be fiber cement lap siding; 5/16"x6 1/4"x12' with 1 ¼” lap.

Siding shall have the appearance of weathered wood. Color will be selected by the Contracting

Officer (CO). Submittals and samples are required.

Match existing siding profile and submit samples to be approved by the Contracting Officer (CO).

Siding shall be termite, rot resistant, and capable of withstanding coastal conditions, including salt water and air, winds loads up to 100 mph, and fade resistant.

TRIM

Building trim shall match the siding, and be sized according to the existing building trim at sash, eaves and corners.

HARDWARE –

All hardware and fasteners, including door kickplates, shall be rust and corrosion resistant, preferably in stainless, steel.

SUNSCREENS

Existing sunscreens shall be removed, repaired and reinstalled in their original locations.

5.0 Delivery

The contractor is responsible to submit technical, safety and installation specifications for the automatic door operator, windows and doors, siding, hardware, building wrap and flashing within fourteen (14) days of written Notice to Proceed. Submittals shall be approved by the Contracting

Officer (CO).

Provide the Contracting Officer (CO) with shop drawings of doors and windows, including recommended flashing and caulk prior to beginning work.

Color samples of siding, trim, doors and windows shall be submitted to the Construction Officer (CO) for approval.

Stainless steel samples for exposed hardware shall be submitted for finish selection.

As built drawings shall be submitted to the Contracting Officer (CO) for record keeping.

Guarantees, Warranties and Maintenance Guides shall be turned over to the Contracting Officer

(CO) for the park files.

Park staff shall receive maintenance training by the contractor.

The project shall be completed when approved by the Contracting Official.

The job site shall be clean and free of all debris.

Remove tools, equipment, surplus materials, and rubbish.

Restore, repair or replace Park property and resources that are damaged due to work of this contract to original condition.

Clean exposed exterior and interior hard‐surfaced finishes to a dirt‐free condition, free of grease, dirt, stains, films, and similar foreign substances.

Remove labels that are not permanent. Touch up and otherwise repair and restore marred, exposed finishes and surfaces.

Replace finishes and surfaces that cannot be satisfactorily repaired or restored or that already show evidence of repair or restoration.

Do not paint over “UL” and similar labels, including mechanical and electrical nameplates.

All waste disposal containers are to be removed and waste disposed of in accordance with requirements of the contract documents.

Surrounding area is to be free of construction debris, and paved area swept and grounds raked.

6.0 Government-Furnished Property

The Park will provide Contractor access to water and electricity in the performance of this contract.

The Park authorizes Contractor to use selected restroom facilities at the site during the Building’s operational hours.

If refuse will be generated by Contractor in the performance of this contract; the Contractor will be responsible for providing its own dumpster. The dumpster size and staging location shall be approved and coordinated with the Contracting Officer (CO). Contractor must not leave refuse on the ground or around the dumpster should it reach or be at full capacity.

Staging and Equipment Storage Space will be determined by the Contracting Officer and the COR.

7.0 Security

The contractor is responsible to secure any window and/or door opening left unfinished at the end of each work day. Consult with the Contracting Officer (CO) and the visitor center staff.

The security of Contractor’s materials, tools, equipment and other properties remain the responsibility of the Contractor at all times. The Park will accept no responsibility and shall not be liable for Contractor’s properties left on site should they become lost, damaged or stolen at any time during the contract period.

8.0 Place of Performance

The building will be occupied during the entire construction contract period. Cooperate with

Government during construction operations to minimize conflicts and facilitate Government usage.

Maintain existing exits, unless otherwise indicated.

Do not close or obstruct walkways, corridors, sidewalks, streets, roads and other adjacent occupied or used facilities.

Closures to sidewalks, streets, roads, or other access means will only be permitted when required and only upon written approval by the Contracting Officer (CO), and when proper directional signage and barriers are provided by the Contractor.

Keep driveways and entrances serving premises clear and available to Government, Government’s employees, and emergency vehicles at all times. Do not use these areas for storage of materials.

Maintain existing building in a weather tight condition throughout construction period.

9.0 Period of Performance

The period of performance for this contract shall be 180 days from Notice to Proceed

Work hours for the contractor are from 7:00 am until 3:30 pm M-F. Weekend/Holiday hours for the contractor may be approved with advanced notice to the contracting office.

The Contractor shall at all times conduct his operations to ensure the least inconvenience to the public. The building will not be closed to the public during construction. Contractor is to provide adequate barriers in work areas to protect public from injury.

10.0 Site Visit

A site visit will be arranged prior to submitting a bid package. The contractor should familiarize him/her self with the nature of the project, constraints and limitations.

INTRODUCTION

This project addresses building 217 at Jamaica Bay – Riis Landing. The project includes a Base Bid for

JABA 217 – Maintenance Garage located at the Riis Landing of the Jamaica Bay Unit of Gateway

National Recreation Area.

STATEMENT OF WORK - JABA 217 – Maintenance Garage

This project shall repair and rebuild the north gable wall and northwest corner pier of Building 217, Riis Landing within the Jamaica Bay Unit of the Gateway National Recreation Area. The building is used for vehicular parking and maintenance. Existing fuel tanks are located immediately to the north of the building, approximately 8’ from the wall repair. The exterior walls of the building are constructed of brick veneer on 6” wood frame walls with a 2x wood truss roof. The brick veneer wall has separated from the frame wall, and the brick is now bowing and structurally unstable. The northwest corner pier is a main support of the building’s roof, but has become structure unstable.

2.0 SCOPE

In accordance with the terms and conditions of the Contract, the Contractor shall perform the work of this contract for the National Park Service (NPS) as described below. The work includes all labor, materials, supplies, transportation, permitting, tools and equipment to perform services necessary for construction

The Contractor shall be responsible to provide qualified supervision, expertise and other services necessary to dismantle the north gable brick wall to the foundation and the interior wood frame wall. The brick wall shall be reconstructed to match its original appearance. The northwest corner pier shall be dismantled and reconstructed per best industry practices. The overhead door shall be repaired to a watertight condition.

3.0 OBJECTIVES

This project shall restore the structural integrity of the north gable wall and the northwest corner pier which shall enhance the building’s capability of withstanding harsh coastal conditions including winds up to 110 mph, salt air, blowing sand and torrential wind driven rain and keep the building weathertight. The pier shall be dismantled and rebuilt to provide adequate support for the roof structure and the refurbished overhead door opening. This work shall eliminate a critical safety hazard by structurally stabilizing the building’s brick gable wall to prevent its collapse onto the adjacent steel fuel tanks. This work shall also extend the building’s useful life and provide a safe shelter and workspace for the care of park maintenance vehicles.

4.1 TASKS

SAFETY PLAN

Submit a safety plan to the Contracting Officer (CO) for approval. Indicate adequate barriers in work areas to protect public from injury.

Maintain existing exits, unless otherwise indicated. Do not close or obstruct walkways, corridors, sidewalks, streets, roads and other adjacent occupied areas used by the public or facilities. Closures to sidewalks, streets, roads, or other access means shall only be permitted when required and only upon written approval by the Contracting

Officer Representative (COR).

Proper directional signage and barriers are provided by the Contractor. Keep driveways and entrances serving premises clear and available to park staff and emergency vehicles at all times. Do not use these areas for storage of materials.

Include safety measures for fall protection.

General Conditions

Maintain existing building in a weather tight condition throughout t h e construction period.

Contractor and Sub-contractors shall have the capacity to perform the construction on time and without delay

A designated superintendent shall be on the contract site at all times during work performance, to include work which may be performed by a subcontractor

The superintendent’s duties shall include the overall management of the project, coordination of the subcontractor’s work, and liaison with the Contracting Officer (CO) and the Contracting Officer Representative (COR). It is the superintendent’s responsibility to schedule weekly safety meetings for all construction personnel, and to schedule and moderate weekly job meetings via telephone conferencing.

No work shall be performed without the presence of the superintendent on the job site.

Smoking is not permitted within the building or within 25 feet of entrances, operable windows, or outdoor air intakes. Smoking shall only be allowed in smoking areas as designated by the Park.

Coastal environments are conducive to metal corrosion and moisture- and termite-related decay of other building materials. Metal corrosion is most pronounced on buildings within 3,000 feet of the ocean, but moisture- and termite-related decay are prevalent throughout coastal areas. Use hot-dipped galvanized or stainless steel hardware. Hot dipped galvanized hardware shall have a G90 zinc coating (0.75 mil on each face). Reinforcing steel should be protected from corrosion by sound materials

(masonry, mortar, grout, concrete) and good workmanship. Wood shall be treated or naturally resistant to insect and water damage

All fasteners shall be hot dipped galvanized or stainless steel.

All work shall be completed at time of acceptance.

Construction Operations

Construction shall not proceed without prior approval of the Contracting Officer (CO) who shall issue a formal written Notice to Proceed.

Confine all operations within the work limits of the project. Exercise special care to leave the natural surroundings undamaged. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.

Contractor shall be responsible for all costs associated with restoration of the project area. Unless otherwise specified by Contracting Officer Representative (COR), all removed material and excess excavated material that cannot be used in construction of the project is to be disposed of outside the park at an approved landfill, recycled, or disposed of at other locations in accordance with federal, state, and local regulations.

Materials stored on site shall be protected from the weather. Confine storage of materials to Contractor’s work vehicles or the areas as identified by the Contracting Officer Representative (COR).

If refuse shall be generated by Contractor in the performance of this contract; the

Contractor shall be responsible for providing its own dumpster. The dumpster size and staging location shall be approved and coordinated with the Contracting Officer (CO).

Contractor must not leave refuse on the ground or around the dumpster should it reach or be at full capacity.

Staging and Equipment Storage Space shall be determined by the Contracting Officer

(CO).

Specific Tasks

Provide interior temporary bracing for the roof trusses in the north bay of the building in accordance with BCSI-B6 of the Wood Truss Council of America and the Truss Plate Institute “Guide to Good Practice for Handling, Installing & Bracing of Metal Plate Connected Wood Trusses.” Bracing shall consist of 2”x4” lumber, and incorporate (4) trusses. Provide horizontal bracing and diagonal bracing prior to any demolition.

Remove and dispose of all non-active surface conduits (see attached photographs for location)

Erect scaffolding along the full length and height of the north gable wall of building JABA

217. Scaffolding shall be located between the wall and the fuel tanks. Construction safety netting shall be installed full height on the scaffolding to protect the fuel tanks from falling debris.

Furnish all labor, materials, tools and transportation to deconstruct and store brick for reinstallation. Preservation of the historic brick for reuse is of great importance. Care should be taken to avoid damage to the historic brick during dismantling. Use of angle grinders is prohibited for the removal of mortar. Pneumatic chisels are acceptable with a satisfactory demonstration of use to the Contracting Officer (CO).Dismantle brick to the top of the foundation/slab. Brick shall be removed with care, cleaned, palletized and wrapped. Brick shall be stored as directed by the Contracting Officer (CO)

Perform mortar analysis of existing historic mortar. The contractor is responsible for providing data collected from mortar analysis to the Contracting Officer (CO)

In consultation with and approval by the Contracting Officer Reprsentative COR) remove the existing wood frame wall prior to construction of the existing brick wall.

Install corrosion resistant termite shield at top of foundation wall

New (2) 2”x6” treated wood sill, drilled and anchored to the foundation with ½” diameter x 8” long galvanized anchor bolts placed 4’-0” o.c. Anchor bolts shall be fastened securely to the foundation with epoxy grout

Construct a new wood frame gable wall with moisture resistant 2” x 6” studs at 16” o.c. Provide stainless steel stud to sill hurricane ties at each stud. Divide the wall framing into (3) sections vertically. Provide a 2” x 6” frame wall with a (2) 2” x 6” plate at 8’-0” above top of slab Construct a 2” x 6” frame wall with a (2) 2” x 6” plate at the height of the top of the bottom chord of the truss. Construct a new 2” x 6” wood frame gable wall with (2)) 2” x 6” plate to the top of the truss. Fasten studs to plate with stainless steel hurricane straps. Stainless steel strap ties shall connect gable framing to bottom chord of roof trusses. See details below

Install new ½” structural marine grade plywood sheathing at frame wall. Sheathing shall be fastened to the studs with stainless steel screws 4” o.c. around the perimeter of the wood sheet, and 6” o.c. at the intermediate locations. Protect the exterior of the plywood sheathing with water resistant building wrap

Interior finish of wall shall be painted 5/8” green board

Re-build the brick veneer wall and pier with salvaged bricks and supplement with new brick to match existing. New brick shall match the existing in color and size and pattern.

Mortar color and joint size shall match existing. Existing patched window and door openings shall be re-bricked to match the existing wall. Reinstall brick sills at former window and door openings.

Provide a 1” clear airspace between the back of the brick veneer and the plywood sheathing. Brick veneer shall be tied to the frame wall with two piece stainless steel brick ties 16” o.c. horizontally and 18” o.c. vertically. Provide ½” diameter weep holes at the bottom of the brick wall at a minimum of 24” oc.

The existing overhead door shall be removed for repairs, and reinstalled.

Overhead door wood frame shall be replaced and painted in kind. Use moisture and insect resistant wood.

5.1 DELIVERY

The Contractor shall obtain all construction permits prior to the start of construction.

All work shall be in compliance with local, state and federal rules and regulations including but not limited to:

o New York State Building Code (Uniform Code) o New York State Uniform Fire Prevention o State Energy Conservation Construction Code o 2016 Uniform Code Supplement o 2016 Supplement to the New York State Energy Conservation

Construction Code Supplement o FEMA Standards found in FEMA P-550, Second Edition/December 2009

Copies of permits and disposal records shall be supplied to the Contracting Officer at 210

New York Avenue, Staten Island, New York 10305 prior to final payment.

The Contractor shall maintain an organized and complete administrative record for the project. At a minimum, items that shall be kept include: meeting notes; technical data/sources consulted; correspondence; meeting minutes; records of phone calls; e-mail correspondence; and copies of draft documents prepared under this scope of services.

Data Collection

The Contractor is responsible for conducting its own survey prior to submitting a response to the RFP.

Shop drawings, data sheets, physical samples and other required information shall be submitted to the to the CO within 14 days after the official written Notice to Proceed is issued by the CO and prior to performing any work under this contract. It is anticipated that the CO shall require a minimum of 5 business days to review the submission. Once the submittals are approved by the CO, the contractor shall commence work, completing it within the period of performance specified above.

Perform mortar analysis of existing historic mortar. The contractor is responsible for providing data collected from mortar analysis. Once the mortar design, color and characteristics are approved by the CO and the Park, the contractor shall furnish all information to the Park regarding approved mortar mix including ratios of all products and materials (including water) in the mix.

Contractor shall provide mortar mix design of the original mortar, including all constituents and ratios, for approval by the CO and the Park.

Mortar color samples shall be submitted for approval by the CO and the Park prior to any demolition

Brick samples shall be submitted for approval by the CO and the Park prior to any demolition.

Contractor shall construct a 4’x 4’ brick panel mock up in place for approval by the CO and the Park. Approval of the mock‐up allows for continued construction.

Upon CO approval, the contractor shall order all long lead time materials and products to complete the project in a timely manner.

The Contractor shall provide and pay for on-site containers and disposal fees for waste materials, debris, and rubbish. These materials, debris and rubbish shall be disposed of in a licensed sanitary landfill out of the park in accordance with state and city of New York regulations.

The Contractor shall submit a work schedule and sequence of events to the Contracting Officer (CO) prior to performing any work under this contract. Work schedule shall be provided three (3) weeks prior to start. There shall be a pre-construction meeting held prior to the start of work on-site.

Guarantees and Bonds: As specified in Performance Requirements and Specifications.

Operation and Maintenance Data: As specified below and in Performance Requirements and Specifications.

Mechanical and Electrical Systems: Verify the following in writing:

A final inspection must be held with the CO and the Park upon completion of the work before submitting a request for final inspection After all deficiencies have been corrected, the (CO) Contracting Officer shall issue a

Letter of Acceptance

6.1 GOVERNMENT FURNISHED PROPERTY

A pre-bid site visit shall be arranged by the Contracting Officer. All prospective bidders are encouraged to participate. The contractor should familiarize him/her self with the nature of the project, constraints and limitations.

The government will supply potable water from the site.

The contractor’s work site shall be afforded a 17’ clear work area for staging materials, tools and equipment The government will supply toilet facilities on site The government will supply electricity from facilities on site

7.1 SECURITY

The Jamaica Bay Unit is monitored by United States Park Police, based at Floyd Bennett

Field, Brooklyn, New York. 24 hour dispatch can be reached at 718-338- 3988.

The Contractor shall be responsible for securing the work site, materials, equipment and tools during the duration of the contract. If a temporary secured staging area is required, the contractor shall provide at his own cost.

The Government shall take no responsibility for lost, stolen or damaged property.

The contractor is responsible to secure any window and/or door opening left unfinished at the end of each work day. Consult with the Contracting Officer (CO) and the visitor center staff.

The security of Contractor’s materials, tools, equipment and other properties remain the responsibility of the Contractor at all times. The Park shall accept no responsibility and shall not be liable for Contractor’s properties left on site should they become lost, damaged or stolen at any time during the contract period.

8.1 PLACE OF PERFORMANCE

The contract work shall be performed at Riis Landing, Breezy Point, New York 11697, part of Gateway National Recreation Area – Jamaica Bay Unit.(Located across the street from Fort Tilden)

9.2 PERIOD OF PERFORMANCE

The period of performance for this contract shall be 120 days from Notice to

Proceed

Gateway National Recreation Area is a National Park and operation hours are from

Monday to Friday. Work hours for the contractor are from 7:00 am until 5:30 pm M-F.

However, weekend and holiday work hours shall be permitted in special situations.

All weekend work should be requested three days in advance for approval by the

Contracting Officer (CO).
