1.0 Background
Gateway National Recreation Area is currently relocating its curatorial storage items. The new site will be within two casemates at Fort Tomkins. This project is for the design and procurement and the installation of two climate controlled storage boxes to be installed within the casemates. The casemates are number 135 and 136 as shown on the third graphic at the end of the SOW.
2.0 Scope
The Scope of this project is to procure and install (construct) two climate controlled storage boxes within the confines of the Fort Tomkins casemates and to provide climate controlled utilities, fire suppression and alarm notification.
3.0 Objectives
The objective of this project is to provide a new artifact storage facility within the confines of the Fort Tilden casemates that meets with curatorial standards.
4.0 Tasks
1) Provide Design Services for the installation of two insulated storage boxes. Include the following:
A) Layout of two storage boxes within the casemates (see dimensions and specifications under 3; e; i-v below).
B) Electrical service from panel to storage boxes and circuit feeds integral to the storage box.
C) Electrical layout within the casemates including lighting and receptacles.
D) Fire Suppression system within the storage boxes. (Full plan set(s) and specifications are required for approval of the Fire Suppression System by the Regional AHJ (Authority Having Jurisdiction) prior to construction.) Potable water is unavailable. Fire suppression tanks/hardware shall be mounted on the exterior of the storage box with ease of access for maintenance and inspection.
2) Furnish and install (construct) two insulated modular storage boxes. Install one box in each casemate.
A) Exterior dimensions shall be nominally 30 feet long, 18 feet wide and 10 feet high. Contractor shall confirm interior space dimensions and access door dimensions to ensure proper fit.
B) Wall and ceiling panels shall be 4” thick and joined using cam-lock arms that will engage locking pins. Install floor panels clad with diamond plate aluminum.
C) Furnish and install one new 60” double leaf insulated entry door with panic hardware on the end of the storage box facing the parade ground. Include Best locks and cores. Cores to be determined.
D) Wall and ceiling panels shall be insulated to the maximum R factor achievable. Wall and ceiling panels shall be provided with exterior 24 gauge metal panels.
3) Contractor shall prepare an electrical load analysis of each storage box. Both casemates are supplied by a single new 150 amp main electrical service panel. All equipment and electrical service for each casemate shall be sized to work within the electrical parameters of the new panel
A) Furnish and install one new electrical subpanel on the front (exterior) of each storage box to accommodate all necessary electrical needs within the storage box. Conduits from the main power panel to subpanels shall be run overhead along the vaulted ceiling. (Specific conduit routing shall be field identified with Park staff). Fasteners for the conduit shall be installed in brick mortar joints (no brick face drilling). All panel circuits shall be labeled,(Typewritten - not freehand).
B) Furnish and install flush mounted LED lighting for a minimum 50 foot-candles at floor.
C) Furnish and install one wall mounted HVAC air conditioning unit with electric heater in each storage box. Contractor shall size the units according to the size of the storage units.
D) Furnish and install one 20 amp 120v electrical receptacle inside the storage box near the near the entry door. Receptacle and light switch shall be incorporated into one box. (See image in following pages).
E) Furnish and install one self-contained fire detection/alarm/suppression system within each box based on the approved drawings and specifications cited in Section 1; D above.
F) Include remote telephone signaling and receiving at the park dispatch office. Tie into telephone demarcation. New Telephone Cable section below.
4) Furnish and Install New Telephone Cable
A) Furnish and install one new 5/8” plywood backer board inside of the electrical switchgear room (102). Mount on the south wall as a demarcation point for new 100 pair telephone cabling. Demolish abandoned conduits on south wall and install backer board. Backer board fasteners shall be drilled into masonry mortar joints only. Do not drill into brickface.
B) Furnish and install one new 4” conduit from manhole MH-8D to the interior of Fort Tompkins. Excavate and install conduit from manhole to gunport window where 4” drain pipe is stubbed out. Sleeve new conduit to drain pipe beneath the ground and use drain pipe as a conduit through gunport and to terminate at plywood backer board. Place three 1 ¼” semi-rigid innerducts in conduit. Conduit shall be specified and buried to meet all relevant codes and standards.
C) Replace concrete sidewalk sections that may be demolished as a result of the conduit excavation. Bury excavation marking tape above cable. Restore lawn. Rake and seed grassy areas to match existing lawn elevation.
D) Furnish and install one 100 pair outdoor rated cable in manhole MH-8D through one innerduct and extending to demarcation location in the electrical switchgear room. Splice 100 pair cable in MH-8D to existing 100 pair cable. (Cable 01, pairs 1301-1400).
E) Terminate 100 pair cable on 110 type building entrance terminal attached to ¾” plywood backer. Provide one hundred 5 pin connectors for building entrance terminal.
F) Clearly label building entrance terminal with permanent labels as follows: CA 01 1301-1400.
G) Furnish and install one new conduit from the backer board to the casemates where the new storage boxes are being installed. Attach Phone conduit to the new overhead 4” power conduit. (Match the color of the existing conduit). Some field guidance may be necessary. Pull a sufficient number of pairs of phone wire from the building entrance terminal to the casemates plus two spares. Tie in new phone line to dialer or other communications device that is connected to fire alarm system to inform the Park dispatch office.
H) Furnish and install one new 20 amp quad electrical outlet mounted on the plywood backer board. Install rigid conduit and fittings and obtain electrical service from the existing breaker panel in the electrical switchgear room. Furnish and install one new 20 amp breaker in the panel for this service.
5) Repair Casemate Windows (See Images below)
A) Window A - Remove horizontal sliding window sash. Replace plexi-glass panes with new clear panes. New plexi-glass shall match the thickness of the old. Lightly sand all wood members of the sash and frames. Apply one coat of primer and one top coat paint to sash and frame. Tint primer to closely match top coat. Match color of existing paint colors of the sash and frames. Reinstall.
B) Window B - Construct two new sliding window sash to match window A. Install clear plexi-glass panes. Install in a manner to match window A. Retain old, existing window frame for window B and modify it as necessary to accept the new sash. Paint sash and frames – same as Window A.
C) Window C - Construct one new window to fit within the space available of the granite opening referred to as Window C. This is a non-standard application with angular sides. Create and construct a friction fit frame using nominal sized lumber. Apply new clear plexi-glass pane. Additional support for the single pane may be necessary. Paint sash and frames – same as Window A&B.
D) Sliding Windows A and B shall be fitted with a new framed screen. Framed screens shall fit in snugly into open window.
6) Steel Cistern Cover A) Furnish and install one new steel plate to cover the hole that exposes the sub-floor cistern. Plate thickness above the concrete shall not impinge on floor of Bally Box.
NOTES:
1. Contractor is responsible for verifying all measurements for all items within this scope. Casemates have round barrel vaulted ceilings.
2. To the extent possible, reuse drilled holes for mounting lights, receptacles, conduit and switches and any other device. Where new holes are necessary, they shall be drilled into mortar joints. Avoid drilling into granite or red brick face.
3. Surface mount conduit within the storage box is acceptable.
4. It is expected that the fire suppression medium will be of a gaseous product like Intergen and the tanks for storing may be on the exterior hugging an exterior wall of the storage box using brackets. Inform Park if the parameters cannot be met.
5. All waste materials and demolition waste shall be properly disposed of as contractors’ property.
6. All window work shall be accomplished without drilling into granite blocks.
7. All work shall be performed in accordance with applicable codes, standards and trade practices.
8. Contractor shall make all notifications to Dig Safely New York a minimum of 72 hours prior to any excavation. Contractor is responsible for marking the excavation site.
5.0 Delivery
A) Submittals
a. Contractor shall provide 50% design submittal within 30 days and 100% design submittal within 45 days.
Contractor shall provide submittals to the Contracting Officer’s Representative for all boxes, features and fixtures 30 calendar days after the Notice To Proceed is issued. Items approved in submittals can then be incorporated into design drawings.
b. Items required for submittals:
· Storage boxes
· Drawings and Specifications
· Fire suppression system
· Wall mounted HVAC system
· Desiccant dehumidification system
· Telephone cable building entrance terminal
· Shop drawings for three windows
· Lighting
6.0 Government-Furnished Property
Existing window frames.
7.0 Security
This project is located with the secured area of Fort Tomkins. Fort Tomkins is a locked site and is not open to the public. Contracting Officers Representative will be tasked with providing entry to the site.
8.0 Place of Performance
The work contained in this SOW shall be performed within the confines of two casemates in Fort Tomkins. Fort Tomkins is located on Hudson Road within the greater Fort Wadsworth on Staten Island, NY 10305
9.0 Period of Performance
The period of performance for this project is 90 calendar days from the date of the Notice to Proceed.

Use 4” soil pipe as a sleeve for new telephone cable into the building.
Cut and remove waste line three feet (or code) below the ground level. Plug abandoned section of subsurface remaining pipe with concrete. Pull new inner-ducts through new conduit from manhole through old pipe and into Room 102. New conduit shall be connected to old exposed pipe.
Excavate for new 4” phone conduit into the electrical switchgear room from the manhole.
